Proposal Development Manager

I.             Job Summary:

The Proposal Development Manager will assists in coordinating the Country Office's proposal development efforts in collaboration with Resource Mobilization & partnership Advisor (RM&PA). The incumbent will assist in conducting research, donor intelligence gathering, funding trends analysis as well as donor and national priorities to keep abreast with changes in wider development and funding environment. S/he will also be responsible for tracking and maintaining information on funding opportunities and support with proposal writing as necessary.


II. Responsibilities and Tasks:

Responsibility #1: Proposal Development.

55%

  • Assist in coordination of proposal development process.
  • Write sections of the proposals as assigned by the supervisor (mostly technical sections are done by technical teams).
  • Maintain humanitarian funding proposal templates, relevant to EPP for rapid development as and when required.
  • Research on specific areas/ themes during concept note/proposal development phase and prepare concise information.
  • Support RMC preparing presentations and coordinate Go/No-Go decision making processes, take minutes and preparing Go/NoGo forms.
  • Prepare timeline for proposal / concept note development in consultation with RMC and update on progress.
  • Work closely with cost proposal manager to ensure quality proposal budgets compliant with the donor requirement.
  • Document critical lessons learnt, decisions and information on current funding environment and emerging donor priorities in consultation with RM&PA and CARE senior staff.
  • Prepare and update CARE’s pipeline matrix every two weeks.    
  • Format CVs during proposal development process, assist in finding right candidates as required for proposed projects at proposal stage.  
  • Oversee binding, scanning and packaging of final proposal documents and ensure timely submission of proposals.  
  • Organize internal and external meetings and other logistics as and when required.

 

Responsibility #2: Internal and External Representation and marketing.

  • Explore appropriate partners for large and small scale resource mobilization process.
  • Provide strategic support to Partners for program quality improvements.
  • Facilitate award management aspects in collaboration with Grants and Program Unit.
  • Play a critical role to position CARE Bangladesh towards potential future funding.
  • Establish & maintain major donor cultivation strategy & plan & monitor progress against the plan.
  • Represent CARE Bangladesh in appropriate donor meetings/ platforms with focus to resource mobilization. Support Resource Mobilization & Partnership Advisor (RM&PA) in mapping donor’s landscape and follow up maintain that process.
  • Maintain contact lists and build relationships with key CI, HQ and donor representatives and technical teams, as required, in coordination with CD, ACD, program directors and senior program staff.
  • Assist RM&PA to monitor resource and funding opportunities; maintain and update funding tracking table and corresponding files, communications and information in the “I” drive. 
  • Maintain new project concepts for marketing / presentations.
  • Gather information from internal resources/ staff as and where required for proposal development and resource mobilization.

 

Responsibility #3: Project Inception and Learning.

  • Support RM&PA inception and orientation activities for workshops for new projects as required.

 

Responsibility #4: Analyze feedback and information regarding proposal success and failure.

  • Conduct analysis on won and lost proposals and present them to relevant CARE Bangladesh staff.
  • Other duties as assigned time to time.

IV.          Working Condition:  

The Proposal Development Manager is based at CBDO, with field travel as and when required.


  • Qualification:
  • 5-7 years extensive experience of proposal development and project design.
  • Master’s degree in International Development, Community Development, or other relevant Social Sciences discipline.

VI.          Core Competencies:

  • Familiarity with key development and humanitarian aid donors.
  • Excellent English writing skills.
  • Strong understanding of gender issues in Bangladesh and commitment to promoting the empowerment of women and girls.

  • Demonstrated ability to coordinate work across teams.
  • Self-directed, systematic, working to tight deadlines.
  • Ensure and Promote GEDI and be GEDI sensitive, creating an enabling environment where diversity can flourish and all staff and stakeholders experience inclusion and appreciation.
