Position Title: Infrastructure Officer- Shelter under ASHAR Alo Project

Location: CARE Ukhiya Team Office under CARE Cox’s Bazar Field Office
Duration: Duration of the Contract will be up to July 31, 2022.

I.             Job Summary:

CARE Bangladesh, with generous support from USAID/OFDA, has launched the project “ASHAR Alo (Action for supporting Host Community: Adaptation & resilience) to support the host community building their resilience. This project, ASHAR Alo, targets host communities located outside of the refugee camps, consolidating programmatic gains through current OFDA funding for sustainable development in the area. The proposed activities will focus on Raja Palong, while continuing some activities as required in Palong Khali. CARE aims to strengthen host communities' resilience, by enhancing community-based disaster risk reduction (DRR), upgrading infrastructure and providing livelihoods opportunities, across shelter, settlement and WASH sectors. CARE will respond to the urgent protection and gender-based violence needs in the host community. Activities will be undertaken in collaboration with government and community stakeholders, as well as UN and NGO actors.
 
Infrastructure Officer- Shelter will be responsible for supporting the Host community to improve their living conditions by implementing improvements to House Retrofitting/Repairing, up gradation of community shelters, providing Training on Constructions. S/he will also extend technical support to partner on constructions/rehabilitation of drains, retaining walls access routes. Construction work employs cash for work, community members training and income generating activities S/he will also be responsible for conducting a comprehensive assessment of shelter other infrastructure needs in the host community. S/he will also plan, organize and support the implementation of the shelters and other infrastructures with the selected contractors and/or direct Implementation. S/he will ensure the technical specifications, guidelines and drawings related to shelters and other infrastructural facilities for the stipulated host community household’s level. S/he is responsible for proper planning; monitoring and follow up of the shelter and site improvement infrastructures activities. S/he will ensure that high level of quality work of the constructions activities.

 

II.            Responsibilities and Tasks:

Responsibility # 1:  Technical supervision of the Shelter, Site improvement and  Environmental mitigation measure works

30 %

  • Quality control of all CARE shelter and site improvement activities in Host community ;
  • Development of shelter & site improvement program through assessment and understanding of the House Retrofitting/Repairing, up gradation of community shelter defined in OFDA project concept note for host community.
  • Identify and conduct need assessment of community shelter/Cyclone shelter
  • Rehabilitate and provided technical support to partner on constructed drains, retaining wall. Rehabilitated access routes and activity employs cash for work.
  • Implement technical direction and ensure high technical quality of projects matched with shelter and site improvement guide line;
  • Liaise and collaborate with relevant local authorities and other key stakeholders;
  • Prepare detailed designs, drawings, specifications, bills of quantities (Bo0), Tender documents and material lists for all shelter and infrastructure related works.
  • Prepare a detailed implementation work plan in consultation with project staff and line management, and maintain regular tracking with necessary adjustments to ensure timely completion of all shelter and site improvement infrastructural related projects.
  • Work with other sectors staff to promote integrated programming across sectors in order to maximize the impact of the CARE response and recovery programming and avoid knowledge and performance gaps.

 

 

Responsibility #2: Works supervision and Quality control

30 %

  • Coordinate and supervise construction works of shelters, site improvement and other infrastructures related projects.
  • Follow up, inspect and ensure project materials are delivered in field in a timely manner.
  • Activities which are implemented by contractors are monitored for quality
  • Assurance/control.

 

 

Responsibility # 3: Provide technical support to Partner

20%

  • Provide regular visit to partner implements activities;
  • Provided technical support to partner engineer.
  • Review partner work plan and take remedial measure to complete the project/activities within stipulated deadline etc.
  • Monitor partner activities, budget and provided appropriate feedback and report to line
  • manager

 

Responsibility # 4: Information documentation and reporting

20%

  • Provide regular progress reports to line manager;
  • Preparation of weekly narrative progress reports for activities undertaken.
  • Preparation of weekly work plans & Cash projections, etc.
  • Conduct assessment and case studies related to Shelter and other infrastructure projects.

 

 

III.           Reporting:  

Senior Project Officer - shelter and work closely with other sectorial colleagues/shelter and site management
sector lead, MEAL colleague, other sector Manager/leads

 

IV.          Working Condition:  

Based at Ukhia team office under Cox’s Bazar field office.

 

V.         Qualification:  

  • 3 to 4 years’ professional experience in the construction of shelter and/or Construction of Civil Engineering works in UN/ING0/LNG0.
  • Diploma in Civil or construction engineering
  • Experience working in DRR activities in rural area of Bangladesh is an added advantage.
  • Excellent interpersonal and leadership skills.
  • Computer skills on computer software e. g MS office, internet.
  • Communication skills in both verbal and written English and Bangla.
