  1. Job Summary:  

CARE Bangladesh is providing life-saving DRR services and site improvement and infrastructure to forcibly displaced Myanmar nationals in Moynarghona (former Bagghona/Potibonia), Ukhia sub-district, Cox's Bazar with support from IOM and WFP. Currently CARE Bangladesh is acted as Site Management Support Agency (SMSA) for Camps 16, 13 and 14. Since then CARE has undertaken various Site Management (SM) and Site Development activities in close coordination with the Office of Refugee Relief and Repatriation Commission (RRRC), and in support of the Camp in Charge (CiC), to ensure a safe and dignified life for the people residing in Camp 16. CARE Bangladesh is working to address critical humanitarian gaps and meet urgent needs through coordination and collaboration with different stakeholders, information management, the linking of community members and persons with specific needs to different service providers, camp operations, Disaster Risk Reduction (DRR) and site improvement works.

The Cash Distribution Facilitator is responsible to oversee and arrange payment for Cash for Work (CFW) laborers. Program staff will identify, engage and train labourers and will supervise the implementation of activities by CFW also monitors the process for compliance with internal and external (RRRC, ISCG) controls, protocols and SOPs, ensuring full accountability, fairness and accuracy of the entire process. The CDF will be required to verify attendance sheets and Master Roll, arranging timely remuneration through the agreed mechanism of delivery, and ensuring that financial controls and safety and security of all involved is prioritized.

Responsibility #1: Arrange timely payments for Cash for Work participants and Volunteers

60%

  • Ensure all supporting documentations is complete and correct before verifying and processing payment.
  • Conduct regular monitoring and spot checks of program implementation to verify work aligns with payment requests.
  • Monitor daily attendance of participants and ensure quality of activities are in line with program expectations.
  • Liaise with Finance to arrange payment schedules through the approved mechanism.
  • Travel to areas of work (Block, Sub-Block) to ensure payments are timely and properly conducted.
  • Ensure the quality of cash or voucher distribution processes.

 

Responsibility #2: Ensure compliance with Cash for Work processes / SOPs and quality implementation with maximized opportunities for multiplying impact.

  • Develop a database of labourers for each location to support identification, verification and cross-checking of attendance and payments.
  • Resolve any issues or complaints faced by participants, either addressed directly or via the Complaints Mechanism.
  • Verify the age, skills and capacities of participants and interested participants.
  • Develop a process for fairly rotating participants to ensure all households gain opportunities for participation.
  • Support other teams (e.g. MEAL) in the identification, oversight and payment of volunteers, enumerators etc.
  • Identify opportunities for vocational training and skills-building of interested participants, liaising with program teams to ensure effective added-value and cross-cutting through this modality.
  • Develop an approach to target Cash for Work effectively to enable meaningful participation of persons with specific needs.
  • Ensure timely and technically sound planning, implementation and follow up of Cash for Work activities.
  • Ensure full data management for donor audit, reporting and accountability purposes, including disaggregation of participants.
  • Contribute to high quality reports in English.

 

Responsibility #3: Contribute to the development of Livelihoods opportunities / strategies for CARE Bangladesh

  • Identify potential Cash for Work activities / opportunities in the assigned area.
  • Coordinate with the relevant stakeholders (e.g. program teams, CiC, Site Management, local authorities) and any other partners in order to implement activities effectively.

IV. Working Condition:  

  • 100% based in CARE Bangladesh site development Camp, under Cox’s Bazar district.

V. Qualifications & Experiences:  

  • Bachelor degree in Accounts/ Financial Management.
  • 2 or 3 years’ working experience in relevant field.
  • Experience in payments method, particularly to Cash for Work / Volunteer labourers.
  • Knowledge in strong safety and security awareness.
  • Understanding of different donor regulations, including WFP, IOM, DFID etc.
  • Prior experience working with NGOs or UN is desirable.
  • Sound knowledge of Finance and Administration policies.
  • Proficiency in computer skills including financial software.
  • Excellent verbal and written communication skills in English and Chittagonian.
  • Good understanding of MS Office applications.
