Caritas Bangladesh (CB) is a national and non-profit development organization operating in Bangladesh since 1967. It has its Central Office in Dhaka and eight Regional Offices (Barishal, Chattogram, Dhaka, Dinajpur, Khulna, Mymensingh, Rajshahi and Sylhet Region). CB is implementing 89 on-going projects covering 189 Upazilas focusing on six main priorities i.e i) Social Welfare for Vulnerable Communities (SWVC), ii) Education and Child Development, iii) Nutrition and Health Education, iv) Disaster Management, v) Ecological Conservation and Food Security (ECFS), and vi) Development of Indigenous Peoples.

Caritas Bangladesh (CB) is looking for suitable candidate for an immediate appointment as well as to prepare a panel list for the post of Co-Coordinator for Shelter/NFI Sector, ISCG, Cox’s Bazar (will be seconded from CARITAS Bangladesh to the Shelter/NFI Sector under a MoU between CARITAS Bangladesh and IOM for this position).

Details of Position:

Position                       : Co-coordinator, Shelter/NFI Sector

 Job Location                   : Shelter/NFI Sector office, Luxury Cottage #2, Parjatan Motel Road, Cox’s Bazar with  regular camp visits.
Salary                          : Tk. 175,000/- (Consolidated) per month.
Bonus                          : As per organizational policy
Duration                 : The duration of the assignment of the Co-coordinator primarily will be for 6 months and extension may be for another round of period which depends on successfully carry over the responsibilities and overall performance along with clearance from direct supervisor Coordinator, Shelter/NFI Sector followed by MoU between Caritas Bangladesh and IOM. It will also be depending on availability of fund and scope of work.

Required Educational Qualification:

  • M.Sc./ B.Sc. in Civil Engineering/Architecture with additional training/experience in shelter programming in complex emergencies like natural disasters and camp settings.

Required Experience:

  • Minimum of five years of previous rural/camp shelter programming job experience. International experience will be treated as additional quality and previous working experience in complex emergency is essential.

  • Attention to details, accuracy and timeliness in executing assigned responsibilities.
  • Excellent communication and interpersonal skills, with demonstrated strength in relationship management.

  • Can do attitude and able to handle multiple tasks managing priorities.
  • Ability to inspire others; to pass his/her skills to others and to motivate them to put them into practice.

  • Commitment to work following organizational aims, values, principal and policies.
  • Knowledge on ICT particularly on MS Excel, MS Word (both Bangla & English), Power Point etc., is essential.

Supervisor:

Under the overall supervision of the Deputy Chief of Mission Bangladesh of IOM, and direct supervision of the Shelter/NFI Sector Coordinator, the Co-coordinator will support the Shelter Sector Coordinator to ensure that the Sector fulfils its core functions as defined by ISCG.
For administrative aspects Co-coordinator will be responsible to Director Program and Director Finance and Admin as per existing Caritas Bangladesh management system.

Roles and Key Responsibilities:

  • Co-coordinator have to follow the Terms of Reference of the MoU between CARITAS Bangladesh and IOM for the position of Shelter/NFI Co-coordinator at Cox’s Bazar.
  • Coordination Related Capacity:
  • Assist the Sector Coordinator in providing technical advisory services and expanding the contact with key sector stakeholders, including national and provincial authorities, local, national and international organizations, and representatives of affected populations, respecting mandates and program priorities of each of the stakeholders;
  • Support to enhance coordination with other sectors and government, particularly concerning emergency response, advocacy for new types of shelter and improved tenure security.
  • Support to increase capacity of shelter and NFI partners especially national and local NGOs for responding to Shelter and NFI related services in line with the humanitarian principles and international standards
  • Ensure effective technical links with other Sectors, in particular the WASH, Site Management and Site Development, Protection, Education and Health Sectors;
  • Promote linkages and synergies with recovery and development stakeholders and work within the framework defined by the coordination mechanisms supporting return;
  • Ensure close coordination with Government authorities-RRRC office, CiC office, DC Office, UNO Office and other relevant authorities towards obtaining approval of guideline, policies and other documents prepared from Sector to implement the response activities smoothly;

Activities to Perform:

  • Support to development of shelter and NFI related strategies, standards, technical guidance, IEC materials, catalogue, shelter designs for camps and host community etc. for regular and emergency assistance including Covid-19.   Support the Sector Coordinator in, charing or co-chairing the Shelter/NFI Sector coordination meetings as required. Ensure that the meetings are effective and action-oriented;
  • Support and lead when needed the Technical Working Group (TWiG) meetings under the Shelter Sector and other sectors as necessary in accordance with the shelter sector objectives particularly with regards to (durable) solutions of the shelter as per need, NFI, LPG of Rohingya refugees and host community;
  •  Conduct shelter and NFI related assessment Review Bengali translation of different documents of shelter and NFI sector
  •   Promote utilization of participatory and community-based approaches in the planning and implementation of projects in order to ensure that humanitarian responses build on local capacities;
  •   Promote and adopt standardized approaches, tools and formats for common use in shelter programming within the framework of an agreed common shelter strategy;
  •   Promote and explore the possibility of market-based solutions for shelter and NFI, in close coordination with the Cash WG;
  •  Ensure the integration of agreed priority cross-cutting issues in sectorial needs assessment, analysis, planning, monitoring and response (e.g. age, gender, inclusion of disability, environment, HIV/AIDS, and diversity);
  •   Support in ensuring appropriate systems of accountability, establishing standardized indicators and feedback mechanisms;
  •   Ensure that Sector partners are aware of relevant policy, guidelines and technical standards that the Cox’s Bazar authorities have adopted; promote adherence to agreed standards and good practice by all Sector partners, taking into consideration the need for local adaptation;
  •   Ensure exchange of good practices and lessons learnt amongst Sector partners by organizing presentations, joint visits, sharing documents and other activities. These include promoting common beneficiary selection criteria and mechanisms especially within local organizations
  •  Monitoring of tasks reported under shelter sector and follow up with the local NGOs on following  Sector standards and guidance.
  •  Enhancing capacity of the shelter partners to deliver shelter and NFI related services through orientation, training, workshop, regular field visit (onsite discussion) etc.
  •  Participate and contribute in the different meetings, workshops, training, seminar organized by the ISCG, humanitarian organizations and government

Required Languages: Strong written and oral command in English/Bangla is required.

Travel: Must be willing and able to frequent travel to camps and host community as per need. Also need to travel other locations as and when needed.
