The duration of the proposed contract is up to Two years from the date of joining with a possible scope of extension.

I.             Job Summary:  

The Knowledge Management & Learning Coordinator is overall responsible to lead the development and implementation of the Knowledge Management and Learning (KML) Framework and Plan for CARE Bangladesh, which will include work on knowledge systems & processes, technologies and organizational culture, to enable the organization to fulfil its ambition to be a learning organization, that uses evidence and learning from its humanitarian and development work to multiply its impact.

  • The position will support the prioritization of KML activities and products for Program/Impact Teams, as well as work with different teams across the organization (Program and Program Support) to introduce processes and systems that enable staff to continually review their practice and how to make it more efficient and effective, drawing out learning that can be used to improve work processes within and beyond teams, as well as contribute to proposal development processes (where appropriate). The position will work with Program/Impact Teams to ensure that knowledge products are designed, prepared and shared in a way that promotes their use and application by end users, within and beyond CARE Bangladesh. S/he will ensure CARE Bangladesh has quality, reliable and efficient information systems, tailored to the needs of different levels of management and operational staff.

II. Responsibilities and Tasks:

Responsibility 1 # Development and implementation of the KML framework and plan for CARE Bangladesh

  • Work with the Program/Impact Teams, and the various technical and Program Support units of CARE Bangladesh to identify KML priority agendas and needs
  • Lead the development of a 2-year KML Framework and Plan, ensuring actions across all three elements of KM (Systems & Processes, Technologies & KM Culture)
  • Work with Program/Impact Teams to ensure inclusion of clear plans for KML within Program Plans
  • Ensure regular reviews of progress against the KML plan, so this can be reviewed with SMT and PLT
  • Ensure the KML framework and plan is updated every 2 years or as appropriate
  • Organize an annual Partnership Lessons Learned Workshop that brings together internal and external stakeholders
  • Produce regular documentation and analysis of KML work for raising cross-learning and sharing with other CARE teams in the region (and internationally)
  • Ensure synthesis of key learnings are documented and fed into proposal development and advocacy planning processes
  • Support Project/Program Teams to develop KML plans/strategies (as needed), within the framework of the overall CO KML framework, including selecting knowledge and learning partners

 

Responsibility # 2:Building a network of KML champions and promoters across the organization

  • Organize a KML Reference Group for CARE Bangladesh, with leaders and KML specialists from relevant team, to be responsible collectively for advancing KML practice across the organization (within the framework of the KML Plan)
  • Organize regular learning, review and re-planning events for the KML Reference Group, to build a sense of team and cultivate continued enthusiasm for this priority
  • Build capacities across the organization to facilitate and create ‘informal learning spaces’ in the work environment, to support free flow and exchange of information and learning across all levels of the organization.

 

Responsibility # 3: Coordination of the Information Management Function for CARE Bangladesh

10%

  • Work closely with MIS Specialist to set up and maintain efficient information systems to store and make accessible organizational, program, thematic and project information documents, and lessons learned.
  • Oversee the provision of accurate information from CARE Bangladesh into organization-wide information systems on programs and performance (PIIRS).
  • Develop the capacity of the MIS Specialist to process and analyze data on CARE Bangladesh’s performance from these information systems, to produce quality reports for analysis in key decision-making bodies in CARE B (SMT/SLT & PLT).

 

Responsibility # 4: Staff management

10%

Working with national & international interns working on KML. Responsibilities in staff management include

  • Developing job descriptions or scopes of work (for interns/consultants)
  • Performance Management
  • Coaching
  • Staff Development

 

Responsibility # 5: Ensuring up to date learning about KM for development is fed into CARE Bangladesh’s KML practice

  • Maintain a network of relevant knowledge for development (KM4dev) practitioners in Bangladesh, with whom information and learning is exchanged
  • Participate in relevant international networks on KM4dev, to stay abreast of key learnings in the field, and feed this in as appropriate into CARE Bangladesh’s KML work
  • Connect with other KML teams in CARE (in the region & in CARE International), to share and draw in learning

 


III.           Reporting to:  

The Knowledge Management & Learning Coordinator reports directly to the Director, PEARL. The position works closely with the Communications Coordinator and the Internal Communications Officer, as well as with other Team members of the PEARL Team.


IV.          Working Condition:  

The Knowledge Management & Learning Coordinator is based at CARE Bangladesh Dhaka Office, with approximately 15-20% field travel.


  • Qualification:
  • 7 to 8 years’ professional experience with at least 5 years’ experience in senior management position in Knowledge Management and Learning field.
  • Good Graduate degree or higher in any discipline
  • Experience in developing or managing KML plans and strategies
  • Excellent understanding of concepts of Knowledge Management and Learning for development
  • Strong understanding of gender issues in Bangladesh and commitment to promoting the empowerment of women and girls
  • Excellent verbal and written communication skills in English and Bengali
  • Strong facilitation skills of learning, reflection and planning processes
  • Demonstrable experience of publishing high quality reports and articles
  • Good knowledge of relevant software
  • Excellent team player and building relationships
