Position Title: Senior Sector Lead – Market System Development (MSD) and Private Sector Engagement

Anticipated USAID-funded five-year Feed the Future Bangladesh Livestock & Nutrition Activity (LPIN2)
1 position, based at CARE Bangladesh Dhaka Office

The general responsibilities of Senior Sector Lead - Market System Development (MSD) and Private Sector Engagement are developing and implementing strategies in identifying suitable private sector partners and designing modality of engagement. The person in the position is responsible to lead dairy and meat value chain development process by designing and implementing interventions. S/he will be responsible to design, introduce and implement innovative market driven solutions to address sectoral constraints. S/he will play a vital role in capacity building of private sector partners to ensure contribution to dairy and meat market system development. As a senior leadership member of the project, S/he will actively take part and contribute in the process of making strategic decisions of the program.

With direction from the DCoP, S/he will be responsible for providing sectoral lead in the Project, will develop skills and knowledge built around specific development issues for the partner NGOs who will implement, and then find mentoring opportunities for the project. S/he will be also supporting M&E in developing appropriate tools and techniques for monitoring the project implementation and impact assessment. This is a position with supervisory role with upholding CARE Bangladesh’s values and ensures programming and organizational principles.           

II. Responsibilities and Tasks:

Responsibility # 1:  Provide strategic guidance to the team in identifying suitable private sector partners and designing modality of engagement.

  • Designing private sector engagement strategy for project implementation.
  • Lead technical team in identifying the suitable private sector partners for the project
  • Identify major bottlenecks and design market driven solutions for key development interventions
  • Supervise private sector engagement processes within the project and lead team to maintain workflow.

 

Responsibility # 2:  Lead dairy and meat value chain development process by designing and implementing interventions.

25%

  • Lead MSD and PSE team to identify root constraints present in the dairy and meat value chains
  • Identify sustainable VCD solutions that has multiple stakeholder engagement.
  • Oversee implementation of the proposed interventions.
  • Maintain quality of the interventions through regular monitoring and supervision in coordination with M&E team.
  • Ensure quality report and delivery to the funder and other stakeholder maintaining standard guideline.

 

 

Responsibility # 3:  Design, introduce and implement innovative market driven solutions to address sectoral constraints.

20%

  • Identify root constraints present in both rural and urban market, both in production and processing ends.
  • Engage with different stakeholders to design sustainable business development plans.
  • Lead livestock value chains development process with market driven solutions and engage with major market players.
  • Prepare think piece/ innovative materials to introduce and test new ideas.

 

Responsibility # 4: Capacity building of private sector partners to ensure contribution to dairy and meat market system development.

15%

  • Identify, select and design engagement modality for PNGO and private sector partners.
  • Lead sectoral team in identifying capacity development and business development needs of PNGOs and private sector partners.
  • Design capacity building interventions and business development activities, provide oversight on the initiatives.
  • Monitor and supervise compliance issues to maintain clarity in regular activities.

 

 

Responsibility # 5:  Collaboration among similar projects/ initiatives and contribution to advocacy actions for triggering policy level changes.

10%

  • Networking with likeminded business and enterprise platforms that promote market driven solutions.
  • Explore possible areas of collaboration and support join actions.
  • Assist likeminded platforms in identifying policy level issues/ challenges and defining strategy to influence the policy actors.

Deputy Chief of Party – LPIN2

IV.          Working Condition:  

Based in CARE Bangladesh Dhaka Office (CBDO) with approximately 40% field visits.

V. Qualification:
  • 8-10 years proven experience in value chain development & market development related projects. Experience in private sector engagement and enterprise development.
  • Master’s in business development or in related disciplines from a reputed university.
  • Previous working experience in relevant USAID FTF projects is preferred. Working knowledge on USAID’s result based monitoring framework is desirable.
  • Interpersonal communication skills and team player.
  • Exposure to deal with major private sector entities in the country.
  • In-depth understanding on livestock market dynamics, especially in dairy and meat processing industries.
  • Skills around linkage development, networking and negotiation with private and public institutions.
  • Analytical and report writing skills.
  • Basic skills on computing/ ICT. Analytical and report writing skills.
  • Staff performance management skills, including team building.
  • Improved skills in written and verbal communications, both in English and Bangla.
