Senior Technical Coordinator – WASH for SHOUHARDO III Program

I.             Job Summary:

Strengthening Household Ability to Respond to Development Opportunities (SHOUHARDO III) Program is a five-year USAID-funded food security program that started end of September 2015. The aim of the program is to improve gender equitable food security, nutrition and resilience of vulnerable people in target communities from 8 districts and 23 Upazilas in Char and Haor regions by 2020. The program will achieve enduring change for over 1.1 million women, adolescent girls, children under five, men, and youth, through a comprehensive development approach that strategically layers, sequences and integrates technical interventions that meet the immediate needs of the targeted communities while also investing in social, economic, and institutional capital to build a foundation for future food security and resilience. The program will be implemented in partnership with local NGOs with technical support from various GoB departments/units, academia and national/international organizations.

The Senior Technical Coordinator - WASH provides overall leadership in SHOUHARDO III’s Water and Sanitation Component and works in close collaboration with the other technical coordinators in the program. The incumbent will play a lead in designing and adapting SHOUHARDO III’s WASH activities. These include state innovative approaches to ensuring sustainable supply of clean drinking water from arsenic and e coli contamination. Another central function for role is to oversee the design and roll-out of context specific technologies for affordable latrines and human waste disposal in rural villages with limited access to land and prone to seasonal flooding and erosion that reduces the land available for agriculture housing and sanitation infrastructure especially for the poorest.


II. Responsibilities and Tasks:

Responsibility # 1: Staff Capacity Building

40%

  • Develops context specific training content for front line staff.
  • Supports the program partner staff in field testing and scale up of proven approaches and training content.
  • Identifies and remedies frontline capacity gaps.

 

Responsibility # 2: Lead in the implementation of  innovation challenge and design of technology process

30%

  • Supports the design of the program’s WASH innovation challenge by ensuring appropriate contextualization of the approaches within CARE and by partners.
  • She/he will identify and work with appropriate collaborators (public or private) in taking to scale context appropriate technologies.
  • She/he will develop appropriate guidelines and train staff on how to use them in implementing the WASH activities as designed.

 

Responsibility # 3: Lead in the implementation of appropriate technologies in collaborative learning and adaptation (CLA) approach

10%

  • Ensure integration with other program activities and work through existing platforms.
  • Track the progress and outcomes for ongoing improvements and adaptation.
  • Support the documentation of the innovation process and results.

 

Responsibility # 4: Building appropriate alliances with peers, private and public sector for enhanced impact and sustainability

10%

  • Build appropriate relations with government departments including Department of Public Health and Engineering, Union and Upazilla level government officials and departments and others as may be necessary.
  • Identify other development actors in the program areas and/or similar context and build connections for learning and sharing.
  • Map out and engage with relevant private sector actors to extend relevant services to program areas to ensure affordable access to water and sanitation services and infrastructure.

 

Responsibility # 5: Others

  • Share information on the Overall Strategic Directions of the SHOUHARDO III project & disseminate through all categories of staff & partners.
  • Involve a system of communication across the staff, partners, concerned government officials and communities related to program policies, strategies and implementation activities.
  • Contribute to and support new initiatives undertaken by mission in areas such as gender equity, environmental issues, rights based programming.
  • Facilitate regular and smooth liaison with PACC, counterparts, collaborating agencies, governmental offices, research organization, donor(s) and other NGOs.

Senior Advisor - Financial Inclusion and Livelihoods.


IV.          Working Condition:  

Based in CARE-Bangladesh Dhaka Office in the said region with approximately 60% time for field travel.


  • Qualifications and Experience:
  • 5 to 7 years of relevant experience in WASH service delivery including at least 5 years in a management role, preferably in Asia.
  • Relevant advanced academic qualification in WASH or related field; engineering background is preferred.
  • Experience in Community Led Total Sanitation (CLTS) and promotion of open defecation free (ODF) communities.
  • Strong background in community mobilization and training of program staff.
  • Outward looking and interested in collaboration with others in order to achieve results and impact.
  • Established WASH networks and strong relationship management skills.
  • Problem solving attitude to developmental challenge and good understanding of private sector involvement and engagement in development programming.
  • Excellent verbal and written communication skills.
  • Should have good understanding of MS Office applications.
