Position Title: Senior Sector Lead – Livestock

Anticipated USAID-funded five-year Feed the Future Bangladesh Livestock & Nutrition Activity (LPIN2)
1 position, based at CARE Bangladesh Dhaka Office

I.             Job Summary:

The general responsibilities of Senior Sector Lead – Livestock are to provide strategic guidance and technical leadership for livestock market interventions. S/he will oversee and manage the relationship with relevant govt. departments both at national and regional level, academia, research institutions and private sectors. S/he will play a key role in developing Annual Plan of Operation (APO) and its execution on the ground. The Sector Lead – Livestock will provide day to day technical backstopping to the regional teams and the implementing partners. S/he will develop partnership with public and private sectors players. S/he will lead in developing technical and communication materials for the service providers and enterprises. The incumbent will be responsible for scaling the inclusive business model in livestock sub-sectors. The person will manage relationship with relevant bank and non-bank financial institutions for promoting digital and affordable financing solutions (e.g. A-Card/Equity Finance) for the livestock producers/ entrepreneurs. S/he will play a significant role in developing capacity building strategy of project staff, LSPs and other market actors through public and private sector engagement. The person in the position is responsible to create access to livestock productivity enhancement inputs and ICT based services for the producers.  The Senior Sector Lead – Livestock will rollout gender and women empowerment approach across the value chains. S/he will support in organizing national/ regional level workshops/ seminars/ dialogues with relevant stakeholders. S/he will support the project M&E team and other relevant departments/ units of the organization. S/he will provide support in planning, implementing, monitoring, report writing and experience capitalization of selected sub-sectors. As a member of ERPP team, s/he will take part and contribute to various meetings/ workshops/ events organized by the project and other stakeholders.

II. Responsibilities and Tasks:

Responsibility # 1: Provide strategic guidance and sectoral leadership for improving livestock productivity & service delivery.

      25%

  • Identify and prioritize constraints in livestock sub-sectors and explore opportunities to work on.
  • Design concepts and strategies related to the interventions on livestock productivity.
  • Develop Annual Plan of Operation to execute the interventions with active participation from the livestock market actors.
  • Develop inclusive business model to enhance access to affordable quality inputs and services and improve livestock productivity.
  • Provide guidance and ensure day to day technical backstopping to the project staff for effective implementation of the activities.

 

Responsibility # 2:  Maintain effective working relationships with relevant Government departments, academia, research institutions and other stakeholders engaged in livestock production & services.

  • Maintain regular communication and working relationship with DLS, BLRI and agriculture universities/ disciplines.
  • Explore and adopt appropriate technologies and support project team to rollout such ideas and interventions. 
  • Identify potential private enterprises to work with as intervention partners and explore opportunities for collaborative actions.   
  • Develop formal partnership with public and private organizations and facilitate partners for implementation of planned activities.   
  • Work/ collaborate with internal and external audiences to synthesize, share and apply learning for accelerating the livestock market systems.

 

Responsibility # 3: Oversee technical modules and communication material development for capacity building of technical & service delivery partners.

  • Identify updated affordable technologies and practices for smallholder livestock farmers including women led cattle-rearing households.
  • Synthesize and review technical training module combining relevant knowledge and information in collaboration with relevant departments/ institutions/ sectors.
  • Ensure proper dissemination and use of the developed materials among relevant audiences.

 

Responsibility # 4: Lead capacity building and outreach interventions in partnerships with both public and private sector actors.

20%

  • Assess capacity building needs of project staff, implementing partners and market actors.
  • Support to the regional team and partners for conducting capacity building training/ events for the service providers, entrepreneurs and group of farmers.
  • Supervise national and regional level workshops/ seminars/ policy dialogues with relevant stakeholders.
  • Support project team to organize campaigns/ promotional events/ fair by engaging public and private sector partners. 

 

Responsibility # 5: Work closely with M&E team to ensure project monitoring, quality documentation and reporting.

10%

  • Assist M&E team in developing different tools (e.g. impact logic, results framework, assessment tools) to monitor and measure the progress of interventions.
  • Support M&E team to prepare progress reports, case studies, experience capitalization documents with regard to different value chains/ interventions.
  • Assist in conducting market research and impact assessment.
  • Conduct periodic follow up and monitoring at the filed level.

 

 

Responsibility # 6: Planning and coordination

5%

  • Assist project management/ ERPP team in developing ideas and concept notes.
  • Maintain close communication and coordination with the Directors, Coordinators, Team Leaders, Sector Leads, regional staff and other projects within and beyond ERPP.
  • Participate in and contribute to other relevant activities for better coordination and enhancing impacts of the initiatives.

Deputy Chief of Party – LPIN2

IV.          Working Condition:  

Based in CARE Bangladesh Dhaka Office (CBDO) with approximately 40% field visits.

V. Qualification:
  • 8-10 years proven experience in livestock value chains specially in market systems development, financial inclusion, gender and women empowerment and agribusiness.
  • Master’s in Animal Husbandry/ DVM background from a reputed university.
  • Previous working experience in relevant USAID FTF projects is preferred.
  • Solid conceptual and technical understanding on livestock market.
  • Knowledge and skills in developing training curriculum/ modules.
  • Interpersonal communication skills and team player.
  • Exposure in dealing with govt. line departments, academia and research institutions.
  • Working knowledge on M&E system of USAID.
  • Proven track record to work with private partners. 
  • Understanding on promotion of affordable and inclusive business model in livestock sub-sectors. 
  • Skills around linkage development, networking and negotiation with private and public institutions.
  • Analytical and report writing skills.
  • Basic skills on computing/ ICT.
  • Staff performance management skills including team building.
  • Improved skills in written and verbal communications, both in English and Bangla.
