I.             Job Summary:

The Resource Mobilization and Partnerhsip Advisor will assist in coordinating the Country Office's resource mobilisationn/proposal development efforts in collaboration with the Program Directors and Assistant Country Director - Program. The RM&PC will conduct research, donor intelligence gathering, funding trends analysis and donor and national priorities and also keep abreast with advances in wider development and funding environment. S/he will also be responsible for tracking and maintaining information on funding opportunities and support with proposal writing as necessary. S/he will also provide strategising partnershiops for resource mobiliaitona dnad provede strateigic guidances to progam qullaityh improvement  including  resposible for front line communication with external stakeholders representing CARE Bangladesh.

II. Responsibilities and Tasks:

Responsibility # 1: Effective facilitation and management of Proposal Development process.


  • Oversee all resource mobilization efforts and engage with relevant teams for their support.
  • Quickly prepare concept notes, capacity statements and proposals as required in collaboration with relevant teams.
  • Packaging information and relevant knowledge products to design proposal development processes.
  • Facilitate proposal design workshop.
  • Edit concept notes and propoals ensuring alignments to donor requirements.
  • Document critical lessons learnt, decisions and information on current funding environment and emerging donor priorities.
  • Play a critical role to gather donor intellegence (Institutional, Bilaterial, Multi-Lateral, Foundations and Private)  in coordination with verious program units.


Responsibility # 2:  Partnership management, External Representation and marketing.


  • Explore appropriate partners for large and small scale resource mobilization process.
  • Provide strategic support to Partners for program quality improvements.
  • Facilitate award management aspects in collaboration with Grants and Program Unit.
  • Play a critical role to position CARE Bangladesh towards potential future funding.
  • Establish & maintain major donor cultivation strategy & plan & monitor progress against the plan.
  • Represent CARE Bangladesh in appropriate donor meetings/ platforms with focus to resource mobilization.



Responsibility # 3 Quality Assurance and Improvements.


  • Analyze feedback and information regarding proposal success and failure. Collect and track and analyze all proposal related information and analysis on won and lost proposals and present it to SLT.
  • Incorporate learnings from success and improve proposal reflecting back on losses and to improve proposal quality consistently.
  • Support and provide strategic guidance to partners to ensure quality in donor reports.
  • Other duties as assigned time to time by the authority.

The Resource Mobilization and Partnerhsip Advisor is based at CARE Bangladesh Dhaka Office, with field travel as and when required.

  • Qualification:
  • Master’s degree in International Development, Community Development, or other relevant Social Sciences discipline.

VI.          Core Competencies:

  • 7-10 years extensive experience of proposal development and project design and partnerships management.
  • At least 7 years field experience in development, rehabilitation and/or relief programs.
  • Donor relations and networking and partnership management.
  • Familiarity with key development and humanitarian aid donors.
  • Excellent English writing skills.
  • Strong understanding of gender issues in Bangladesh and commitment to promoting the empowerment of women and girls.
  • Demonstrated learning agility in order to work across broad range of program areas.
  • Demonstrated ability to coordinate work across teams.
  • Self-directed, systematic, working to tight deadlines.
  • Ensure and Promote GEDI and be GEDI sensitive, creating an enabling environment where diversity can flourish and all staff and stakeholders experience inclusion and appreciation.
