According to the ISCG Situation Report published on 27 Jan 2018, the violence in Rakhine State which began on 25 August 2017 has driven an estimated 0.68 Million Myanmar citizen across the border into Cox’s Bazar, Bangladesh. The speed and scale of the influx has resulted in a critical humanitarian emergency. The people who have arrived in Bangladesh since 25 August came with very few possessions. They are now reliant on humanitarian assistance for food, and other life-saving needs.

The forcedly displaced Myanmar citizen (known as Rohingya) in Cox’s Bazar is highly vulnerable, having fled conflict and experienced severe trauma, and now living in extremely difficult conditions. Population movements within Cox’s Bazar remain fluid, with increasing concentration in Ukhia, where the Government has allocated 2,000 acres to establish a new camp to house them. People arrived at the new site before infrastructure and services could be established. Humanitarian partners are now building necessary infrastructure in challenging conditions, with extremely limited space. The new cumulative arrival currently stands at 688,000 as of 27 January, according to IOM Needs and Population Monitoring (NPM) Baseline survey. This includes 585,000 arrivals in Kutupalong Expansion Site plus 237,000 arrivals in other settlements and camps and 79,000 arrivals living in host communities.The WASH Field Facilitator is responsible for awareness raising and hygiene promotion among the Affected community, addition to this the FFs will play key role in community engagement in every activity of CARE WASH.

II. Responsibilities and Tasks:

Responsibility # 1: Disseminate hygiene promotion massages to the community and educate them in standard hygiene practices.

  • Educate communities about personal hygiene, safe water use, and sanitation practices
  • Promote behavior changes through demonstrations and interactive sessions.
  • Monitor hygiene habits and identify areas for improvement among the affected community.
  • Ensuring effective field implementation of RANNAS, CCPLTH and other relevant approaches for hygiene promotion.
  • Distribute hygiene items and explain their proper use.
 
Responsibility # 2: Capacity building of the community volunteers, community groups, thematic groups and user groups for delivering hygiene messages effective at the community.

  • Organize orientation and training for community groups, user groups and community volunteers.
  • Assist in developing implementation plans of the trained community/cluster members for the effective delivery of the acquired messages.
  • Conduct regular follow-up with the community groups and members to ensure effective community engagement.
 
Responsibility # 3: Ensure engagement of Community in delivery of WASH intervention

  • Ensure effective community engagement through meaningful involvement of the community in WASH intervention.
  • Forming Community groups and facility user groups when necessary.
 
Responsibility # 4: Documentation and reporting
15%
  • Provide regular progress reports for Technical Focal of Hygiene Promotion.
  • Preparation of weekly, monthly and quarterly narrative progress reports for activities undertaken.
  • Conduct assessments and case studies on best practices.
  • Keep proper track and documentation of every WASH intervention for Senior Management, Audit unit and Donor.
 
Responsibility # 5: Coordinate with Water & Sanitation team and Management of Volunteers

  • Work very closely in collaboration with Water & Sanitation team.
  • Support Water & Sanitation team effectively when required including working as back-up of Water or Sanitation block focal.
  • Ensure proper monitoring of community volunteers.
  • Support the community volunteer in proper planning of activities and support them in implementation of WASH activities.
 
General Responsibilities on Safety and Security, and Safeguarding of children and vulnerable adults

Based at Camp under CARE Bangladesh Ukhiya Field office
V. Qualification:
  • Minimum of two (2) years’ practical work experience working with vulnerable communities at Cox's Bazar Rohingya Camp and Host community context in the field of water, sanitation, hygiene, public health, community engagement or relevant field.
  • Bachelor of Art in public health, social sciences, or related fields.
  • Education or equivalent training/experience in the related field (such as water and sanitation, public health, hygiene promotion).
  • PHAST training, WASH in Emergency training, Training on MHM, CCCPLTH, RANAS approach.
  • Highly Preferable who is very familiar and experienced with Rohingya language.
  • Familiarity with key health and hygiene issues and hygiene promotion/education activities in camp and/or non-camp settings.
  • Proven experience in community mobilization, training, advocacy and teaching.
  • Deep understanding of age, gender, and diversity issues regarding WASH.
  • Knowledge of minimum WASH standards (e.g. Sphere).
  • Proficiency in using computer software e. g MS office, excel and Internet.
  • Communication skills in both verbal and written English and Bangla and good command to speak and understanding the Rohingya language.
  • Experience in community mobilization and organizing learning-sharing events involving community, practitioners and researchers, and policymakers.
  • Good communication, report writing, and presentation skill in Bangla and English.
  • Good interpersonal and team management skills.
  • Computer skills in computer software e. g MS office, internet.
  • Gender awareness and a commitment to gender equality.
  • Experience in maintaining stakeholder relations with local government, administration, and civil society.

Compensation

Monthly consolidated salary: 60,835.00 BDT (Negotiable)
