Position Title: Specialist – Youth Empowerment under Bangladesh Youth Activity Project.

Location: Based in CARE Bangladesh Dhaka Office.

CARE seeks a Specialist - Youth Empowerment for the anticipated USAID Bangladeshi Youth Activity. The project will aim to bolster youth’s income; resilience to violent extremism/ and anti-democratic values; and to provide youth the skills and abilities to advocate for good governance and to improve Bangladesh’s self-reliance. The project will build skills and empower youth to increase their employability for bolstering the confidence and motivation of youth to realize their life-goals and make contributions to the economic growth of Bangladesh. It will also foster civic engagement of youth by creating new spaces and leveraging existing opportunities for influencing policy and development practices. The project’s three objectives will include: Increase civic awareness and resilience to anti-democratic and violent extremism values; Strengthen youth participation in community-improvements and decision-making processes; Improve the marketability and employability of youth to connect them to sustainable livelihoods and income generating opportunities. All CARE projects are expected to be grounded with a strong analysis and implementation strategy on gender equality and girl’s empowerment.

The Youth Empowerment Specialist will play a lead role in conceptualizing and supporting project staff to apply positive youth development approaches in alignment with USAID guidelines and frameworks. The position will be responsible for providing technical assistance to all project staff and senior managers of the consortium partners.

The performance period for the award is started to begin in or around June 2021. This position is subject to project award and funding.

II. Responsibilities and Tasks:

  • Lead development of capacity building strategies on positive youth development.
  • Support the COP in strengthening implementation of the approach across all aspects of project.
  • Develop curriculum and training materials in relation to this specific work area and provide technical input in development of other curriculum and program delivery approaches.
  • Act as advisor and coach to senior managers of consortium partners to strengthen application of approaches related to youth development and empowerment.
  • Develop action plans and monitoring tools of action plan to ensure accountability of all stakeholders to ensure quality implementation of approaches and provide feedback to the COP.
  • Capture and document lessons learnt.
  • Develop and execute learning workshops and produce good quality briefs and knowledge management products for external audience.
  • Ensure learning and good practices of Women and Girls Empowerment Program are channeled to all stakeholders for adoption and learning purposes and vice versa.
  • Conduct field visits for providing guidance to improve program quality.
  • Capture and document lessons learned Act as champion the scaling up best practices.

Based at CBDO, with frequent field travel as and when required.

V. Qualification:
  • 7 to 8 years of progressive and dynamic experience on youth empowerment in the areas of economic empowerment/countering violent extremism/ working with youth based organizations.
  • Master’s degree in Social Science.
  • Proven track record in developing methodology and approaches.
  • Experience in leading capacity building efforts. 
  • Strong iterative skills to co-create innovative solutions in implementing technical strategies and approaches.
  • Demonstrated track record in strategic, systems, and holistic thinking, managing resistance to change, and understanding of organizational culture, learning, and change management.
  • Strong analytical and facilitation skills on youth empowerment based approaches.
  • Demonstrated presentation skills that can influence decision makers and foster organizational change strategies, and experience implementing them within a complex organizational setting.
  • Ability to travel throughout project areas as needed.
  • Excellent verbal and written communication skills.
  • Should have good understanding of MS Office applications.
