Job Title: Head of Education and Child Development (ECD)
Reports to:  Director, Programs of Caritas Bangladesh
No. of Position: One Job Location: Caritas Central Office, Dhaka     
Age: 30 - 45 years (as on 31.07.2022) may be relaxed for the highly experienced candidate. Salary Range: Tk. 80,000/-- 100,000/- (consolidated) per month during probationary period depending on the experience and qualifications.

Job Nature: Regular Experience: 8 years’ working experience including 3 years’ in relevant field.

Caritas Bangladesh is seeking a qualified professional (men and women) for the position of Head of Education and Child Development (ECD) for its Central Office in Dhaka. Caritas Bangladesh (CB) is a national and non-profit development organization operating in Bangladesh since 1967. It has its Central Office in Dhaka and eight Regional Offices (Barishal, Chattogram, Dhaka, Dinajpur, Khulna, Mymensingh, Rajshahi and Sylhet Region). CB is implementing 89 on-going projects covering 189 Upazilas focusing on six main priorities i.e i) Social Welfare for Vulnerable Communities (SWVC), ii) Education and Child Development (ECD), iii) Nutrition and Health Education, iv) Disaster Management (DM), v) Ecological Conservation and Food Security (ECFS), and vi) Development of Indigenous Peoples (DIP).

Job Summary:
Head of Education and child Development (ECD) Sector will be responsible to provide leadership, guidance and technical supports in planning, organizing, networking, implementation, monitoring, supervising and evaluation of Projects/Programs of Caritas Bangladesh to achieve the goal, “Quality Education” as stated in the Strategic Plan of Caritas Bangladesh. The Head of Education and child Development will also be responsible for compliance, budget management, timely reporting and coordination with Donors, Caritas Management, Government, and other networks. S/he will maintain close contact/ coordination with the Director (Programs) to ensure timely and quality implementation of the activities of Programs/Projects. 

Roles and Key Responsibilities:

  • Responsible for implementation/operation and management of programs/projects of the Education and Child Development section/cluster.
  • Develop concept note and formulate new projects/programs according to the Five Years’ Plan and Strategic Plan of Caritas through searching and participating in the “Call for Proposal’ and other available funding opportunities.
  • Prepare project budget and FD-6 in consultation with Regional Offices, Accounts Section and Director (Programs).
  • Prepare detailed activity plan according to the approved project and disseminate the plan among the project staff with proper guidance for effective implementation of the project.
  • Provide leadership, guidance and technical supports to the staff of Education and Child Development section/cluster for proper implementation of the project activities complying with Govt. and Donor’s Policies/Guidelines including Caritas Policies and Guidelines.
  • Ensure timely qualitative reporting to the donor as per Donors’ requirement or ‘Deed of Agreement’ and prepare report for government bodies, governing bodies of Caritas and Caritas Annual Report.
  • Facilitate/initiate base line survey, mid-term review, impact study, evaluation, research, when necessary.
  • Work in close collaboration with the Accounts Department to carry out any necessary budget adjustments/ re-arrangement financial reporting in accordance with Donors’ requirement.
  • Facilitate monitoring/ control of budget utilization of the Education and Child Development projects as per the rules and procedure of Caritas in order to comply with the stipulations of the Donors and NGO Affairs Bureau.
  • Responsible for Team Building among the project as well as organizational staff members for overall growth of the organizational effectiveness.
  • Maintain contact, liaison, network and coordination with the actors of the Public and Private sector for exchange ideas/ views, good practices and learning.
  • Organize and facilitate training/seminar/workshop/meeting.
  • Initiate fund raising strategy at the project level and contribute in formulating fund raising strategy for the organization.

Required Qualifications, Experience, Knowledge, Skills and Abilities:

  • The candidate must have a Master’s degree in any discipline from any recognized/reputed university.
  • Minimum 8 years’ relevant experience including minimum 3 years’ experience at managerial level in the similar job in any reputed NGO/INGOs.
  • Working experience in Education and Child Development Sector across the NGOs/INGOS, including a good understanding.
  • A good understanding of Safeguarding, Child Protection and PSEA (Protection from Sexual Exploitation and Abuse).
  • MEAL skills and experience.
  • Experience working with stakeholders at various levels and strengthening community partnerships.
  • Ability to contribute to the development of technical proposals on Education and Child Development.
  • Must have knowledge in MS Windows and MS Office packages (Excel, Word, Power Point), web conferencing applications, and information management systems.
  • Strong relationship management skills and the ability to work effectively with stakeholders at all levels.
  • Strong representation abilities and facilitation skills.
  • Proactive, creative, results-oriented, and service-oriented.
  • Self-driven and positive to work in a team.
  • Can do attitude and able to handle multiple tasks managing priorities.
  • Commitment to work following organizational aims, values, principal and policies.

Required Languages: Strong written and oral command in English/Bangla is required.
                                              
Travel: Must be willing and able to travel up to the Regional/Project/Field Offices of CB as per need of the project activities. Travel in these areas can be physically demanding.

Key Working Relationships:

Internal: Executive Director, Director (Programs), Director (Finance & Administration), All Directors of Regions/Trust/Project of CB, Head of HR, All sector/section head of CB, Head of Safeguarding Mainstreaming, all staffs under the Education and Child Development (ECD) Sector of Central/Regions/Project/Field Offices of CB.

External: Donor agencies of projects under Head of Education and Child Development (ECD) Sector and other local and international agencies as per need.

Selected candidate for the position of Head of Education and Child Development (ECD) will be appointed initially on probation for a period of six months. Upon successful completion of the probationary period, appointment may be confirmed according to the existing pay scale and service rules of the Organization. After confirmation, long term benefits, such as provident fund, gratuity, insurance, health care and compensation scheme will be applicable.
