I.             Job Summary:

Tipping Point: Innovation and Advocacy in addressing underlying causes of child marriage project, the multi-country project, addresses child marriage through a dynamic process of innovation, insight and influence across the national and global platforms. It aims to promote positive/gender equitable norms through exemplifying and celebrating alternative behaviors to establish gender equity and rights for girls’ and boys’.  In its second phase the project is being implemented in Sunamganj and Rangpur district of Bangladesh with potentials of future expansion in terms of project duration and geographic expanse.

Technical Coordinator - Communication will work as a senior team member for the project entitled Tipping Point: Innovation and Advocacy in addressing underlying causes of child marriage project under the guidance of the Team Leader. The project supported by Kendada fund aims to address underlying causes of child marriage by leveraging from

  1. our experience of work with adolescent and women groups using social analysis and action tools for innovations and locally tailored solutions
  2. our experience of programming on education particularly girl’s education
  3. our experience of working with men and boys

The primary goal of this position is to ensure development and implementation of effective communication strategy and support project colleagues to use various communication tools to capture and share learning of the project. This position will also ensure effective communication is made with government, donors, media and other stakeholders. S/he will be primarily responsible for developing strategies and lead and co-ordinate the project’s communications initiatives.  S/he will also play a critical role in establishing and nurturing relationship with national networks and other relevant stakeholders in particular media. S/he will play a critical role in organizing national and local level advocacy and communication events.
The Technical Coordinator -Communication will in coordination with other team members will identifying campaign issues and develop innovative ideas/ strategy for campaigns both at grass-root and national levels. S/he will also regularly support TL and other colleagues of the project in planning, implementation and management of the project for promoting social change and action for addressing underlying causes of child marriage.


II. Responsibilities and Tasks:

Responsibility # 1: Lead, organize and coordinate the projects advocacy and branding related communications initiatives.

45%

  • Develop communications strategy and support in developing advocacy strategy.
  • Undertake research and secondary literature review for developing communication material.
  • Develop a communication plan for the diverse stakeholders of the project and implement the action plan.
  • Lead documentation for the project as well as other important documentation related to women empowerment program.
  • Take lead to implement advocacy plans and ensure necessary technical and backstopping support for partners and project staff.
  • Take a lead in organizing dissemination and advocacy events as worked out in overall strategies.
  • Engage civil society actors including supportive media personnel to cover issues as and when required.
  • Organize events at union, upazilla, regional and national levels ensuring that all events contribute to each other.
  • Represent Tipping Point Bangladesh projects in national networks.
  • Ensure adequate media coverage for the project.
  • Lead all publication related activities with CARE-USA and CARE Bangladesh.
  • Liaise and coordinate with CARE USA and Nepal counterparts (as and when necessary).

 

Responsibility # 2: Ensure effective implementation of both internal and external communication strategies for the project.

30%

  • Develop communication strategy and materials for the project.
  • Assist in building capacity of partner organization for design and implementation of campaigns. Develop quality communication product for sharing with different stakeholders at different level.
  • Identify and oversee consultants/ resource organizations providing technical assistance for developing campaign materials and tools.
  • Collect case stories from field and develop different communication materials from the learnings.
  • Ensure that all communication products are of high quality and delivered in timely manner.
  • Ensure that reports for donors/CARE USA is of high quality and are delivered timely.
  • Where relevant, work with CARE USA and CARE Nepal to ensure that communication is aligned and coherent.
  • Work with CARE USA and CARE Nepal counterparts on global and regional communications and advocacy priorities.
  • Ensure that the donor’s guidelines for communication are implemented in the project.  

 

Responsibility # 3: Prepare policy/learning briefs, best practices guidelines and case studies to generate resources for evidence-based advocacy, and link these lessons to CARE’s programming on women empowerment and violence against women in particular.

  • Work with the project team to prepare policy briefs and best practices, in line with advocacy, communications and learning strategies.
  • Develop necessary guidelines for identifying best practices and case studies.
  • Provide technical support to staff as and when necessary.
  • Ensure that policy/learning briefs are of high standard both in terms of content and design. 

 

Responsibility # 4: Assist TL and other colleagues in planning, implementation and supervision of the project.

10%

  • Contribute to the development of project's operational plan and strategy.
  • Provide strategic and technical support to field staffs of CARE and PNGOs especially in the area of social mobilization and advocacy.
  • Undertake field visits and share field findings with concerned individuals/colleagues and supervisor.
  • Carry out any other responsibilities assigned by the project management or the organization.
  • Contribute to the planning and implementation of capacity building of project staff.
  • Provide feedback and support team to develop module or manual on gender, GBV, SAA and relevant issues.

IV.          Working Condition:  

This is a Dhaka based position with approximately 50% of the time spent in the field. The rest of the time will be used to prepare strategies, guidelines and reports and to plan and organize advocacy workshops meetings with stakeholders as per the requirements of the project as well as organization.


  • Qualification:
  • At-least 5-7 years of experience in development organizations at senior level especially in the areas of advocacy and communications.
  • Masters in Social Science, Mass Communication, Journalism or other relevant discipline with emphasis on development.
  • Experience of work with different media.
  • Ability to develop relationship with various stakeholders independently like Ministry etc.
  • Excellent written and spoken skills both in English and Bangla. Language skills is a mandatory requirement for this position.
  • Good understanding of issues of women and girls rights in Bangladesh.
  • Strong presentation skills Good knowledge of the political context and key policies relating to women’s and girl’s rights.
  • Knowledge of key organizations/advocacy coalitions and movements at local and national level working to address child marriage/promote women’s and girl’s rights.
  • Experience in implementing communications strategies on issues of women’s rights/ social change.
