Scope of Work:
CARE Bangladesh, an international non-profit development organization, is implementing a number of programs/projects under its Women and Youth Program. Oporajita phase 1 builds on the successes of the initial phase, further strengthening the resilience of female workers in the ready-made garment (RMG) sector to navigate the evolving labor market. This phase will deepen and expand interventions to enhance women's ability to respond to workplace transformations, economic shocks, and social challenges. Under the Oporajita project, there are two components: soft skills development and creating an enabling environment at the factory and community levels to support a just transition. The project continues to contribute to CARE’s broader dignified work for women economic justice, which focuses on improving working conditions, building worker capacity, and fostering an inclusive ecosystem within the RMG sector.
The position will report to the Technical Coordinator-MEAL & Communication, based in the operational area, and will take the lead on the Management Information System (MIS) and other ICT tools for monitoring, evaluation, and data management across the project area. They will be responsible for ensuring the effective implementation of the MIS in the project areas and collaborating with the Country MIS.
In addition, the incumbent will oversee the ongoing development needs of staff to ensure that M&E and MIS standards and procedures are consistently met. They will be responsible for creating training schedules and periodically assessing the system's performance across the districts. They will be accountable for providing support to ensure the smooth operation of the Central MIS system across all project areas. |
II. Responsibilities and Tasks: |

Responsibility # 1: Strengthening capacity and rolling out the MIS system while working closely with field teams to ensure successful implementation |

- Carry out regular and in-depth field visits to understand on-ground needs and assess the strengths and gaps in MIS and functions, and program interventions.
- Support the delivery of training for Oporajita field staff on the program’s MIS systems, including use of mobile devices, and various offline and online data-collection methods.
- Support the central team in developing training materials and required documentation.
- Follow up on and monitor the effective use of data and information management processes at the field level.
- Supervise and ensure the smooth operation of MIS updates, standards, and procedures in the field in line with central management requirements.
- Coordinate with relevant supervisors to ensure timely submission of data by their teams.
- Engage in continuous professional development by participating in learning events, e-learning opportunities, and staying up to date with DONER key requirements and compliance standards.
- Assist users of handheld devices by troubleshooting device-related issues and coordinating with regional IT support as needed.
- Provide troubleshooting support for MIS implementation in the project areas and collaborate with the Country MIS team.

- Provide technical support to regional staff for data compilation, database audits, and report production.
- Support program management in ensuring timely submission of operational reports.
- Monitor system performance, including automated data aggregation for routine reporting by program components, particularly for tracking implementation progress, and guide the M&E team in improving and optimizing system performance.
- Develop periodic performance analyses by reviewing progress trends across program components.
- Systematically organize and archive reports, reference materials, memos, correspondence, and other documentation related to MIS operations.
- Provide accurate data and inputs for monthly, quarterly and annual reports, and for updating of KPIs of Oporajita project

Responsibility # 3: Support the Data Quality Assessments (DQA) in compliance with DONER M&E requirements |

- Conduct regular and structured internal Data Quality Assessments to meet donor DQA requirements, following established guidance and sharing key findings.
- Document and communicate critical findings, highlighting strengths, key lessons learned, unexpected results, and areas for improvement, along with recommended actions for progress.
- Be accountable for coordinating M&E field staff to ensure data quality and accuracy, in accordance with established guidelines and within the defined line of authority.
- Monitor data collection processes at the regional level and ensure effective use of web-based MIS data and information to support management in progress monitoring, visual reporting, and informed decision-making.

- Master’s degree preferably in Statistics, Social Sciences, Computer Science, or a related discipline. A combination of relevant qualifications and practical experience may be considered for exceptional candidates.
- Minimum 4 years of professional experience in M&E/MIS, covering both quantitative and qualitative methodologies, humanitarian and development programming, particularly in gender, social norms, youth, climate justice, and women’s empowerment
- Demonstrated hands-on experience with MEAL frameworks, OCAT, and capacity development of CBOs/CSOs.
- Proven expertise in RDBMS tools, preferably PostgreSQL or SQL Server, including experience in developing mobile-web and offline Android applications.
- Strong experience in designing and implementing M&E and MIS tools, systems, and methodologies.
- Practical experience using handheld/mobile data collection devices, particularly in rural contexts.
- Proven skills in statistical and M&E software, including SPSS, MS Access, and Advanced Excel (essential).
- Proficient in GIS, MS Access, Advanced Excel, and MS Word, with the ability to independently operate these tools and train others.
- Strong capabilities in data collection, processing, analysis, synthesis, and interpretation.
- Experience in conducting MIS-related training to support field-level system implementation.
- Solid understanding of ICT applications in development programming.
- Clear knowledge and understanding of social and gender norms within the Bangladesh context.
- Strong analytical, conceptual, and problem-solving skills.
- Proven ability to coordinate and manage complex working relationships, including matrix-managed teams.
- Excellent verbal and written communication skills in both English and Bangla.
- Ability to communicate effectively with stakeholders at all levels on complex or sensitive issues.
- Strong commitment to accountability, social justice, gender equality, and CARE Core Values.
- Ability to work effectively in a culturally diverse organization.
- Capable of working independently with minimal supervision, while also contributing effectively as a team member.

Compensation
Monthly consolidated salary: BDT. 70,000.00
