Scope of the Role:
The overall goal of the project is women garment workers have an improved enabling environment that supports their career progression, empowerment, and employability, in a future where the textile industry is defined by automation and digitalization. We intended around 24000 women will have greater capacity to respond to and recover from future and current adverse impact on livelihood. This program is implemented under Dignified Work Portfolio which aims to create dignified work for all women. This theme implements multiple projects on capacity building of workers and the entire ecosystem within the RMG sector.Moreover, CARE has a unique understanding and experience in translating buyer supply chain needs into win-win collaborations that advance the shared goals of buyers, suppliers, and garment workers. The trust and collaboration CARE has fostered with factories/suppliers, demonstrated by the willingness of these groups to allow paid time for training, has also been instrumental to CARE’s success.

The vision of women and youth empowerment program is to empower most socially economically, politically marginalized women and girls by their greater exercise of choice in decisions affecting their lives at all levels supported by transformed movement built on women’s solidarity and participation of men, will have a multiplier effect in realizing the broader effect.


II. Responsibilities and Tasks:

Responsibility # 1: Providing technical assistance and capacity building support

35 %

  • Prepare detailed implementation work plan in consultation with project staff/partners and line management and maintain regular tracking with necessary adjustments to ensure timely completion of all DRR activities. 
  • Determine capacity building needs for Activity staff and implementing partners to ensure all field staff are adequately trained to implement activities
  • Develop "Heat Stress Management Protocol" to manage the impact of climate change in working condition through awareness among RMG workers
  • Preparing DRR materials in accordance with consortium members while maximizing impact and avoiding duplication and develop the strategic oversight of the network, while ensuring the proper implementation with required support for administrative works like translating training module, contents in Bangla from original English texts in ensuring quality assurance guidelines.
  • Provide technical support and assist in the development and implementation of various activities and processes within the specific area of work supporting alignment with wider program team
  • Design and conduct workshops, training sessions, and knowledge-sharing events to build the capacity of all relevant stakeholders, including community, RMG stakeholders and even private sector partners.

 

Responsibility 2: Planning and quality implementation of activities, MEL and Accountability system

40 %

  • Ensuring CARE Bangladesh programmatic strategy are met in program implementation and consolidating gender and climate as a focus
  • Assist project and team members in planning and managing project budget and expenditure, ensuring financial compliance and austerity
  • Monitor day to day progress, supervision and implementation of the project, ensuring that work plan is well understood and implemented accordingly with the highest standards of service among WFS and other facilitators
  • Develop and maintain database of project participants as needed and implementation and donor level MEL plan and indicator tracking of the project’s DRR part , including all its surveys and communal interventions
  • Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.

 

Responsibility # 3:  Timely reporting and compliance of Government, Donor and CARE requirements

25 %

  • Prepare different kinds of reports on monthly and quarterly basis and also compile different biannual/annual reports and extending technical support to others as and when needed in the project, while helping team leader with technical and financial reporting
  • Liaise with team to ensure that deliverables are completed in a timely manner and provide technical assistance and follow up to various partners involved in packaged activity implementation
  • Provide technical support to develop different knowledge products; stories of change, project and advocacy briefs and assessment report, ensuring climate, disaster, resilience components are well reflected
  •  Provide logistic support to proper implementation of the deliverables including events, meeting, training, workshop, strategic consultation in both up ward and downward team members at all levels
  • Maintain electronic filing system including technical documents and correspondence, compiles reference materials and background materials for preparation of various reports.

V.         Experience and technical expertise (Required):
  • 5 - 6 years of experience in humanitarian/ disaster prone area/ resilience building/ climate change adaptation related project and program
  • Master’s in science or social science discipline. Preference will be given to candidates with postgraduate degrees degree in Development Studies, Disaster Management and Environment/Climate Change, Economics, Anthropology.
  • Knowledge in gender focused approach to development and resilience.
  • Expertise on undertaking and follow up monitoring to ensure that proposed mitigation measures are implemented according to an agreed upon environmental and social mitigation implementation plan.
  • Solid understanding of women and girls, men and boys engagement, disparity, inequality and economic growth
  • Proven understanding and knowledge on development sector including work related to program and budget planning/monitoring activities.
  • Develop and nurture strategic relationships with external decision-makers in government, the private sector and donors/clients in support of our change ambitions.
  • Strong analytical skills and strategic planning abilities. Computer literacy and excellent documentation skills are  a must
  • Ensure that gender and inclusion issues are properly considered and resourced in all of our work.
  • Experience in organizing knowledge and learning sharing events involving community, practitioners and researchers and policy makers.
  • Strong communication, report writing and presentation skill in Bangla and English.
  • Demonstrated capacity to work with teams.
  • Proven knowledge of programme and financial management as well as administration of programmes.
