REQUEST FOR PROPOSAL

Caritas Bangladesh (CB) is a national and non-profit development organization operating in Bangladesh since 1967. It has its Central Office in Dhaka and eight Regional Offices in Barishal, Chattogram, Dhaka, Dinajpur, Khulna, Mymensingh, Rajshahi and Sylhet. Caritas is implementing  112 on-going projects covering 187 focusing upazila on six main priorities i.e i) Social Welfare for Vulnerable Communities, ii) Education and Child Development, iii) Nutrition and Health Education, iv) Disaster Management, v) Ecological Conservation and Food Security (ECFS), and vi) Development of Indigenous Peoples.

Caritas Bangladesh supported by Caritas Denmark and CAFOD invites Request for Proposal (RfP) from the qualified national or international firms/individuals for conducting a research study on ‘A localisation perspective on the Humanitarian / Development Nexus in the context of Climate Change related Hazards, Risk, Vulnerabilities, Resilience, Anticipatory Action and Emergency Response’.

By way of additional background, the objective of this research is to gather learning from national NGOs (including but not limited to Caritas Bangladesh and its local partners) reflecting on funding, policy and programme strategy efforts across humanitarian, development and climate programmes of relevance to anticipatory action. An assumption underpinning this initiative is that siloes between humanitarian, development and climate efforts, and challenges in finance reaching local civil society and community level efforts, represent barriers to more effective early warning, early action. This in turn represents a challenge to effectively addressing the impacts of climate change on communities in Bangladesh. This research is being commissioned to unpack these issues from the practical perspective national and local NGOs towards generating recommendations of relevance to them, their international partners and other relevant stakeholders.

Applicants (or joint applications from more than one prospective consultant) are encouraged to highlight how their expertise and experience will help to gather insights from across relevant areas of climate, development and humanitarian programming, strategy and policy. Applicants are also strongly encouraged to summarise in a concise fashion in their cover letter their understanding and relevant experience and expertise on these issues

Submission of RfP

Interested consulting firms/individuals may submit their technical and financial proposals with relevant documents including, CV with professional reference, tentative timeframe, track record of conducting studies, research, publication with references and at least three copies of study report of similar work through the e-mail: procurement.caritasbd@gmail.com. The deadline for submission of proposal is 04:00 pm (BD time), December 18, 2021.
