Position Title: Nutrition Specialist

Anticipated USAID-funded five-year Feed the Future Bangladesh Livestock & Nutrition Activity (LPIN2)
1 position, based at CARE Bangladesh Dhaka Office

Covid-19 has multifaceted impact on the global and national socio-economic contexts. In particular, the poor and marginalized women and girls in Bangladesh has had disproportionate negative impact. In line with the SDG goals and CARE’s 2030 vision, CARE Bangladesh is mandated to improve socioeconomic wellbeing of most marginalized men and women.
The Nutrition Specialist will responsible for providing leadership for the quality management and efficient implementation of nutrition component for Livestock Promotion and Nutrition Activity (LPIN2) initiative for CARE Bangladesh. She will be responsible for overall technical support to socialize the concept and strategies of LPIN2 among national and sub-national key stakeholders, partners and colleagues and mobilize their supports for effective implementation of the project. The Nutrition specialist/ lead will facilitate effective LPIN2 nutrition implementation plan of action both at field and national level through participatory process by agreed relevant stakeholders and best use of available resources. S/he will also engage in dialogues and discussions with CARE’s internal other relevant projects working on nutrition to explore the scope of collaboration and develop combined action plan to roll out multi-sectoral nutrition platforms, agreed on process for sharing experiences and tools, provide required supports and promote multi-sectoral platforms at district and sub-district level. Nutrition specialist/ lead will maintain network, liaison and strong communication with GO/NGOs, CSO for SUN and other stakeholders is essentially required in all levels to facilitate establish multi- sectoral platforms at district and sub-district level.
The Nutrition Specialist will lead the LPIN2 nutrition team to implement agreed activities. S/he will work closely with project team to prepare annual plan, strategies around key project interventions, facilitate implementation through monitoring of team performance.  S/he will document quarterly and annual project implementation report, contribute to financial report, prepare special success stories to share with donor, GoB and other stakeholders in consultation with CoP/DCoP.

II. Responsibilities and Tasks:

Responsibility # 1: Provide technical leadership for the quality and efficient planning and implementation of LPIN2 nutrition activities.

      30%

  • S/he will engage in dialogue with different stakeholders to identify opportunities/ new initiatives focusing on the nutrition in livestock sector.
  • Determine the methodologies/processes of developing LPIN2 plan of action that ensure active participation and ownership of stakeholders
  • Facilitate planning exercises as per defined methodologies and with the participation of relevant stakeholders
  • Facilitate preparation of annual implementation plan (Nutrition sectoral plan) as developed with guidance from proposal and donor, and partner NGO.
  • Plan and provide adequate monitoring and supervisory visit to the project site.
  • Provide on the job training (OJT) to project staff to ensure quality of the activities and facilitate staff development.

 

 

Responsibility # 2:  Support planning and implementation of capacity building initiatives

20%

  • Develop capacity building plan in coordination with LPIN2 other domain.
  • Formulate/adapt training guideline on IYCF, Personal Hygiene, maternal nutrition, adolescent nutrition, community support system.
  • Facilitate implementation of training on nutrition specific and sensitive interventions, Community Support System for project staffs.

 

Responsibility # 3: Contribute to LPIN2 monitoring system, reporting and documentation.

15%

  • Ensure frequent ongoing conversations with program teams on various thematic areas towards developing ideas for potential pitching for donors.
  • Update capacity statements using knowledge of the market and competitors, identify and develop the CARE-BD unique selling propositions and differentiators.
  • Plan approaches and pitches for funders and use them systematically.

 

Responsibility #4: Manage human and financial resources which are required for nutrition activities.

15%

  • Assist her/his team in preparing individual operating plan.
  • Follow up staff performance and will take required initiative for staff development.
  • Ensure the implementation of CARE policies in regard to administration and finance.
  • Prepare annual budget for nutrition component.
  • Monitor actual expenses against budget and revise budget related to the nutrition activity

 

 Responsibility #5: Maintain network, liaison and coordination with government, private sector, donor and other stakeholder.

20%

  • S/he will be responsible for nutrition related communications with donor in consultation with CoP/ DCoP.
  • Networking and liaison with government at national and district level.
  • S/he will have to take leadership in engaging BNNC, SUN, IPHN, local GoB and CARE’s internal other projects under FSN and other potential stockholders for implementing LPIN2 at national level, district and sub-district level.

IV.          Working Condition:  

The Nutrition specialist is based at CBDO, with approximately 40% time in field travel.

V. Qualification:
  • Minimum 8-10 years’ experience in the field of development, with particular 5-7 years’ experience in relevant field.
  • Master’s in Public Health/ Nutrition or relevant field.
  • Well conversant with the multi-sectoral approach for nutrition, nutrition specific and nutrition sensitive intervention. Excellent conceptual understanding of key development priorities in nutrition and nutrition policy in Bangladesh.
  • Demonstrated skills in managing finance, HR and procurement of large donor funded projects.
  • Strong communication, report writing and presentation skills both in Bangla and English.
  • Good networking and liaison skills with national government departments, nutrition and governance platforms and private sector in nutrition specific and sensitive service delivery.
  • Staff performance management skills, including team building, coaching and counseling.
  • Skilled in MS Office software.
