Caritas Bangladesh (CB) is a national and non-profit development organization operating in Bangladesh since 1967. It has its Central Office in Dhaka and eight Regional Offices (Barishal, Chattogram, Dhaka, Dinajpur, Khulna, Mymensingh, Rajshahi and Sylhet Region). CB is implementing 89 on-going projects covering 189 Upazilas focusing on six main priorities i.e. i) Social Welfare for Vulnerable Communities (SWVC), ii) Education and Child Development, iii) Nutrition and Health Education, iv) Disaster Management, v) Ecological Conservation and Food Security (ECFS), and vi) Development of Indigenous Peoples.

Caritas Bangladesh (CB) is looking for a suitable candidate for an immediate appointment as well as to prepare a panel list for the post of Program Officer–MEAL for CMLRP II Project under the Development of Indigenous People (DIP) Sector of Caritas Central Office.

Details of Position:

Reporting to : Senior Manager (DIP)
Salary : Tk. 70,000/- (Consolidated) per month.
Bonus   : As per organizational policy
Job Nature : Contractual/ Temporary

Required Educational Qualification:

  • Master’s degree in Statistics /Economics/Social Science, preferably with honors from any recognized university.

Required Experience:

  • 3 - 5 years of working experience in a similar job in any NGO/INGO. (Women will be given special priority)

Required Competencies:

  • The candidate should have a sound knowledge of development practices and different monitoring and evaluation methods and be independently capable of designing M&E tools and techniques (especially apps-based) and preparing their application guidelines. S/he will contribute to the design and development of a participatory MEAL system to track progress against result-based program objectives, will take a lead in the development and maintenance of a program tracking database, will engage in guiding field staff for regular data collection, synchronizing data, analyzing data and produce analytical reports to support planning and decision-making process.
  • Leading M&E system, framework, processes and products and ensured alignment and compliance with Caritas Bangladesh and donors.
  • Providing program information and analysis that articulates the organization’s programmatic delivery position in light of internal and external targets, results and priorities.
  • Designing, planning, monitoring, reviewing and reporting using the Project Cycle Management approach and sector tools such as the Theory of Change and Logical Frameworks.
  • Conducting and/or managing reviews and evaluations of projects that use both quantitative and qualitative monitoring, evaluation and impact assessment.
  • Excellent practical experience in designing survey methodologies (quantitative and qualitative), conduct data collection using apps, processing, ratification, analysis and reporting.
  • Excellent working knowledge and skills in Statistical Data Analysis Software, e.g., SPSS, Stata, SAS, etc.
  • Excellent presentation and facilitation skills.
  • Experience with the participatory approach especially in working with CBOs, primary groups and households independently.
  • Skilled in managing baseline surveys, digital data collection, data analysis and reporting.
  • Skilled in conducting and commissioning reviews, research and impact assessments.

Other Requirements:

  • Should have a high level of competence with Microsoft Excel, Word, PowerPoint, composing English and Bangla etc., is essential.

Role of Responsibilities:

  • Responsible for implementation of the project activities as per the project plan and report to the Sr. Manager, Development of Indigenous People (DIP) and National Office at all intervals of the project.
  • Prepare monthly activity and annual operation plan & submit to Sr. Manger-DIP
  • Provide necessary support in project planning/ preparation of log-frame/ selection of indicators, etc.
  • Designing monitoring Apps for data collection.
  • Supervise and monitor activities of CMLRP at field levels.
  • Led M& E system, framework, processes and products and ensured alignment and compliance with donor’s requirements.
  • Designing, planning, monitoring, reviewing and reporting using the Project Cycle Management approach and sector tools such as the Theory of Change, and Logical Frameworks and based on the requirements of projects/programs. 
  • Organize training on MEAL for the project staff.
  • Prepare MEAL report, Details Implementation Plan (DIP).
  • Develop ToR for baseline, mid-term, end-line surveys, different types of study and research works.
  • Prepare monthly, six-monthly, annual reports, ANCP reports and budget and submit to the Sr. Manager-DIP.
  • Participate in Central, Regional and project-based staff meetings as and when necessary.
  • Assist and communicate with the Monitoring Team with regard to regular monitoring activities.
  • Prepare handouts/manuals and other education materials to broaden the skills of project staff members of Caritas.
  • Arrange and conduct project staff Coordination, meetings, training and workshops with MEAL and Non-MEAL personnel at Regional & National.
  • Conduct and help to develop the skills of the project personnel on various aspects of monitoring.
  • Undertake field visits at least 15 days in a month, in accordance with the work plan of CMLRP II staff members.
  • Provide technical support to the team on establishing and maintaining feedback mechanisms for effective decision-making in line with the respective policy of CB to ensure accountability to affected population and stakeholders.
  • Communicate with MEAL section at Central Office for updated information, training, and development of different formats for data collection, data analysis and reporting.
  • Supervision field MEAL activities and facilitate the project staff, Organize training, workshops and seminar for the project staff/program participants.
  • Prepare MEAL plan and report for donors, Develop APPs association with ICT sector.
  • Organize baseline, mid-term and end line survey and facilitate the field staffs.
  • Follow up and supervision field activities, conduct Base line, Mid Term and End Line survey coordination with Senior Manager (DIP).

Required Languages: Strong written and oral command in English/Bangla is required.

Travel: This position is based in Dhaka with frequent travel throughout Bangladesh. Up to 50% travel to Region/field offices and field.
