Position Title: Internal Auditor under Internal Audit & Risk Management Unit

Duration: Duration of the Contract will be for two (02) years (with high possibility of extension)

The internal auditor is required to apply his/her practical and educational auditing knowledge and assist Internal Audit and Risk Management Unit (IARMU) in undertaking audits, investigations and risk assessments. Under direct supervision of the senior auditors, he/she will execute audits to evaluate the degree of compliance with the control systems and generate report on control & compliance weaknesses and submit to the management for reviewing. He/she will also assist IARMU in preparing audit plan through collecting data from different units and field offices for assessing the priority areas to be examined considering the degree of risks involved. The incumbent will also conduct regular administrative activities like preparing budget, filing & documentation, summarizing activity reports etc.


II.  Responsibilities and Tasks:

Responsibility # 1: Compliance Checking – Policies and Operational Control

60%

  • Carry out audit & investigations as per the annual plan and as per management’s instruction to ensure that organization resources are safeguarded.
  • Ensure that CARE Bangladesh follows CARE policies and procedures and complies with rules & regulations set by the donors as well as the Government of Bangladesh.
  • Visit Units, Field Offices and Partner NGOs to ascertain uniformity and reliability of their systems and controls.
  • Provide management with information on the adequacy of internal control, policies and procedures
  • Analyze work process flows, recommend improvements and highlight redundancies within the system
  • Perform physical checking to ensure that all mission generated policies and procedures are followed and in compliance.
  • Assist management in performing regular surprise and planned checks on all mission departments to ensure policy compliance.
  • Perform quarterly procurement spot check

 

Responsibility # 2: Conduct Special Assignments Other than Audit & Investigation

  •  Perform other assignments like special reviews, checking the process of year-end physical inventory etc. 
  • Assist management in facilitating all types of external audits such as USAID, EC & other donor specific audits as and when necessary and help in preparing responses to external audit findings, planning and implementing audit recommendations. 

 

Responsibility # 3: Audit report preparation

10%

  •  Discuss audit observations and findings with the respective functional managers.
  •  Prepare detail audit reports highlighting internal control strengths/weaknesses and comments/ recommendations on operational improvements. Submit the report and related work file to supervisor for reviewing.
  • Follow-up implementation status of the audit recommendations

 

Responsibility # 4: Assist Management in Planning CO Audits

5%

  • Assist management in conducting Audit Need Assessment (ANA) and preparing the Annual Audit Plan for CARE Bangladesh Offices, Programs and Partner NGOs in accordance with the ranking of risk assessed in the ANA process.

 

Responsibility # 5: General and Other duties

5%

  • Assist IARMU in arranging training/workshop for the CO staff regarding audit and rules & regulations issues. 
  • Conduct departmental administrative works like preparing budget, PR, documentation etc.

IV. Working Condition:  

It is a position based in CARE Bangladesh Dhaka Office with approximately 75% travel to CARE field offices and Partner NGOs.


  • Qualification:
  • 3 to 4 years professional auditing experiences.
  • Bachelor’s Degree in Accounting/Finance with partly qualified CA (Knowledge/Certificate level)/ACCA.
  • Comprehensive practical understanding of the latest basic accounting & auditing standards and principles in light of IAS/BAS, IFRS/BFRS, ISA/BSA, GAAS, GAAP, the finance act, and the rules & regulations of the Government of Bangladesh including Tax & VAT policy.
  • Excellent verbal and written communication skills in English and Bangla.
  • Should have good understanding of MS Office applications/ Audit software.
