Caritas Bangladesh is seeking a qualified professional for the position of Landslide Early Warning System (LEWS) Coordinator of Caritas Bangladesh. Caritas Bangladesh (CB) is a national and non-profit development organization operating in Bangladesh since 1967. It has its Central Office in Dhaka and eight Regional Offices in Barishal, Chattogram, Dhaka, Dinajpur, Khulna, Mymensingh, Rajshahi and Sylhet. CB is implementing 89 on-going projects covering 189 focusing upazila on six main priorities i.e i) Social Welfare for Vulnerable Communities (SWVC), ii) Education and Child Development, iii) Nutrition and Health Education, iv) Disaster Management, v) Ecological Conservation and Food Security (ECFS), and vi) Development of Indigenous Peoples.

Job Summary:

The Landslide Early Warning System (LEWS) Coordinator is responsible for setting up the ground of landslide early warning systems at selected unions under the working area of LEWS project; technical supports to the project team in identification, analysis and validation of landslide prone spots for Bandarban Sadar, Lama and Teknaf upazila; updating guidelines, modules and IEC material; capacity building to local community volunteer group in rainfall data collection, monitoring of rainfall, landslide risk and trigger; and data management. Maintain liaison, coordinate and linkage with different actors and update to CB.

Roles and Key Responsibilities:

  • Lead in all coordination and collaboration works with all national, regional and global clusters, working groups and platforms related to Landslide Early Warning and Anticipatory Action especially with FOREWARN Bangladesh, Start Fund Bangladesh, Need Assessment Working Group (NAWG), UNRCO, Anticipatory Action Working Group in Bangladesh, Localization Technical Working Group (LTWG).
  • Keep liaison, communication, coordination and collaboration with Bangladesh Meteorological Department (BMD), Department of Disaster Management (DDM), Fire Service and Civil Defense (FSCD), Department of Agriculture Extension (DoAE), Ministry of Disaster Management & Relief (MoDMR) and Ministry of Agriculture (MoA) of Bangladesh government; FAO, IFRC, BRCS, UNDP and Bangladesh University of Engineering and Technology (BUET).
  • Update time to time to Head of DM and Executive Office of CB and concerned persons of CRS on all progresses related to liaison, communication, coordination and collaboration issues with the above mentioned and initiatives taken.
  • Work closely with the project office team in Bandarban to facilitate community-based Landslide Early Warning System (LEWS) of LEWS project area of Bandarban Sadar and Lama upazila in Bandarban district and Teknaf upazila in Cox’s Bazar district and Chattogram Regional Office under the guidance of the Head of Disaster Management (DM) in coordination with Program Officer (DM).
  • Carry out all the tasks related to LEWS assigned by Disaster Management sector of Caritas Bangladesh under the guidance of the Head of Disaster Management (DM).
  • Develop the knowledge base for landslide risks, vulnerabilities and impact analysis under the guidance of the Head of Disaster Management (DM).
  • Provide necessary supports to the project team of Bandarban in identification and validation the landslide prone spots in Bandarban district in coordination with Program Officer (DM).
  • Assess to identify the capacity of the vulnerable communities under the guidance of the Head of Disaster Management (DM).
  • Liaison with different institutions, researchers and government agencies (BMD, DDM, Universities etc.) and mobilized them in the project activities.
  • Organize required consultation meeting, workshop and validate data, reports as appropriate based on the guidance from Head of Disaster Management (DM).
  • Support in procurement and installation of new rain-gauges, repairing of damaged existing rain-gaiuges and other necessary materials that specification given by BMD.
  • Arrange and follow up of training to the UDC on managing data, strengthen MIS information sharing system with different stakeholders.
  • Provide technical assistance to field staff and community volunteers group in identification of risks, vulnerabilities, hazards and resources mapping.
  • Prepare training contents, develop IEC materials and provide training for UDC and community volunteer groups on rainfall and risk monitoring.
  • Develop guideline on rainfall measurement, operation and maintenance of rain gauze, training contents etc.
  • Work with LEWS Project Office team and help to design the simulation guide on land slide early warning dissemination.
  • Provide available forecasts from BMD and monitoring the landslide triggers during the pre-monsoon and monsoon period through close coordination and collaboration with community volunteer group and UDC.

Educational Qualification:

  • Master/Bachelor degree as well as equivalent combination of education on Science/Social Science preferably in Civil Engineering, Urban Planning, Geography, Economics, Disaster Management from reputed Universities in Bangladesh or abroad.

Required Work Experience, Knowledge, Skills and Abilities:

  • Minimum 3-5 years experiences in coordination, collaboration, implementing and managing any humanitarian coordination mechanism, platform or DRR programs/projects.
  • Candidates having strong familiar and linkage with Bangladesh Meteorological Department (BMD), Department of Disaster Management (DDM), Bangladesh University of Engineering and Technology (BUET), FOREWARN Bangladesh, Start Fund Bangladesh, Need Assessment Working Group (NAWG), FAO & UNRCO, Anticipatory Action Working Group in Bangladesh, Localization Technical Working Group (LTWG) will be prioritized for this position.
  • Previous work with global or local Bangladesh Red Cross Red Crescent Society (BDRCS), Fire Service and Civil Defense (FSDC) and USAID/BHA funded projects will be treated as special competencies for this position.
  • Having knowledge on hazards and shocks in the contexts on Chittagong Hill Tracts (CHT) and Cox’s Bazar of Bangladesh.
  • Ability to produce high quality work under tight timeframes. 
  • Evidence of having undertaken similar assignments.
  • Ability to travel extensively to working locations and willing to stay at field.
  • Should be self-driven and positive to work in a team.
  • Should have `can do’ attitude and able to handle multiple tasks managing priorities.

Required Languages:
Strong written and oral command in English/Bangla is required.
                                              
Travel:
Must be willing and able to travel up to the field offices as per need of the project activities. Travel in these areas can be physically demanding.
