Location: Ukhiya Team Office under CARE Bangladesh Cox’s Bazar Field Office.
Duration: Duration of the Contract will be up to December 31, 2021.

With the generous funding from Danish government CARE Bangladesh introduce a SPA-funded country program for Bangladesh for civil society strengthening and engagement with the government for improved disaster risk reduction hereby addressing the severe impact of climate change for refugees and host communities. This program will primarily target the host communities around Rohingya refugee camps in Cox’s Bazar but will also build stronger cohesion and dialogue between host and refugee communities in the area. The working title for the program is” Accountable Governance for Disaster Risk Reduction & Improved social cohesion between host community and refugees in Cox’s Bazar.”

With guidance of the Project Manager the Project Officer will be responsible day to day implementation of the project activities and support partner in completion of project activities in timely manner.


II. Responsibilities and Tasks

Responsibility # 1:  Technical Support

20%

  • Lead the field DRR team  for conducting a Community Risk Assessment and develop a Community led Risk Reduction Action Plans (RRAP) which will be incorporated in DRR training
  • Provide necessary orientation and training to project personnel, required for DRR and Capacity Building of the target audience.
  • Ensure supportive supervisions and guidance of community mobilizers for quality and timely completion of capacity and awareness building related project activities.
  • Assist the Program Manager to develop comprehensive training modules on DRR, EWS , first aid and search and rescue
  • Prepare and follow a detailed implementation work plan and maintain regular tracking with necessary adjustments to ensure timely completion of all shelter improvement activities. 
  • Extend technical support to the community mobilizers, as and when required.  

 

Responsibility # 2: DRR and Capacity Building Activities

    60%

  • Execute work plan in consultation with project staff and line management, and maintain regular tracking with necessary adjustments to ensure timely completion of all DRR activities. 
  • Mobilize community, CPP volunteers and other related stakeholders
  • Deliver capacity building trainings on DRR, EWS , first aid & search and rescue as per project work plan maintaining high quality
  • Liaise and collaborate with relevant local authorities and other key stakeholders to ensure smooth completion of capacity building and awareness  activities
  • Forming local groups VDC (village development committee) and CDC (community development committee)
  • Establish strong coordination with DRR stakeholders and Ukhia Upazilla administration

 

Responsibility # 3: Reporting and Documentation

20%

  • Provide regular progress reports to line manager.
  • Preparation of weekly narrative progress reports for activities undertaken.
  • Preparation of weekly work plans & expenses projections, etc.
  • Conduct assessment and case studies related to DRR and capacity building activities
  • Capture good practices
  • Assist with reporting (e.g. Donor reporting, Government required reports: FD6, FD4 etc.).

V. Qualifications & Experiences:  

  • Masters in science or any relevant subject under social science discipline. 
  • At least 3-4 years of experience in capacity building related to community based disaster risk reduction, governance, climate change, early warning etc. 
  • Knowledge in gender, youth and children focused approach to development, DRR and resilience.
  • Experience in working in climate change or DRR program is desirable
  • Experience in working in a governance program will be a plus.
  • Experience in community mobilization and organizing learning sharing events involving community, practitioners and researchers and policy makers.  
  • Good communication, report writing and presentation skill in Bangla and English.
  • Good interpersonal and team management skills.
  • Computer skills on computer software e. g MS office, internet.
  • Gender awareness and a commitment to gender equality.
  • Experience in maintaining stakeholder relations with local government, administration and civil society.
