Under the DANIDA-funded CLIMB project, CARE Bangladesh has installed two community-scale reverse osmosis (RO) plants in Sarankhola, Bagerhat, to address saline intrusion and safe water scarcity. While technically sound, the facilities are underutilized due to limited business capacity and market penetration. The Water Management Committee (WMC) model has gained attention from DPHE and shows strong potential to evolve from a grant-supported pilot into a community-led, commercially viable social enterprise. Achieving this requires governance reform, capacity development, private-sector partnerships, and expanded market strategies.
The Project Manager will lead the scaling and market-linking of community-managed Reverse Osmosis (RO) water enterprises in Bagerhat under the “Market Ready RO Water Management Model” initiative under the CLIMB Project. This position requires strong expertise in project management, private-sector engagement, business development, and stakeholder advocacy. The role will drive commercial sustainability, community empowerment, and investment readiness of Water Management Committees (WMCs), ensuring alignment with CARE’s climate resilience and inclusive market systems approach. |

Provide overall leadership for planning, implementation, budgeting, and reporting of the RO Market Ready initiative.

Ensure compliance with donor requirements, achievement of performance targets, and strong financial accountability.

Coordinate effectively with the community partner (Rupantar), technical consultant (EasySense) and other stakeholders to align project delivery.

Track progress against milestones and KPIs, identifying risks and implementing timely corrective actions.

Oversee financial performance and apply strategies to ensure project sustainability and business growth.

Responsibility # 2: Market Development & Business Expansion |

- Support WMCs in designing and executing business strategies for safe water enterprises.
- Facilitate partnerships with schools, clinics, markets, and bulk buyers.
- Oversee deployment of water ATMs, doorstep delivery micro-enterprises, and satellite points.
- Integrate digital financial tools and monitoring dashboards into WMC operations.

Responsibility # 3: Stakeholder Engagement, Advocacy & Partnerships |

- Build relationships with government (DPHE, Union Parishads, Upazila Administration), private investors, and financial institutions.
- Facilitate co-creation of partnerships with private-sector service providers and bulk buyers.
- Represent CARE in district and national forums to advocate for the WMC-led RO model.
- Organize investor pitch sessions, learning events, and policy dialogues.
- Explore opportunities to expand water enterprises into broader service models.

Responsibility #. 4: Capacity Development, Community Empowerment, Team Management & Government Liaison |

- Reconstitute WMCs with strong youth and women’s participation.
- Facilitate training on governance, RO operation, business skills, and financial literacy.
- Ensure equity in service delivery, including lifeline tariffs for ultra-poor households.
- Supervise staff and consultants; provide technical guidance and performance appraisal.
- Ensure safety, security, and effective functioning of the project office in Bagerhat.
- Work with Finance and Government Relations teams for timely submission of annual reports, budgets/revised budgets/FD-6 reports to NGOAB.

Responsibility #. 5: Knowledge Management, Documentation & Reporting |

- Document financial and social performance of RO models, including cost recovery analysis.
- Produce case studies, business briefs, and investor materials.
- Share evidence with development partners, private sector, and policy platforms.
- Prepare primary narrative donor reports (e.g. weekly, monthly, bi-monthly, semi-annual, annual), in coordination with the KML MEL Coordinator, Sr. MEL Officer and the other Program Manager, in line results frame indicators as per donor’s prescribed template/requirement and approved activity plan as the project continues to achieve targets.
- Document lessons, case studies, and investor briefs to support scale-up and replication.
- Collaborate with MEL teams to ensure accountability and customer feedback loops are integrated.

IIV. Qualification: |
- Minimum 5 to 6 years’ progressive experience in project management, private-sector engagement, and / or business development in WASH, renewable energy, or market systems development.
- Master’s degree in business administration, Economics, Development studies, Environmental management, or related field.
- Demonstrated experience in market-based solutions, investment readiness, or social enterprise development.
- Strong skills in stakeholder engagement and advocacy, particularly with government, NGOs, and private sector.
- Proven ability to manage multi-partner projects and facilitate participatory governance models.
- Excellent analytical, communication, and report-writing skills in English and Bangla.
- Experience working with refugee/host communities or climate-vulnerable populations.
- Familiarity with financial tools (business plans, investment pitches, cost recovery analysis).
- Understanding of digital solutions for enterprise management (water ATMs, mobile payments, dashboards).
- Commitment to gender equity, diversity, and inclusion principles.
- Matrix management of other international NGOs, which requires participatory decision-making and negotiation.

Compensation
