Scope of the Role:
CARE Bangladesh as an implementing partner of WFP will implement a project titled ‘Green Skills Development in Rohingya Camps’. The project aims to scale up homestead-based gardening in 6000 HHs of several Rohingya Camps in Ukhiya, Cox’s Bazar as nutrition-sensitive programs to promote the consumption of nutrient-dense foods, such as vegetable growing through sack/vertical gardening methods in community setups. The project will also work on agricultural innovations in the camps.
Technical Officer- Homestead Gardening will be responsible for activity monitoring, training facilitation, monitoring, maintaining liaison with the camp administration, sectors, and coordination with the CiC office. One of the main responsibilities will be the cash and input distribution of the WFP-funded Green Skills Project. He/she is also responsible for the recorded document and others related to the CBT (cash-based transfer) in coordination with the Technical Manager, Officer-Homestead gardening, and Finance Officers. He/she needs to move to camp households regularly. |

Responsibility # 1: Green Skill activity planning and implementation: |

- Lead in preparing a micro plan and implementation of project activities at the camp level.
- Monitor and supervise session facilitation (homestead gardening, mushroom production, seedling/sapling production, pond aquaculture, hydroponics/aquaponics cultivation, kitchen composting, poultry rearing and cooking feeding demonstration) for Rohingya all year round.
- Assist and supervise technical facilitators and host volunteers in household follow-up and other tasks.
- Coordinate the input support distribution.

Responsibility # 2: Cash-based Transfer/CBT: |
20% |
- Maintenance of all Cash-based payments at camp level from the project.
- Preparation of muster roll and coordination with field-level daily attendance
- Responsible for overall financial transactions in conformity with a) the organization’s Policies, Procedures, Manuals, and practices and b) relevant donor requirements.
- Ensure govt. policy/revenue of cash payment maintained properly.
- Prepare monthly CBT reports to the project management with all support under the supervision of the line manager.
- Collect all supporting documentation to the field team to clear advances promptly
- Assist the Finance Officer in preparing books of accounts, voucher management, entry transactions into the system, and financial reports
- Provide any other support assigned by the line manager.

Responsibility # 3: Documentation, Reporting and Knowledge Management: |

- Ensure all CBT-related documents, i.e., attendance, muster roll, and report are safely and securely stored in Cox’s Bazar office in coordination with Officer-Finance.
- Verify documentation for smooth CBT at the camp level.
- Follow up on Harvesting data collection from each HH
- Follow up on Case story on self-reliance and food security
- Prepare weekly/monthly/quarterly progress reports

Responsibility # 4: Communication, Stakeholder Coordination and Participation: |

- Maintain functional relationships with his/her peers in the team, priority, and project management team.
- Communicate with other teams and units, both program and functions of Care Bangladesh.
- Liaison with government wings and stakeholders, communication with CiC for smooth project operation and attend in the monthly meetings.
- Represent CARE Bangladesh in various stakeholder meetings and networks at the camp level.

The position is based at the CARE Bangladesh Ukhiya Field Office with regular field visits. |
V. Qualification: |
- Bachelor’s in Agricultural Science required. Master’s (Horticulture preferred). Master’s in other fields may be considered with proven experience in homestead gardening, aquaculture, poultry, mushroom, seedling production, and community training/distribution.
- Minimum 3 years of experience in agricultural livelihood programming, market-based approaches, and enterprise development, including 3 years work experience in Rohingya camps.
- The applicants should have experience in CBT payment
- Proven expertise in program planning, implementation, budgeting, financial management, staff management, report writing, and monitoring & evaluation.
- Strong management skills with the ability to provide strategic guidance, technical oversight, mentor staff, build effective teams, develop workplans, and manage budgets.
- Ability to work under pressure, particularly during emergencies.
- Good communication skills and experience in working with community people.
- Proficient in MS Word, Excel, PowerPoint, and other relevant software.
- Excellent English communication and report-writing skills.

Compensation
