Oporajita-The Collective Impact on Future of Work in Bangladesh (Phase II) builds on the successes of the initial phase, further strengthening the resilience of female workers in the ready-made garment (RMG) sector to navigate the evolving labor market. This phase will deepen and expand interventions to enhance women's ability to respond to workplace transformations, economic shocks, and social challenges. The project continues to contribute to CARE's broader dignified work for women economic justice, which focuses on improving working conditions, building worker capacity, and fostering an inclusive ecosystem within the RMG sector.

Team Leader is responsible for offering visionary leadership and management support for the Collective Impact on Future of Work (CIFW) program to ensure resilience, empowerment and social protection of women workers of RMG sector and to building systems for future transition of the labor market in the country. The Program will be led by this Team Leader and would span over different domains like program leadership, knowledge management, donor management, private sector engagement and country strategy contribution of CARE Bangladesh. Team Leader is accountable for ensuring program quality and effective partnerships with other actors in delivering agreed upon results. S/he will also be responsible for resource mobilization from other sources to support the program implementation as per CARE's overall vision for global impact.

This position demands a high level of professionalism, attention to detail, and the ability to manage a team in collaboration with the Director–WYP, while ensuring the accurate and careful handling of sensitive information. The Team Leader will report directly to the Director – Women and Youth Program.   

II. Responsibilities and Tasks:

Responsibility # 1: Lead and manage the operational planning and implementation including MEL

60%
  • Lead the strategic and operational planning of the Collective Impact initiative, including development of work plans, in line with donor requirements, CARE's values, approach, and changing sector dynamics.
  • Develop timely budget forecasts for effective financial utilization, and, monitor budget utilization and manage the budget and other resources in line with the approved detailed activity plan and donor compliance.
  • Ensure quality and continuous improvement through adaptive management and contingency planning.
  • Supervise MEL-related activities, including baseline studies, research, assessments, and reporting.
  • Capture lessons learned, success stories, and best practices for internal learning and to share externally with CARE’s broader work and inform sectoral policy and programming.
  • Facilitate coordination with government, civil society, and other CARE projects in the Dignified Work portfolio as necessary to optimize synergies.
  • Ensure that procurement of project resources (vehicle, furniture, equipment, stationaries, consultant, etc.) is done in compliance with CARE’s and donor’s policies and procedures. 
  • Work closely with backbone partner, and other partners of Collective Impact on Future of Work initiatives of Bangladesh.
  • Ensure that engagement with local government and other stakeholders are maintained

 

Responsibility # 2: Resource Mobilization, Donor and Private Sector Engagement & CSR Partnerships

  • Collaborate with the Resource Mobilization team to design and deliver innovative, high-quality concept notes, proposals, and pitches aligned with CARE’s strategic priorities and programmatic vision.
  • Proactively build, strengthen, and sustain strategic relationships with existing and potential donors, positioning CARE as a trusted partner of choice.
  • Continuously scan, track, and analyze funding opportunities, leading on resource mobilization efforts to enable program scale-up and sustainability.
  • Effectively represent CARE in donor-related forums, consultations, and high-level dialogues to influence agendas, showcase program impact, and attract new investments.
  • Establish and maintain partnerships with private sector actors across RMG, retail, ICT, and skills sectors.
  • Mobilize CSR/business investments to drive on women’s empowerment and future-of-work priorities.
  • Promote inclusive, sustainable business models that create economic opportunities for women workers.
  • Represent CARE in multi-stakeholder platforms to inform and influence private sector business practices related to gender equality, climate resilience, and decent work.

 

Responsibility # 3: Ensure performance development of staff and positive work culture within the project.

  • Ensure that the project staff members have clear understanding of the Collective Impact on Future of Work in Bangladesh initiative, i.e. objective, outcomes, outputs, activities, implementation methodologies, etc. 
  • Support team members to build the competencies of the project team in line with the project objectives. 
  • Identify staffs' capacity improvement areas and take steps (appropriate with global standard during Covid pandemic period to address those as appropriate.
  • Create/nurture the environment that respects and promotes gender equity and diversity.
  • Nurture positive and supportive cultures among teams.
  • Supervise staff's performance and provide constructive feedback for development.
  • Ensure that performance management system of CARE is implemented at the project level.
  • Initiate and manage staff recruitment as and when required.
  • Lead the team with a strong commitment to gender equity, diversity, and social inclusion, fostering an environment of respect and equal opportunity.
  • Ensure strict adherence to CARE’s safeguarding, child protection, and safety/security policies, embedding a culture of accountability and zero tolerance toward violations.
  • Champion a positive, collaborative, and learning-focused work environment that promotes innovation, psychological safety, accountability, and staff well-being.

 

Responsibility # 4: Contribution to Country Office Strategy & Cross-Project Support.

  • Contribute to CARE Bangladesh's strategy formulation and transformation process, as it relates to youth, women’s empowerment, private sector, and dignified work.
  • Support other CARE projects with knowledge, lessons, and innovations where relevant and shared across project teams.
  • Provide thought leadership to further strengthen CARE’s positioning and contributions in national policy, labor market, and gender equality dialogues

IV. Working Conditions:  
This position is located in the Dhaka Office and will required field visit as necessary.
V. Qualification:
  • 7 to 8 Direct experiences working on women’s economic empowerment, skills development, or employment programs in Bangladesh. At least 5 years’ experience in Managerial role in relevant field.
  • Masters degree in any discipline.
  • Familiarity with labor rights, gender equality policies, and advocacy for systemic change.
  • Advanced knowledge of Bangladesh’s socio-economic context and global trends in the future of work.
  • Commitment to the values and principles of women's leadership and rights-based programming.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint), presentation and donor handle.
  • Experience in gender, humanitarian, or community-led programs is a strong asset.
  • Excellent written & oral communication skill in English & Bangla.
  • Excellent Leadership & innovation skills.

Compensation
