Position Title: Monitoring, Evaluation, and Learning (MEL) Coordinator under Bangladesh Youth Activity Project.

Location: Based in CARE Bangladesh Dhaka Office.

CARE seeks a Monitoring, Evaluation, and Learning (MEL) Coordinator for the anticipated USAID Bangladeshi Youth Activity. The project will aim to bolster youth’s income; resilience to violent extremism/ and anti-democratic values; and to provide youth the skills and abilities to advocate for good governance and to improve Bangladesh’s self-reliance. The project will build skills and empower youth to increase their employability for bolstering the confidence and motivation of youth to realize their life-goals and make contributions to the economic growth of Bangladesh. It will also foster civic engagement of youth by creating new spaces and leveraging existing opportunities for influencing policy and development practices. The project’s three objectives will include: Increase civic awareness and resilience to anti-democratic and violent extremism values; Strengthen youth participation in community-improvements and decision-making processes; Improve the marketability and employability of youth to connect them to sustainable livelihoods and income generating opportunities. All CARE projects are expected to be grounded with a strong analysis and implementation strategy on gender equality and girl’s empowerment.

The Monitoring, Evaluation, and Learning (MEL) Coordinator will play a lead role in designing and operationalizing a results-based monitoring system that enables adaptive decision making, fosters an open learning culture amongst all partners and ensures accountability to all stakeholders particularly the youth and youth-based organizations.

The performance period for the award is slated to begin in or around June 2021. This position is subject to project award and funding.

II. Responsibilities and Tasks:

  • Lead development and implementation of project’s MEL framework in collaboration with the technical experts and consortium partners
  • Conceptualize TORs and methodologies of baseline, evaluation and any study
  • Manage and support consultants and procurement processes of recruitment of consultants
  • Ensure that positive youth development approaches is embedded through-out the MEL cycle of the project
  • Lead design and execution of all activities related to fostering learning
  • Develop and execute knowledge management related activities
  • Ensure quality knowledge management products
  • Develop an effective MIS system that allows all decision makers to track progress against output/outcome of the results framework.
  • Conduct field visits for data quality analysis and validation, to monitor the quality and completeness of data sets. Coordinate data collection at project sites to monitor program development and ensure timely compilation and reporting of data.
  • Capture and document lessons learned
  • Act as champion the scaling up best practices.
  • Ensure timely and accurate submission of project activities to donor, including progress against targets set in the award agreement and annual work plan, quarterly, and annual reports.
  • Develop and build capacity of project staff to implement innovative tools to ensure youth voices are captured and to create safe spaces to discuss sensitive topics
  • Provide technical leadership and support to project and partner staff in planning and implementing M&E systems and activities, data-based program decision-making, and results reporting.  Supervise, mentor, and build capacity of project M&E staff
  • Ensure that CARE’s learning from Women and Girls Empowerment program is channeled to the project team as and when necessary
  • Ensure the MEL frameworks are enriched from CARE’s global standards and good practices
  • Support the Deputy Chief of Party in coordinating the mid-term and final project evaluations.

IV. Working Condition:  

Based at CARE Bangladesh Dhaka Office with frequent field travel as and when required.

V. Qualification:
  • 7 to 8 years of senior level experience and demonstrated practical skills in M&E of donor-funded development programs.  Previous experience working on a USAID-funded project/ economic empowerment of youth/ countering violent extremism is preferred.
  • Master’s degree in statistics, international development, or a relevant field. Master’s degree preferred.
  • Demonstrated track record in strategic, systems, and holistic thinking, managing resistance to change, and understanding of organizational culture, learning, and change management.
  • Experience leading and implementing a Collaboration, Learning, and Adapting (CLA) approach to MEL, including designing and implementing complexity aware monitoring methods.
  • Demonstrated presentation skills that can influence decision makers and foster organizational change strategies, and experience implementing them within a complex organizational setting.
  • Strong knowledge of M&E methodology data analysis and synthesis, performance evaluation and correction, and report writing.
  • Knowledge on contemporary approaches on innovative monitoring tools for youth participation and development
  • Ability to travel throughout project areas as needed.
  • Knowledge of statistical software (such as SPSS, STATA, and SAS), and advanced skills with MS Word, Excel, PowerPoint, and Access (or similar tools).
  • Excellent verbal and written communication skills.
