The Manager- People & Culture contributes to strengthening CARE Bangladesh’s people systems by overseeing employee learning and development, performance management, and well-being initiatives. S/he is responsible for designing, implementing, and continuously enhancing organization-wide training and development frameworks that build staff capabilities, improve performance, and support long-term talent growth. By driving effective performance management systems, the role fosters a culture of accountability, continuous learning, and professional development, fully aligned with CARE’s values and strategic priorities.
Additionally, the position provides support in organizational development and administers employee well-being programs that promote a positive, inclusive, and supportive workplace culture, ensuring alignment with CARE global standards. The role manages workplace-related cases and investigations, including disciplinary processes, case documentation, and internal communications, maintaining the highest levels of confidentiality, professionalism, fairness, and compliance with CARE policies. The position also supports the Safeguarding Manager in investigations. |
| II. Responsibilities and Tasks: |
| Responsibility # 1: Learning & Development and Training |

- Design, implementation, and continuous improvement of organization-wide learning and development (L&D) strategies aligned with CARE Bangladesh’s strategic priorities and CARE global frameworks, under the guidance of the Head of P&C.
- Conduct training needs assessments through consultation with leadership, managers, and staff feedback.
- Plan and deliver onboarding, induction, and continuous capacity-building programs across the organization.
- Collaborate with internal and external subject matter experts to design high-quality, relevant, and impactful learning interventions.
- Serve as CARE Bangladesh’s focal point for the CARE Academy platform, ensuring effective access, engagement, troubleshooting, and utilization.
- Monitor, evaluate, and report on learning outcomes, ensuring training effectiveness and recommending improvements.
- Support the development of structured learning pathways to promote employee growth, leadership development, and succession planning, under the guidance of the Head of P&C.

| Responsibility# 2: Performance Management |

- Manage the organization-wide performance management system, ensuring effective implementation of goal setting, mid-year reviews, and annual performance evaluations and facilitating APAA calibration.
- Provide guidance and technical support to managers and staff on PMS policies, tools, and best practices.
- Ensure consistency, fairness, and alignment of performance management processes with CARE regional and global HR frameworks.
- Facilitate performance improvement processes, including development plans and corrective actions, in collaboration with managers.
- Analyze performance data and trends to inform talent development, learning priorities, and organizational decision-making.

Responsibility # 3: Employee Engagement and Wellbeing |

- Design and implement organization-wide employee engagement and wellbeing initiatives that promote mental, emotional, and physical wellbeing with consultation of Head of P&C.
- Organize wellbeing workshops, resilience-building sessions, and stress management initiatives.
- Ensuring access to appropriate resources, referral mechanisms, and psychosocial support.
- Conduct people surveys and feedback mechanisms and use insights and market best practices to strengthen engagement strategies.

| Responsibility # 4: Organizational development, P&C support and Early Career Programs |

- Support Head of P&C in HR Manual review, updates, and alignment with CARE policies, labor law, and organizational needs.
- Support Head of P&C in salary structure and salary review processes, including data analysis, internal equity review, and documentation.
- Support organizational development initiatives, including systems strengthening, process improvement, and policy implementation to ensure effective implementation of approved P&C and OD initiatives.
- Support recruitment processes as required, including assessments, coordination, onboarding, and orientation activities.
- Manage development trainee programs, including planning, coordination with recruitment team, mentoring, performance tracking, and program evaluation.
- Develop structured learning objectives, supervision guidelines, and assessment mechanisms for interns and trainees.
- Coordinate with hiring managers and the recruitment team to ensure quality learning experience and compliance with organizational standards.

| Responsibility # 5: Investigation & Case Management |

- Manage workplace related investigations, including disciplinary processes, documentation, and internal communications, under the guidance of the Head of P&C.
- Support Safeguarding Manager for safeguarding and PSHEA-related matters including training and investigation across CARE Bangladesh.
- Ensure all investigations and disciplinary actions are conducted ethically, fairly, and in compliance with CARE policies, legal requirements, and safeguarding standards.

| V. Qualification and Experience: |
- Master's degree in Human Resources, Social Sciences, Psychology, Organizational Development, or a related field.
- Minimum 6 years of experience in Learning and Development, Employee Engagement, Organizational Development, Staff Relations, and Staff Wellbeing within an NGO or international organization, including at least 3 years in a managerial role.
- Proven experience of designing and delivering training programs focused on employee growth, wellbeing, and performance enhancement.
- Familiarity with safeguarding principles and their application in the workplace.
- Strong communication skills, both written and verbal, with the ability to engage in diverse groups.
- Experience using e-learning platforms and digital tools to deliver training content.
- Solid understanding of employee wellbeing frameworks and safeguarding policies.
- Ability to analyze engagement data and employee feedback to develop actionable insights.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Teams) and Learning Management Systems (LMS).

Compensation
