Position Title: Deputy Chief of Party under Bangladesh Youth Activity Project.

Location: Based in CARE Bangladesh Dhaka Office.

CARE seeks a Deputy Chief of Party for the USAID Partnership for the anticipated USAID Bangladeshi Youth Activity. The project will aim to bolster youth’s income; resilience to violent extremism/ and anti-democratic values; and to provide youth the skills and abilities to advocate for good governance and to improve Bangladesh’s self-reliance. The project will build skills and empower youth to increase their employability for bolstering the confidence and motivation of youth to realize their life-goals and make contributions to the economic growth of Bangladesh. It will also foster civic engagement of youth by creating new spaces and leveraging existing opportunities for influencing policy and development practices. The project’s three objectives will include: Increase civic awareness and resilience to anti-democratic and violent extremism values; Strengthen youth participation in community-improvements and decision-making processes; Improve the marketability and employability of youth to connect them to sustainable livelihoods and income generating opportunities. All CARE projects are expected to be grounded with a strong analysis and implementation strategy on gender equality and girl’s empowerment.

The performance period for the award is slated to begin in or around June 2021. This position is subject to project award and funding.

II. Responsibilities and Tasks:

  • Execute responsibility for oversight of program activities, management and capacity-building of key staff, while monitoring technical soundness and reporting.
  • Support the Chief of Party in ensuring achievement of strategic program objectives and intermediate results in collaboration with consortium partners
  • Supervise and manage a pool of technical experts to ensure that the TA provided is of quality and provided in due time during the planning, implementation and monitoring phases
  • Ensure that guidance and learning for Women and Girls empowerment program related to CARE’s approach is applied for the implementation and design of operational strategies
  • Ensure that project leverages all opportunities to contribute to CARE’s broader program goals
  • Create an enabling working environment that encourages open and honest communication, between all levels of personnel, based on mutual respect within the spirit of CARE's core values.
  • Ensure that the project deliveries are achieved on time
  • Ensure positive youth development approaches are embedded in all activities
  • Assist the COP in monitoring, evaluation and reporting functions.
  • Contribute to donor reporting, as required.

IV. Working Condition:  

Based at CBDO, with field travel as and when required.

V. Qualification:

  • 8-10 years of demonstrated senior management experience in managing donor-funded either on economic empowerment or youth empowerment.
  • Masters in Social Science/Economics/Business Administration.
  • Proven leadership skills building and managing cooperative, high-level relationships and motivating diverse teams.
  • Extensive experience and/or technical knowledge in designing, managing development projects and activities, particularly related to livestock sector development in rural Bangladesh.
  • Demonstrated experience adapting project implementation and activities to achieve objectives and targets as needed.
  • Demonstrated ability to collaborate across projects, be flexible, and creative and successfully lead an intercultural team in development and post-conflict contexts.
  • Ability to communicate effectively, instilling trust and confidence.
  • Excellent interpersonal and written and oral presentation skills. 
  • Knowledge and understanding of USAID rules and regulations.
  • Knowledge on Government Policy Priorities on Women and Youth Development
  • Experience of managing consortium partners is preferred.
  • Excellent verbal and written communication skills.
  • Should have good understanding of MS Office applications.
