Position Title: Senior Officer - Compliance & Internal Investigations under Internal Audit & Risk Management Unit

Duration: Duration of the Contract will be for two (02) years (with high possibility of extension)

The Senior Officer – Compliance & Internal Investigations is required to apply his/her practical and educational auditing and investigating knowledge and assist Internal Audit and Risk Management Unit (IARMU) in undertaking investigations and special review assignments. Under direct supervision of Manager – Internal Audit & Investigations, he/she will mainly conduct various investigations as per organizational requirement and submit to the management with necessary recommendations.

In addition, the incumbent will closely work with Gender Learning & Development Coordinator to conduct internal investigations related to Sexual Harassment, Exploitation and Abuse (SHEA) and child protection related incidents as part of CARE’s Safeguarding and PSHEA work. The incumbent must have previous experience of managing sensitive and serious investigations related to SHEA, ensuring a survivor-centered approach and confidentiality.


II.    Responsibilities and Tasks:

Responsibility # 1: Conduct Investigation

60%

  • Carry out different investigations as per management request in a sensitive and confidential manner and with the highest levels of efficiency and propriety, through using  CARE Bangladesh investigation guideline which includes:
  • Conducting field enquiries (such as site visits and scrutiny).
  • Conducting interviews with potential witnesses and the subjects of investigations.
  • Scrutiny different records such as bill voucher, bank statement, payroll sheet etc.
  • Communicating with various external/internal parties to obtain records as required during the course of an investigation
  • Carry out investigations related to Sexual Harassment, Exploitation and Abuse (SHEA) in a sensitive and confidential manner and with the highest levels of efficiency and propriety, through using CARE Bangladesh investigation guidelines in accordance with organizational policies.
  • Prepare detail investigation report as per investigation ToR and highlighting any control weaknesses and recommendations on operational improvements. Submit the report to Manager – Internal Audit and Investigations or as per management instruction for further review.

 

  • Responsibility # 2: Compliance Checking – Policies & Operational Control

  • Carry out audits as per the annual plan and as per management’s instruction to ensure that organization resources are safeguarded.
  • Ensure that CARE Bangladesh follows CARE policies and procedures and complies with rules & regulations set by the donors as well as the Government of Bangladesh.
  • Visit Units, Field Offices and Partner NGOs to ascertain uniformity and reliability of their systems and controls.
  • Provide management with information on the adequacy of internal control, policies and procedures
  • Analyze work process flows, recommend improvements and highlight redundancies within the system.

 

Responsibility # 3: Conduct Special Assignments

10%

  • Perform other assignments like procurement spot check, and other review works as and when required by the management. 
  • Assist management in facilitating external audits such as USAID, EC & other donor specific audits as and when necessary and help in preparing responses to external audit findings, planning and implementing audit recommendations. 

 

Responsibility # 4: General and Other duties

10%

  • Maintain a database to record all fraudulent & PSHEA natured investigations and ensure that all complaints are carefully handled, documented, communicated and appropriate follow-up action is taken.
  • Assist IARMU in developing and updating Investigation tools and questionnaires;
  • Assist IARMU & Gender Learning & Development Coordinator in arranging training/workshop for the CO and/or PNGO staffs regarding investigation and rules & regulations.  
  • Conduct departmental administrative works like preparing budget, PR, documentation etc.  

 

Responsibility # 5: Staff and Talent Management

  • The Senior Officer – Compliance & Internal Investigations will maintain close relationship with the internal auditors and provide guidance and on-hand investigation training to the internal auditors;  
  • Organize training on audit & investigation programs, tools, techniques and reporting skills to the audit staff as necessary;
  • Review investigation reports generated by the internal auditors during the audits.

IV. Working Condition:  

It is a position based in CARE Bangladesh Dhaka Office with approximately 75% travel to CARE field offices and Partner NGOs.


  • Qualification:
  • Bachelor’s Degree in Accounting/Finance with partly qualified CA (Knowledge/Certificate level)/ACCA.
  • 4 to 5 years experiences in investigation and similar field.
  • Previous experience of managing sensitive and confidential investigations related to Sexual Harassment, Exploitation and Abuse, ensuring a survivor-centered approach is preferred. 
  • Specialized certification in investigative work will be an asset.
  • Excellent verbal and written communication skills in English and Bangla.
  • Should have good understanding of MS Office applications/ Audit software.

  • Very good knowledge of acceptable investigative principles and practices, Thorough knowledge of related administrative policies and procedures, Exceptional knowledge of management skills to oversee all aspects of the investigation team and their work and methods of evidence-handling.
  • Exceptional interview and interrogation skills to handle investigations involving both cooperative and hostile witnesses and subjects of investigations.
  • Ability to use memory and analytical skills to successfully complete investigative assignments.
  • Ability to pay attention to detail and to ensure accuracy and completeness of all investigative material.
  • Very good interpersonal/relationship management skills, Demonstrated ability to work in stressful situations over long periods of time.
  • Ability to multitask and to provide sound advice on investigative strategies.
  • Trained in investigations, interview skills and techniques or mediation techniques. Demonstrable experience of undertaking difficult interviews and investigations, and ensuring survivor protection with sensitivity.
  • Comprehensive practical understanding of the latest basic accounting & auditing standards and principles in light of IAS/BAS, IFRS/BFRS, ISA/BSA, GAAS, GAAP, the finance act, and the rules & regulations of the Government of Bangladesh including Tax & VAT policy.
  • Ensure and Promote GEDI and be GEDI sensitive, creating an enabling environment where diversity can flourish and all staff and stakeholders experience inclusion and appreciation.
