CARE seeks a Chief of Party for the USAID Partnership for an anticipated USAID Bangladeshi Youth Activity. The project will aim to bolster youth’s income; resilience to violent extremism/ and anti-democratic values; and to provide youth the skills and abilities to advocate for good governance and to improve Bangladesh’s self-reliance. The project will build skills and empower youth to increase their employability for bolstering the confidence and motivation of youth to realize their life-goals and make contributions to the economic growth of Bangladesh. It will also foster civic engagement of youth by creating new spaces and leveraging existing opportunities for influencing policy and development practices. The project’s three objectives will include: Increase civic awareness and resilience to anti-democratic and violent extremism values; Strengthen youth participation in community-improvements and decision-making processes; improve the marketability and employability of youth to connect them to sustainable livelihoods and income generating opportunities. All CARE projects are expected to be grounded with a strong analysis and implementation strategy on gender equality and girl’s empowerment. 

The performance period for the award is slated to begin in or around March 2021. This position is subject to project award and funding.  International relocation and allowances are available.

Primary Responsibilities:  

  • Provide strategic guidance to consortium partners responsible for implementing various project components.
  • Provide leadership to technical experts and bring dynamic leadership for effective implementation to achieve desired outcomes.
  • Act as the main focal point for USAID and government stakeholders at national level.
  • Ensure Positive Youth Development (PYD) approaches are embedded and implemented in all aspects throughout the project cycle management.
  • Foster active collaboration with youth leaders and youth networks, so that they become a driving force in project learning and decision making.
  • Develop, track and adapt project work plans in consultation with consortium members.
  • Oversee financial management as per USAID and CARE policies.
  • Ensure strong collaboration with Women and Girls Empowerment Program and other USAID projects of CARE Bangladesh for alignment.
  • Ensure program activities are implemented on schedule and within the approved budget.
  • Ensure that CARE’s PSHEA and Safety & security policies and procedures are applied to all program and staff operations.
  • Promote a culture of reflective learning and adaptation across the broad spectrum of partnerships and project teams.
  • Develop, supervise and manage a diverse group of experts and program staff
  • With staff and partners, translate project goals and objectives into implementable strategies and plans.
  • Oversee the preparation of quarterly and annual project activity reports, M&E reports, and other deliverables, as specified in the agreement. Report against the project’s targets.
  • Represent the project at high-level meetings, conferences, and other for a.
  • Supervise and mentor senior staff, delegating responsibilities as appropriate. Clearly communicate expectations for staff performance.
  • Monitor the progress and pace of project implementation, ensuring that the potential of the program is fully realized through the promotion of high-quality work and internal control.
  • Identify problems and risks associated with the timely implementation of activities and suggest appropriate adjustments to activities.
  • Manage and supervise project staff and partners for the identification of all technical assistance needs of the project, development of appropriate frameworks, and recruitment of consultants and execution of technical assistance contracts.

Required Skills:

  • Master’s degree in a relevant field.
  • At least ten (10) years of relevant experience in leading programs focused on youth leadership and engagement, youth economic empowerment/workforce development, youth civic education, or civil society strengthening (USAID program management preferred); previous Chief of Party, Deputy Chief of Party, or with five years of senior management experience.
  • Proven exceptional leadership in the design, management, implementation, monitoring and evaluation of similar-sized international donor-supported programs, with skills in strategic planning and thinking, management, supervision and budgeting, and experience managing complex activities involving coordination with multiple program partner institutions (with strong preference for past USAID-funded project management experience).
  • Demonstrated skills building and maintaining relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners.
  • Strong oral and written communication skills; excellent demonstrated interpersonal and negotiation skills.
  • Experience in developing a project vision, aligning key stakeholders with that vision and ensuring that vision is translated into achievable strategies.
  • Experience recruiting, developing, and leading multidisciplinary and multicultural teams, managing complex programs and ensuring project staff meet the highest standards for quality, relevance and on-time delivery.
  • Experience managing required programmatic and financial reporting requirements. Experience with M&E is a plus.
  • Demonstrated commitment to gender equity.
  • Demonstrated skills to adapt the management of the program to the rapid evolution of the context.
  • Fluency in English is required; knowledge of Bangla is highly preferred 
  • Ability and willingness to travel as required.
