Position Title: Deputy Chief of Party

CARE is currently seeking applications from qualified candidates for Deputy Chief of Party (DCoP) for an anticipated USAID-funded five year long FtF Bangladesh Livestock & Nutrition Activity. This program will be implemented on three broader regions – Khulna, Barisal & Cox’s Bazaar of Feed the Future Zone of Influence (ZOI). The project will focus on livestock production, improved livestock management and the increased utilization of livestock products to improve dietary diversity and nutrition outcomes for households. The DCoP will support the Chief of Party (COP) by providing day-to-day project management and technical or operations support. He/she will support the market systems and adaptive management approach, and work with staff, home office and USAID to adjust programmatic approach, staffing and resources if required based on continuous monitoring of the program course. The DCoP will ensure the project is planned and executed with quality, accountability and measurable impact. S/he will be the local liaison with USAID and will manage project staff and implementing partners to ensure proper reporting, financial management and compliance.

The activity is expected to be awarded in February 2021, and this position is subject to project award and funding. International relocation and allowances may be available.

Primary Responsibilities

  • Execute responsibility for oversight of program activities, management and capacity-building of key staff, while monitoring technical soundness and reporting.
  • Support the Chief of Party in ensuring achievement of strategic program objectives and intermediate results in a complex implementation context.
  • Supervise Head of operations and Technical Manager, Nutrition-related behavior change communication.
  • Create an enabling working environment that encourages open and honest communication, between all levels of personnel, based on mutual respect within the spirit of CARE's core values.
  • Assist the COP in overseeing all components of the program.
  • Ensure market systems approach is utilized across program components.
  • Assist the COP in monitoring, evaluation and reporting functions.
  • Contribute to donor reporting, as required.

Required Skills and Qualifications

  • A Master’s degree in animal sciences, agribusiness, nutrition, economics, business management and/or other relevant field.
  • A minimum of Eight (08) years of demonstrated senior management experience in managing donor-funded livestock & agricultural development programs.
  • Experience as a DCoP on a USAID-funded FTF project, preferably in large program ($15+ mill) will be an added value.
  • Proven leadership skills building and managing cooperative, high-level relationships and motivating diverse teams.
  • Extensive experience and/or technical knowledge in designing, managing development projects and activities, particularly related to livestock sector development in rural Bangladesh.

  • Experienced at implementing activities for integrating nutrition sensitive approaches into market development activities.
  • Demonstrated experience adapting project implementation and activities to achieve objectives and targets as needed.
  • Demonstrated ability to collaborate across projects, be flexible, and creative and successfully lead an intercultural team in development and post-conflict contexts.
  • Ability to communicate effectively, instilling trust and confidence.
  • Excellent interpersonal and written and oral presentation skills.  
  • Fluency in oral and written English and Bangla.
  • Knowledge and understanding of USAID rules and regulations.
  • Private sector engagement experience is preferred.
