Oporajita-The Collective Impact on Future of Work in Bangladesh (Phase II) builds on the successes of the initial phase, further strengthening the resilience of female workers in the ready-made garment (RMG) sector to navigate the evolving labor market. This phase will deepen and expand interventions to enhance women's ability to respond to workplace transformations, economic shocks, and social challenges. The project continues to contribute to CARE's broader dignified work for women economic justice, which focuses on improving working conditions, building worker capacity, and fostering an inclusive ecosystem within the RMG sector.
The Project Manager – Soft Skill will play a key role in fostering strategic partnerships with brands, industry leaders specially in RMG sector, Govt. and other key stakeholders to advance economic empowerment through skills development, and job placement (both self-employment and wage employment) initiatives under the Collective Impact on the Future of Work in Bangladesh project. This role will drive collaboration between the private sector and development initiatives, ensuring sustainable employment pathways, particularly for women. He/she will also support capacity-building efforts, facilitate market-driven solutions, and align project activities with evolving industry needs. The Project Manager will also lead the design and promotion of inclusive entrepreneurship models, enabling women to contribute in a sustainable business in the RMG value chain and beyond. |

| Responsibility # 1: Lead and manage the operational planning and implementation for the leadership spaces and Green Transition Preparedness for Women Garment Workers |

- Facilitate factory-based training on soft skills, green readiness, leadership development, and climate-resilient workplace preparation for women garment workers.
- Conduct specialized training sessions for factory management, human resources personnel, and line supervisors on Gender Equality and Social Inclusion practices and gender-responsive workplace policies.
- Develop and adapt training modules and innovative learning materials, including highly visual and interactive tools for non-literate and low-literate participants.
- Organize and facilitate on-the-job training and supervisory exposure programs with a focus on efficiency, adaptability, and eco-conscious workplace practices.
- Conduct aspiration workshops and coordinate aptitude testing to identify suitable candidates for advanced leadership training.
- Facilitate Training of Trainers sessions for factory personnel to build their capacity and ensure sustainability of training initiatives.
- Ensure consistent availability of logistics and materials for practice-based learning by workers with support from factory management.
- Organize graduation ceremonies to recognize and celebrate the achievements of workers who complete training programs.
- Prepare comprehensive training reports, participant profiles, pre-test and post-test assessments, and case studies documenting training impact and learnings.

- Establish a women leadership forum consisting of industry leaders and management personnel, and organize roundtable discussions with industry experts to promote dialogue and strategic collaboration

| Responsibility # 3: Develop and Strengthen Private Sector Partnerships |

- Establish and strengthen partnerships with private sector entities across RMG, manufacturing, and service industries to facilitate employment, up-skilling, and career advancement opportunities for project beneficiaries.
- Facilitate multi-stakeholder dialogues to align industry workforce demands with project interventions.
- Establish and manage Memorandums of Understanding (MoUs) and strategic agreements with businesses for job placements, apprenticeships, and workplace-based learning.
- Advocate for gender-inclusive policies and safe, women-friendly workspaces within partner organizations.
- Leverage corporate social responsibility (CSR) initiatives to co-finance training, skills development, and job placement programs.

| Responsibility # 4: Lead and support team in knowledge management, and Reporting |

- Provide technical input in policy discussions related to future workforce needs, skills financing, and private sector engagement in development.
- Represent the project in industry forums, trade associations, and relevant networking platforms to enhance collaboration opportunities.
- Document best practices, lessons learned, and case studies on private sector engagement and workforce development.
- Prepare progress reports, impact assessments, and donor updates on private sector-related initiative.

| V. Qualification: |
- Master’s degree in Business Administration, Development Studies, Economics, Social Sciences, or any related field.
- Strong academic foundation in areas related to economic development, gender inclusion, and program/project management.
- Strong track record of resource mobilization and donor relations.
- Proven ability to build and manage partnerships with private sector actors and CSR initiatives.
- Demonstrated expertise in project management and strategic leadership of market driven projects.
- Specialized coursework or certifications in entrepreneurship, private sector development, or workforce skills will be an added advantage.
- Direct experience working on women’s economic empowerment, skills development, or employment programs in Bangladesh.
- Familiarity on labor rights, market system and business development.
- Commitment to the values and principles of women's leadership and rights-based programming.
- Minimum 5-6 years of experience in private sector engagement, entrepreneurship development, or facilitating market linkages within development programs.
- Strong understanding of gender dynamics, including issues of inequality and disparity, with demonstrated experience in engaging women, men, girls, and boys in inclusive economic growth initiatives.
- Proven knowledge of the development sector, including hands-on experience in program design, budget planning, and monitoring of project activities.
- Demonstrated experience in gender, social norms, climate justice, and women’s empowerment projects, with expertise in developing training curricula and modules.
- Proven track record of work in the community people specially with marginalized groups particularly women.
- Strong facilitation background including participatory planning, organizing and community mobilization.
- Good listener, willingness to mentorship, team player, and can perform well under pressure.
- Ability to coordinate with project partners, counterparts and other stakeholders.
- Good communication skill in both verbal and written in Bangla and English.
- Notable people-management skills, budgeting, budget management, project planning etc.
- Candidates should have excellent communication and analytical skills in both Bangla and English.

Compensation
