The Coordinator - Cost Proposal reports to the Senior Director – Finance, Grants and Awards and directly contributes to raising funding from different donors for the Country Office. He/s is responsible for developing and submitting cost proposals and support as a key team member across the full business development cycle (capture, live, BAFO). The position is also responsible for quality assurance of the team’s outputs as well as initiatives to strengthen systems and processes within the team including instituting best practices/standard operating procedures (SOPs), knowledge management, and capacity building. The CPM is responsible for people management supervising the work of Senior Finance Officer-Cost Proposal Officer.
He/s is responsible for leading the cost proposal development process, ensuring compliance with donor requirements, and collaborating with program, consortium, and downstream partners, Finance, Admin, Government Relations Department, People and Culture and other departments to prepare comprehensive and competitive proposals. |
II. Responsibilities and Tasks: |

Responsibility # 1: Develop cost proposals |

- Review the calls for proposals/ RFA and summarize the contents and requirements of the call.
- Develop the cost proposal in line with project activities, targets and logistic plans in coordination with proposal development team members.
- Ensure that the unit costs are best estimated on recent purchases, market value, CARE CO salary structure, internal policy, and cover all direct and indirect costs as per CARE’s pool structure.
- Take part in workshops/meetings with key project persons and partners to identify the costs of new proposal as per the activities planned.
- Prepare a standard structure budget and ensure compliance with donor budget requirements and formats.
- Prepare the detailed budget narrative with justifications and explanations so that the proposal reviewers understand that the cost is reasonable and necessary for the project.
- Share budget with concerned staff and Finance department and take their endorsement.
- Review and ensure the comments and advice of CI members and HQ.

- Coordinate with finance to understand CARE’s shared pool cost and inclusion in new project planning.
- Coordinate with People & Culture department for human resource planning for new projects.
- Coordination with Field Offices for shared pool cost of new project planning.
- Coordinate with other units like Program Planning, Impact & Quality (PPIQ) Unit, Administration & Operations, Supply Chain & ICT, Internal Audit & Risk Management Unit, Govt. Relations Unit as per proposal requirement and collect budgetary and other relevant information from partner NGOs.

Responsibility # 3: Extend support to projects and programs |

- Extend support to staff and partner NGOs in implementation of the project interventions ensuring relevant policies and procedures are being followed.
- Orient project and partners’ staff on the budget and donor regulation including financial reporting system and process. Review the progress and status of compliances.
- Provide support to project finance staff on budget and donor compliance issues including revision of the project budget as per field reality.

Responsibility # 4: Participation in the planning, preparation of various reports and support on different issues about proposal/portfolio as per organizational requirement |

- Assist Sr. Director- Program Planning, Impact & Quality Unit in project planning.
- Participate in different project-sharing meetings, partner workshops, project design workshops, and others.
- Track the proposal preparation and submission and submit pipelines to Program Leadership Team.
- Keep updated the policies, donors' regulations, and prices of equipment and other logistics for budget preparation.
- Prepare the donor wise compliance checklist.

- Provide/arrange orientation on budgeting and template, NOFO requirement, and how to prepare competitive cost proposals with consortium members/partner’s finance and program colleagues.
- Draft/develop Resource Allocation Framework considering different criteria taking suggestions/guidance from Tech team to negotiate the resources with consortium partners.
- Take lead in preparing the activity budget based on the consolidated activity log taking support from the program team.
- Support to program team in preparing work plan/Gantt Chart of the proposed project.
- Take lead and guide different departments e.g. M&E, Coms, preparing their budget.

IIV. Qualification: |
- 7 - 8 years practical experience in financial and operational management of project proposals. At least 5 years’ experience in Managerial role in relevant field.
- Master’s degree in finance/accounting/business administration.
- Good analytical and problem-solving skills, also good networking, collaboration, and negotiation skills.
- Able to prioritize, plan and organize the scheduled work.
- Able to work under stress and can contribute long hours
- Good communication, reporting, and presentation skills.
- Computer skills in MS Office, especially high-level proficiency in Excel.
- Strong communication skills in Bangla & English. Must be articulate in English conversation and written communication.

Compensation
