The HR Officer provides operational and administrative support to the People & Culture (P&C) team, ensuring smooth execution of HR processes across the employee life cycle. The role assists in recruitment, employee transitions, HRIS maintenance, and staff engagement activities. The Officer ensures that HR policies and procedures are consistently applied and that staff receive timely support on HR-related matters. This position emphasizes service delivery, compliance, and maintaining accurate records to enable effective decision-making by the Coordinator – P&C and Head of P&C.

Responsibility # 1: Recruitment and Onboarding:

30%

  • Support end-to-end recruitment by posting vacancies, long-listing and shortlisting, coordinating interviews, and preparing and ensuring compliance of all recruitment documentation.
  • Adhere to CARE’s recruitment minimum standards for all assigned vacancies (long-term, short-term, volunteer, intern, and development trainee positions).
  • Partner with hiring managers to draft and revise job descriptions, terms of reference & profiles.
  • Manage logistics for candidate testing, reference checks, and offer letters.
  • Assist hiring managers in developing assessment tools, including test papers and interview questionnaires.
  • Ensure adherence to safer recruitment practices, diversity, and inclusion policies; participate in all interviews.
  • Maintain and regularly update recruitment tracking reports in the shared system.
  • Prepare onboarding schedules, coordinate induction sessions, and ensure completion of pre-employment requirements.

 

Responsibility # 2: Employee Life cycle Administration:

25%

  • Maintain and update employee records including contracts, amendments, confirmations, and separations. Issue contract amendments based on authorized recommendations.
  • Track probation, contract expiries, and staff movements; alert the HR Specialist of upcoming actions.
  • Process routine HR letters (employment verification, salary confirmation, etc.)
  • Coordinate staff transfers in alignment with transfer policies, engaging relevant project and departmental stakeholders.
  • Oversee Temporary Duty Assignments (TDY) both domestically and internationally.
  • Liaise with Project Coordination Units and Field Office management on staff-related matters.
  • Assist in communicating policy updates to staff.
  • Ensure HR policies and practices are consistently applied in day-to-day operations.

 

Responsibility # 3: HRIS, Data Management & Audit Support:

25%

  • Input and update staff data in HRIS and personnel files in a timely manner.
  • Generate standard HR reports (headcount, contract status, leave balances etc) for management decision making process.
  • Support payroll preparation by consolidating leave and benefits data for Finance. Assist in payroll preparation by verifying data accuracy, consistency, and budget alignment.
  • Prepare and maintain electronic Personal and Confidential Files (E-PCFs) and recruitment files within 30 days of hire.
  • Update PCFs following staff transitions and ensure proper filing of all personnel actions.
  • Maintain up-to-date staff lists and departmental organograms.
  • Coordinate transfer of PCFs between Regional and Field Offices.
  • Update HRIS with data on separated staff and organize archival records.
  • Provide necessary documentation and information for internal and external audits.

 

Responsibility # 4: Support in Learning & Organizational Development

15%

  • Support the Learning & Organizational Development team in documenting and addressing employee development needs.
  • Facilitate new hire orientation and deliver training sessions on CARE’s Code of Conduct, Conflict of Interest, Anti-Bullying & Harassment, Safeguarding (PSEA), and Child Protection.
  • Provide safer recruitment training and guidance to hiring teams, ensuring compliance with organizational policies, legal standards, and CARE Bangladesh frameworks.

 

General Responsibilities on Safety and Security, and Safeguarding of children and vulnerable adults

 

As part of this role, the job holder must adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day-to-day duties and comply with safety & security protocols and directives, including reporting. Staff must maintain situational and self–awareness and be aware of the safety – security-related consequences of their actions upon themselves, their team, and the organization.

This position will be based in CARE Bangladesh Dhaka Office with Field visits as & when required


V.          Qualification:
  • 3 - 4 years’ experience in Human Resources Management functions, preferably in INGO/NGOs.
  • Bachelor's degree in HRM/Public Administration/Management/Personnel Management or related field. Master's degree will be given preference.
  • Excellent communication skills both in oral and written English and Bangla.
  • Excellent interpersonal & analytical skill.
  • A sound understanding of Bangladesh labor laws and human resources best practices, policies and procedures.
  • Ability to prioritize, plan and organize work - essential.
  • Awareness on issues related to women and girls.
  • Demonstrated competency to work independently with minimum supervision.
  • Willingness to live and work in difficult and rapidly changing conditions.
  • Ability and willingness to travel and stay in the field.
  • Computer skills in Microsoft office package.
  • Experience of working in a team in an INGO setting.
  • Excellent facilitation and writing skills
  • Understand people behavior and organization dynamics
  • Show respect to confidentiality and advise staff on professional HR issues
  • Ability to work in a systematic and well-organized manner, with high level of accuracy and attention to detail

Compensation
