Position Title: Technical Lead - M&E

Anticipated USAID-funded five-year Feed the Future Bangladesh Livestock & Nutrition Activity (LPIN2)
1 position, based at CARE Bangladesh Dhaka Office

I.             Job Summary:

Covid-19 has multifaceted impact on the global and national socio-economic contexts. In particular, the poor and marginalized women and girls in Bangladesh has had disproportionate negative impact. The Technical Lead -- M&E will be responsible for overseeing the development, coordination, monitoring as well as systematic management of program learning for high quality program delivery and evidence generation for the LPIN2 program and ensuring that the program M&E component was delivered to meet internal and external requirements. S/She will manage all numeric and quantitative reporting guaranteeing sufficient data collection capacities and analysis. S/he will feed back the same information to the technical units with descriptive analysis showing trends necessary for decision making and program adaptation. S/he is responsible for coordinating the M&E strategies with partners and has the overall responsibility to produce high quality, reliable, and verifiable M&E information. S/he is responsible for tailoring M&E information to the needs of different levels of management and operational staff, as well as to the donor (compliance with FtF M&E requirements) and the GoB. In addition, the Technical Lead -- M&E will work across all technical sectors and programmatic areas to coordinate and ensure data are being utilized for program improvement, and that learning and reflection are being documented and described through required FtF/USAID reporting formats.

S/he will lead the roll out of M&E/MEAL Minimum Operating Standards, also develop and implement minimum requirements related to program learning as part of the overall MEAL strategy and system. S/he will provide guidance to design the comprehensive e-M&E system for tracking beneficiaries effectively and measure progress over key beneficiary level indicators. S/he will also initiate data quality assessment (DQA) process to ensure quality data that feed into further program design, plan and development. S/he will also contribute to the design and assist in managing program assessments and evaluations and promote a culture of evidence-based decision making.

II. Responsibilities and Tasks:

Responsibility # 1: Establish and maintain a system that tracks program performance metrics.

  • Lead the design and adaptation of the program M&E System to address program reporting and contractual needs
  • Ensure quality and timely reporting for internal and external consumption
  • Ensure the MIS and M&E systems produce information catering to the needs of different Project staff, as well as other important stakeholders such as USAID FtF, GoB, peers and partners.
  • Oversee the design and design need base modification of software, tools, process and methodologies to operate a comprehensive and effective MIS, GIS and M&E System consisting of quantitative, qualitative and participatory tools and techniques
  • Ensure that appropriate tools are in place for routine, process and outcome monitoring system applying quantitative, qualitative and participatory approaches
  • Support PMT and Technical team to conduct annual review of Theory of Change to test the assumption and to confirm how well the TOC represents the activity’s current implementation, observed outcomes, and factors that have affected either the implementation or outcomes

 

Responsibility # 2:  Program Learning and Evaluation.

  • Support to design and implement a comprehensive learning strategy for LPIN2 and assess performance regularly against agreed standards and requirements of donors.
  • Institute a strong learning and knowledge management culture and practices within LPIN2
  • Ensure that the Participatory Monitoring & Evaluations (PM&E) process are in place with high quality standard and generate learning for technical planning and improve program implementation
  • Participate in designing and implementation of studies, assessments, research studies and learning in coordination and cooperation with program staff.
  • Keep track of all formative research and evaluation design and, in coordination with technical / Program Management Team and provide logistical support to ensure evaluations happen smoothly.
  • Leads in the finalization of Baseline survey (BL), Mid-Term Review (MTR), and Final Evaluation (FE), thematic studies and program redesign and or adaptation.
  • Capture and disseminate lessons learned from evaluations and follow up on action planning, maintain a lessons learned database.

 

Responsibility # 3: Development of capacities of CARE staff in the area of M&E/MEAL

20%

  • Prepare M&E capacity development strategy and operational plan with specific activities, timelines and estimate budget
  • Initiate actions and apply multiple approaches and modalities for developing staff capacity like on-the-job training, mentoring, distance learning, and rotations
  • Organize workshop and refresher courses for capacity-building for existing and new staff members based on the resource availability
  • Ensure that program staff and specifically M&E team are up to date on key reporting and M&E guidelines from USAID/CARE and GoB.
  • Ensure that M&E staff have sufficient knowledge and skills on all tools, equipment and procedures to effectively implement their work.

 

Responsibility #4: Planning and Reporting on the LPIN2 project

20%

  • Takes lead in all programmatic reporting activities by ensuring consistency of data from multiple sources.
  • Responsible for ensuring all programmatic M&E reporting for internal and external consumption is high quality, actionable and reflective of program realities
  • Supports learning of the program by ensuring data collection, analysis and reporting is useful in providing the evidence needed to reflect lessons the program lays claim to.
  • Maintains access rights and authority to delegate contractual reporting and planning processes with USAID and CARE among others. 
  • Ensure that Data Quality Assessment (DQA) is built as an integral part of program reporting and the DQA process which is implemented is sufficiently rigorous 
  • Develop terms of reference for different evaluations, study and assessment

 

 Responsibility #5: Enhances M&E data utilization

10%

  • S/he will be responsible for nutrition related communications with donor in consultation with CoP/ DCoP.
  • Networking and liaison with government at national and district level.
  • S/he will have to take leadership in engaging BNNC, SUN, IPHN, local GoB and CARE’s internal other projects under FSN and other potential stockholders for implementing LPIN2 at national level, district and sub-district level.

 

III.           Reporting to:  

The Technical Lead -- M&E will report directly to Chief of Party, and directly supervises all M&E staffs of the project.

IV.          Working Condition:  

The Technical Lead -- M&E is based at Dhaka, with approximately 40% field travel.

V. Qualification:
  • Minimum 10 years’ professional experience at a technical management position in M&E, Information Management and Learning
  • Master’s degree statistical, economics or other analytical field is desired, other may be considered with requisite qualifications.
  • Good knowledge of software packages, especially statistical packages
  • Clear understand and practical experience in FtF/USAID’s M&E, evaluation, FFPMIS, ADS, DDL,  and Reporting requirements, guidance and compliances

VI.          Core Competencies:

  • Excellent verbal and written communication skills in English and Bengali.
  • Excellent demonstrable analytical skills in channeling data to produce effective information.
  • Ensure and Promote GEDI and be GEDI sensitive, creating an enabling environment where diversity can flourish and all staff and stakeholders experience inclusion and appreciation.
