Caritas Bangladesh (CB) is a national and non-profit development organization operating in Bangladesh since 1967. It has its Central Office in Dhaka and eight Regional Offices (Barishal, Chattogram, Dhaka, Dinajpur, Khulna, Mymensingh, Rajshahi and Sylhet Region). CB is implementing 89 on-going projects covering 189 Upazilas focusing on six main priorities i.e i) Social Welfare for Vulnerable Communities (SWVC), ii) Education and Child Development, iii) Nutrition and Health Education, iv) Disaster Management, v) Ecological Conservation and Food Security (ECFS), and vi) Development of Indigenous Peoples.
Caritas Bangladesh (CB), Cox’s Bazar office is looking for suitable candidate for an immediate appointment as well as to prepare a panel list for Emergency Response to the Forcibly Displaced People of Myanmar in Bangladesh Project.

Details of Position:

Position  : Senior Procurement Officer
No of Position  : 1 (One)
Age  : Maximum 40 years
Job Location : Ukhiya, Cox's Bazar.
Consolidated Salary : BDT 85000 per month
Bonus : As per policy
Job Nature  : Contractual

Educational Qualification:

Master’s degree preferably in Management/Accounting/Finance/Supply Chain Management or any relevant field. Academic qualification may also be relaxed for highly experienced candidates in procurement field.

Experience, Knowledge, Skills and Abilities Requirements:

  • Minimum 5 years of working experience in the similar job in any NGO/INGO.
  • Experience in working on procurement in emergency programs is strongly preferred.
  • Ability to engage with local and international agencies.
  • Excellent interpersonal, organizational, communication and training skills.
  • Able to problem solve and identify resources in the environment.
  • Computer: MS Word, Internet, E-mails, Excel.
  • Language: English and Bangla required. Speaking ability in Chattogram local dialect a plus.
  • Shows persistence when faced with difficult problems or challenges.
  • Should be fluent in communication both in writing and speaking in English language
  • Should be self-driven and positive to work in a team.
  • Should have “can do’ attitude and able to handle multiple tasks managing priorities
  • Committed to work following organizational aims, values, principal and policies.
  • Excellent interpersonal, organizational and communication skills.   

Job Responsibilities:

  • Responsible for preparing procurement plan as per DIP of each program, processing procurement related works of the project. 
  • Prepare the procurement tracker for checking of purchasing of goods and progress as advised by Project Director, ERP.
  • Estimate and establish cost parameters and budgets for purchases. Reviewing, comparing, analyzing, and approving products’ specifications and services to be purchased.
  • Negotiate with vendors/service providers for quality of goods and services through ensuring value for money and present proposals for approval from the relevant authority in the organization.
  • Development of Tender Documents and RFQ for procurement of goods and services at the time of procurement with support from Procurement Officer/Assistant.
  • Prepare and Issue work order to the selected vendor (s) with specific clauses as per Procurement Policy.
  • Ensure compliance with Tax and VAT regulations of Government of Bangladesh (GoB) in terms of procurement.
  • Coordinate with Warehouse Officers to ensure receipt of goods/services as per Work Order/contract specifications.
  • Provide recommendations for processing payment. Ensure that invoice along with all relevant supporting documents are submitted to finance unit for processing payment.
  • Ensure that Enlistment of Vendors, agreement with suppliers and Framework Agreement (FWA) are prepared with applicable vendors, Oversee the entire process is completed in a compliant way in a timely manner.
  • Coordinate with Logistics/Admin Officers of Caritas Cox’s Bazar Office for managing inventories and maintaining accurate purchase and pricing records.
  • Ensure safe custody of procurement process documents with support from Accounts Officer(s) of Caritas Cox’s Bazar Office.
  • Develop and maintain a systematic way of document preservation and made it available to auditors and or reviewers at the Caritas Cox’s Bazar Office.
  • Responsible for maintaining and updating of Purchase Requisition (PR) and Work order register.
  • Perform as one of the resource persons to the Procurement Committee and ensure proper recording of all procurement-related meetings minutes. Ensure receiving of materials sample for the essential procurement and ensure verification by the quality control team. Support/ Assist other project staff by maintaining technical infrastructure/procurement through Head of Operation or Program.
  • Analyze the major procurement transactions of ERP and develop lessons learned.
  • Develop Best Practices to improve the quality of procurement undertaken at the broader level.
  • Draft evaluation report of the performance of suppliers, and report on this on a regular basis.
  • Work with internal stakeholders to determine procurement needs, quality, and delivery requirements.
  • Responsible for order placement timing, supply/demand alignment, material replenishment, and supplier performance.
  • Monitor, evaluate and improve supplier performance, according to an appropriate Service Level Agreement, on a continuous basis.
  • Submit report on Store & stationary to Management in timely manner.
