Job Title: Program Officer (Shelter & Settlement) Reports to:  Head of Disaster Management through Coordinator- Homes and Communities

Caritas Bangladesh is seeking a qualified professional for the position of Program Officer (Shelter & Settlement) for Caritas Bangladesh. Caritas Bangladesh (CB) is a national and non-profit development organization operating in Bangladesh since 1967. It has its Central Office in Dhaka and eight Regional Offices in Barishal, Chattogram, Dhaka, Dinajpur, Khulna, Mymensingh, Rajshahi and Sylhet. CB is implementing 91 on-going projects covering 201 focusing upazila on six main priorities i.e i) Social Welfare for Vulnerable Communities (SWVC), ii) Education and Child Development, iii) Nutrition and Health Education, iv) Disaster Management, v) Ecological Conservation and Food Security (ECFS), and vi) Development of Indigenous Peoples.

Job Summary:

The Program Officer (Shelter and Settlement) will be responsible for design and technical quality assurance and due diligence of all infrastructure and WASH activities in H&C project. This includes ensuring appropriateness and quality of actual work as well as conduction of training on technical aspects. The incumbent will be responsible to support and represent in the meeting, workshop, seminar, training etc. of technical forums and sectors.

Roles and Key Responsibilities:

  • Prepare engineering drawings, designs, BOQs, supervise, evaluating, reporting of the technical and financial aspects of shelter, settlement, infrastructure development, WASH issues under Homes and Communities Strategic Change Platform.
  • Develop and implement a professional development plan for Shelter and Settlement (H&C).
  • Development of personnel improvement plans for regional focal points for the H&C program.
  • Provide support and input for any review and adaptations of Caritas shelter capacity strategy to incorporate Homes and Communities
  • Provide technical support for the design and MEAL components of research and studies related to the H&C program. 
  • Direct the dissemination of learnings from research and learning activities to a variety of audiences in Bangladesh, regionally and globally, including events organized and hosted by Caritas Bangladesh (e.g. Asia Shelter Forum).
  • Develop key relationships and partnerships with key actors within and outside of Bangladesh, including govt. NGO, Universities and other institutions.
  • Develop relations with universities including BUET, research institutes, Technical institutes including MAWTS, government departments etc. to provide information and learning on H&C approaches with the aim to incorporate into their curricular/strategies.
  • Support to develop appropriate M&E mechanisms to track the progress of the project and to report on the impact and outcomes.

Educational Qualification:

BSC in Civil Engineering/Architecture from any recognized University.

Required Work Experience, Knowledge, Skills and Abilities:

  • A minimum of five years’ experience on civil engineering or architecture related works/projects of which two years’ experience on humanitarian Shelter sector including program management.  Coordination with different platforms (e.g. Clusters/sectors) will be added value.
  • Substantial experience in designing, monitoring and evaluation of shelter related projects.
  • Mid-level skills and cultural sensitivity to effectively interact with refugees, local communities, partner staff and policy makers.
  • High-level skills and cultural sensitivity to effectively interact with community including experience in community development, community mobilization, or similar community and owner driven initiatives.
  • Skills on integration of other sectors.
  • Ability to work in partnership with local communities, government and NGOs appropriately.
  • Knowledge on   local construction technologies, materials, innovations and approaches
  • Excellent communication and negotiation skills.  Ability to read, analyze and interpret administrative reports, technical procedures, or government regulations and policies.
  • Ability to write reports, and produce manuals and guidelines.
  • An influential communicator, with written and verbal skills in English and Bangla (Preferred) for stakeholder communication purposes.
  • Committed to work following organizational objectives, values, principles and policies.
  • Have good knowledge on safeguarding related policies, GBV, Child protection policy and other relevant policy.
  • Self-reliance and an ability to work in challenging and demanding environments.
  • Awareness, sensitivity and understanding of cross-cultural issues particularly in representing a Catholic agency.
  • Should be able to handle multiple tasks and manage priorities.
  • Ability to travel extensively to working locations and willing to stay at field.

Required Languages:

Strong written and oral command in English/Bangla is required.
                                              
Travel:

Must be willing and able to travel up to the field offices as per need of the project activities. Travel in these areas can be physically demanding.
