About your next role

You will be involved in:

  • Ensuring inclusive programs reflecting and program obligations under Sustainable Development Goals (SDGs) and UN Convention on Rights of Persons with Disabilities (CRPD)
  • Analyzing, identify and address barriers to gender and disability inclusions and ensure meaningful participation of marginalized people in planning, implementation, monitoring, evaluation and learning.  
  • Ensuring that all programmes are mainstreamed with inclusive policy and guidelines adhered by the AHP and CANDO members as well as compatible with international standards and the expectations of the (DFAT) donor partner(s)
  • Identifying new activities to promote greater diversity and inclusion of gender and disability inclusion clauses and examine the ways to improve for future programming particularly to include poor and marginalized people with poor educational and economic opportunities
  • Making a difference in the lives of vulnerable people

About EKOTA Consortium

Ekota Bangladesh is a partner of the Church Agency Network Disaster Operation (CAN DO*) in Australia. The Ekota consortium in Bangladesh consists of three partner agencies, - Caritas Bangladesh, Christian Aid and RDRS Bangladesh. Under a broader donor consortium framework, Ekota partners will contribute to the donor efforts to meet humanitarian and protection needs and increase resilience and self-reliance of Rohingya and host communities in Bangladesh. Keeping line with the donor’s expected outcomes Ekota partners will intervene in providing community-based protection and improving WASH facilities in the Rohingya camps, and re-vegetation, disaster risk reduction and livelihood development both in the camps and nearby host communities in Ukhiya Upazila of Cox’s Bazar District.

Terms of Reference (ToR) of the Inclusion Specialist is enclosed. The position will be based in Caritas Bangladesh in 2022 and subsequently to RDRS in 2023.

 1. CAN DO Consortium Summary

CAN DO consists of three partners in Bangladesh-Caritas Bangladesh, Christian Aid and RDRS Bangladesh. Under the broad institutional framework of AHP, CAN DO partners will contribute to the DFAT’s international efforts to meet humanitarian and protection needs and increase resilience and self-reliance of Rohingya and host communities in Bangladesh. Keeping line with the DFAT’s expected outcomes CAN DO partners will intervene in providing community-based protection and improving WASH facilities in the Rohingya camps, and re-vegetation, disaster risk reduction and livelihood development both in the camps and nearby host communities in Ukhiya Upazila of Cox’s Bazar District.

The consortium partners will be coordinated by a Consortium Coordination Unit (CCU) named “Ekota”. The unit will consist of a Consortium Coordination Unit (CCU) Coordinator, MEAL Specialist and an Inclusion Specialist.

2. Purpose of the Role

The Consortium’s Inclusion Specialist will uphold the Consortium’s commitments to ensure that gender, disability, and marginalized and vulnerable groups from the Rohingya and nearby host communities are mainstreamed in all program areas and that all the EKOTA partners adopt uniform approaches in this regard. The role will be hosted and funded under the EKOTA Consortium Coordination Unit by Christian Aid, Caritas Bangladesh and RDRS Bangladesh on a yearly rotational basis.

Inclusion Specialist will report to the EKOTA Consortium Coordinator. S/he will represent EKOTA at the AHP’s Gender and Disability technical working group led by Plan International and World Vision in Cox’s Bazar. S/he will also hold a monthly meeting with the representatives from EKOTA partners on the thematic area to ensure the inclusion compliance by all the partners.

3. Major Responsibilities

Inclusion Specialist will be a member of the management team of EKOTA Consortium Coordination Unit in Cox’s Bazaar and has to attend all management team meetings. He/she will have the following key responsibilities:

  • Working closely with relevant partners for collecting data, conducting analysis and preparing a uniform framework for the inclusion of gender, disability, and marginalized and vulnerable groups in all the EKOTA partner’s programs..  
  • Ensuring that all programmes are mainstreamed with inclusive policy and guidelines adhered by the AHP and EKOTA members as well as compatible with international standards and the expectations of the (DFAT) donor partner(s)
  • Identifying new activities to promote greater diversity and inclusion of gender and disability inclusion clauses and examining the ways to improve for future programming particularly to include poor and marginalized people with poor educational and economic opportunities
  • Making use of available technical resources of the government, ISCG clusters/sectors and donor partners for gender and disability inclusion related activities in all programmes/sectors
  • Working with the MEAL section of the EKOTA partners to monitor the inclusion standards in their program implementation and harness best practices through monitoring and research.
  • Ensuring inclusive programs reflecting and program obligations under Sustainable Development Goals (SDGs) and UN Convention on Rights of Persons with Disabilities (CRPD)
  • Continuously monitoring the programs so as to identify the areas where inclusive program performance can be improved on both process and the outcomes.
  • Formulating and/or revising the inclusion guidelines for EKOTA partners, documenting best practices and advocating for and disseminating the best practices at the AHP level
  • Identifying capacity development areas and building the capacity of the EKOTA partners on the inclusion issues through training needs assessment and arranging training for the implementation team members.
  • Assisting the EKOTA Consortium Coordinator to capture the inclusion issues in the consortium communication and advocacy
  • Representing EKOTA at the AHP’s Cox’s Bazar Steering Committee (CBSC) when invited
  • Reporting to the EKOTA Consortium Coordinator as well as providing regular feedback to the EKOTA partners on the inclusion issues using DFAT Accessibility Design Guide and Universal Design Guide in all programmes
  • Representing EKOTA Consortium in Inter-Agency cluster/sectors and government meetings to plan and coordinate programs related to gender, disability inclusion and marginalized / vulnerable populations.     
  • Maintaining consultative and collaborative relationships with civil society – Women’s Groups, and Disabled People’s Organizations (DPOs)
  • Fulfilling any other responsibilities delegated by the EKOTA Consortium Coordinator.

Personal Specifications:

  • A relevant master’s and at least five (05) years experience with national or international development/humanitarian organizations. Experience of working in the humanitarian context is a strong plus. (R)
  • Experience of capacity building of staff and managing diverse teams. (R)
  • Excellent spoken and technical writing ability in English, including report writing (R)
  • Promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle stress and pressure with professional grace (R)
  • Ability to understand gender-related challenges within the beneficiary groups, accountability, and inclusion related works (R)
  • Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle the pressure (R)
  • Ability to work with multiple stakeholders (R)
  • Sound knowledge of Project Cycle Management/MEAL system, CFRM and Core Humanitarian Standards.  (R)
  • Strong understanding of the Rohingya refugee crisis and experience in refugee response programs (E)
  • Familiarity with DFAT or other international donor guidelines strongly preferred (E)
  • Previous experience of managing/working with consortium and multi-million-dollar programs, and delivering results on short timelines is expected (E)
  • Effective in representation and liaison with external actors (E)
