Technical Coordinator - Capacity Building

The duration of the proposed contract is up to January 31, 2020.

I.             Job Summary:

CARE has partnered with M&S, PWC etc.  through a programme called Working Opportunities for Women funded by the UK Department for International Development (DFID). The partnership aims to enable more women in M&S supplying factories to obtain leadership positions. Based on researchcarried out in garment factories in Bangladesh, M&S and WOW will pilot a women’s leadership project with select M&S garment supplier factories to increase access to leadership positions for women.


This program is implemented under the program on dignified work which aims to create dignified work for all women. This thematic program implements mutiple projects on capacity building of workers and the entire eco system with in the RMG sector.

The Technical Coordinator - Capacity Building will be responsible for overall management and implementation of the project activities.  S/he will be also responsible to help female workers access leadership roles through aspiration workshops. S/he will work to design and help factory management in building systems and policies for capacity building of workers and career advancement.

S/he will also follow the programmatic and financial policies and principles of CARE Bangladesh. S/he will ensure that the project implementation plans are developed and executed effectively and on time. S/he will ensure necessary support for all team members including trainers so that project outputs/deliverables can be achieved on time. The incumbent will also provide necessary support to TC - M& E for ensuring progress and quality monitoring systems for the project.  S/He will maintain liaison with both internal and external stakeholder especially with community leaders, employeer, donor, BGMEA, NGO counterparts and other relevant stakeholders.

S/he will also be responsible for undertake capacity building initiatives of the dignified program as a senior thematic focal point for other projects under the theme.

II. Responsibilities and Tasks:

Responsibility # 1: Lead the management and implementation of WOW project.  

30%

  • Lead the process of preparing implementation plan, annual budget of the project in consultation with Director.
  • Provide technical support and guidance to WOW activities and implement WOW activities as & when necessary.
  • Conduct regular field visits and observe activities critically, identify operational and programmatic constraints and ensure remedial options.
  • Provide all relevant financial, administrative, procurement and operational management supervision as per rules, policies and guidelines of CARE Bangladesh and DIFID/WOW requirements.
  • Communicate with CARE-UK and other donors related project activities.

Collaborate with others teams for timely execution of activities.

 

Responsibility # 2: Lead to Conduct Training and Workshop in Factories.

30%

  • Support HR consultant to identify women with potential to be promoted in working factories.
  • Lead development of capacity building strategies for factory based career advancement and training programs.
  • Develop modules & training materials to conduct training for the factory workers.
  • Conduct TOT of HR person to deliver the capacity building initiatives for factory workers.
  • Conduct workshops with workers, factory management and workers committee to ensure women workers in a leadership position.

 

Responsibility # 3: Documentation and Knowledge Management.

20%

  • Support in designing researches and implementation of research under WOW project.
  • Ensure timely and quality reporting of the project activities.
  • Design and implement knowledge sharing sessions, such as meetings, seminars, and other events to extensively share knowledge drawn from projects.
  • Communicate and write documents related to the project for internal and external stakeholders.

 

Responsibility # 4: Facilitate to ensure Enabling Environment in the factory by working with respective stakeholders.

10%

  • Identify appropriate and influential management staff other stakeholders to ensure support and collaboration of key stakeholders.
  • Work closely with key stakeholders within factories to ensure enabling environment for women workers.
  • Lead the facilitate conversations with key stakeholders to help change social norms.
  • Assist HR Consultant to carry out review of their current HR systems and identify gaps and actions.

 

Responsibility # 5: Coordination and Representation.

10%

  • Be main contact person for M&S Bangladesh team.
  • Update CARE UK about project activities.
  • Coordinate among the factories, CARE Bangladesh and Global Team.
  • Develop and maintain professional, formal and functional relationships with key stakeholders relevant to women empowerment through workforce engagement.
  • Establish good linkage and coordination with formal industries, health and legal service providers, community people, local government and other local civil society organization and stakeholders.
  • Represent CARE in relevant meetings and workshops organized by partners, other civil society organizations and networks and government.
  • Share project level learning, best practices and experiences in different forums and with concern line agencies.

 

III.           Reporting to:  

Directly report to Director of Women and Girl’s Empowerment Program.

IV.          Working Condition:  

Based in CARE Bangladesh Dhaka Office with at least 40% field visit in Intervention Factories. 

V.      Qualification:
  • 5-7 years’ experience in the field of development, with particular experience in project management.
  • MBA / BBA or Masters in Economics or relevant Social Sciences.
  • Understanding of women workers issues in RMG and knowledge on the ecosystem of the sector.
  • Experience of work on capacity building particularly on HR systems and capacity building.
  • Experience in supporting women into leadership roles / in community or other settings.
  • Good skill in communication, networking and liaison with local counterparts.
  • Training and facilitation experience.
  • Experience in data collection.
  • Fluent in Bangla and English.
  • Knowledge on budgeting and expenditure monitoring.
  • Computer skills on MS word, Excel, Power point.
