I.             Job Summary:

In April 2015 M&S, CARE and GSK launched a one-year partnership pilot (Health Access and Linkage Opportunities for Workers ‘HALOW’) in Bangladesh to support and build on existing health service provision for the 7,700 ready-made garment (RMG) workers of Interfab Shirt Manufacturing Ltd. and Interstoff Apparels Ltd. and to facilitate their access to needs-based health services including preventive care, health access information and education.

The project showed early signs of success in empowering workers to access services in-factory and in the community by raising awareness and educating workers on key health issues. The project demonstrated that empowering worker ‘champions’ for transferring knowledge and information to workers and mobilizing communities to engage with leaders and decision makers creates positive platforms for change for individual workers, their families and communities. This also enables individuals to collectively influence the systems and policies which affect their lives.

Build on this experience, CARE Bangladesh intended to move into a 3-year extension programme from October 2017 to September 2020 in order to empower workers, particularly women, to improve individual and community health, increase factory productivity and strengthen urban health systems which will truly achieve long-term sustainable social and economic impact for the individuals, businesses and communities related with 17 RMG factories with 50,000 workers in Gazipur and adjacent areas.

Senior Technical Officer - Learning & Documentation is mainly responsible to produce high quality, reliable and efficient report, concept note, project brief, newsletter for CARE's HALOW+ project. S/he also responsible for process documentation of project implementation through collecting and processing of data & information received from field. S/he will assist the project management team for project outcomes tracking through monitoring framework and indicators performance assessment. S/he will be also responsible for  day to day coordination with PwC who are doing project business value analysis; Tufts University who are conducting project attribution analysis with support from Manager - Monitoring, Evaluation, Accountability and Learning Manager, CARE International UK and assist her to pull data from all sources and prepare narratives for defined data set. S/he will also prepare special progress reports as per requirement and with support from implementation team, factory management, community groups and also work in close coordination with the Program Manager. In addition, the incumbent will be responsible for monitoring and follow up progress on various interventions, meetings, reports, working papers etc. with line management. S/he will be actively involved for Identifying key issues, lessons learned and best practices in projects and organize documentation for large scale sharing. Furthermore, S/he will closely work with different project team of Urban Health for planning, and collection of data and targets embedded in the system for tracking of project implementation.

II. Responsibilities and Tasks:

Responsibility # 1: To ensure consolidated, factual and up-to-date information about project through adequate documentation like: preparing reports, concept notes, project briefs, news letters

  • Collect reports from project staff, factories and update reporting templates/excel sheet
  • Collect case studies.
  • Documentation of workshops and monthly meetings with field staff as a source of information for report writing.
  • Attend different project events and taking note for developing report.


Responsibility # 2: Reflection and Learning (R&L) and Knowledge Management


  • Capture learning, challenges and documenting change processes.
  • Highlight and promote best practices and link with the lessons learnt for improving quality of project implementation.
  • Document the project delivery model in detail (e.g. process documentation, success story/human story collection/documentation).
  • Organize experience sharing workshop for internal colleagues.   
    • Study different workshop methodologies and select a suitable one.
    • Plan the workshop.
    • Take PM’s feedback for workshop planning/conduction.
  • Explore various illustrative ways to present monitoring data in reporting and to other staff.
  • Provide information and analytical support for producing marketing and publications materials.


Responsibility # 3 Process documentation and findings compilation of implementing activities


  • Capture and share interventions' process, challenges and learnings.
  • Document human stories with reflection of project benefits.
  • Compile and analyze the baseline, midline and end line evaluation findings report for external stakeholders and donors.


Responsibility # 4: To prepare documents to be used by CARE and  donors for external marketing/communication purposes

  • Discussion with supervisor on (a) what message we want to communicate through the document (b) what outcomes we are expecting from the document (c) who will be the audience/reader/user of the document and other issues.
  • Outline structure of the document and prepare a list of information and supporting documents required for the document to be prepared.
  • Collect all the necessary information and supporting documents through field visits and communication with field staff.
  • Explore model documents by other CARE country offices for ideas (e.g. CARE Cambodia).
  • Consult with Manager -  - Monitoring, Evaluation, Accountability and Learning Manager, CARE International UK regarding layout and content of the document through face to face meeting and skype conference.
  • Work further on the documents based on STA’s feedback until the final document is ready.


Responsibility # 5: To ensure dissemination of project’s impact by providing inputs/feedback/editing


  • Communicating and exchange ideas and feedback with documentary maker.
  • Prepare and edit presentations for internal or external/donor audience.

IV. Working Condition:  

Position will be based in CARE Bangladesh Dhaka Office with need based travel in different factory and community at Gazipur, Savar and Valuka.

  • Qualifications and Experience:
  • 5 to 6 years’ experience, preferences will be given for those who directly work for RMG workers with background of training and advanced knowledge on MS office software, graphics and document designing .
  • Master’s Degree in Social Sciences and practical experience in relevant field. Background of O /A level will get special preference
  • Excellent verbal and written communication skills in English and Bangla.
  • Good understanding of documentation considering development sector.
