Scope of the Role:

Cox’s Bazar is amongst the poorest districts of Bangladesh. In Ukhia, 33% of people live below the poverty line, and 17% below the extreme poverty line. This is linked to the region's poor land quality and high risk of natural disaster. Since the Myanmar refugee influx in fall 2017, over 902,984 refugees or 201,150 households (HH)s have settled in Ukhia, and Teknaf. Despite limited resources, the local host community population welcomed the arriving refugees during the fall of 2017, sharing food, shelter, and supplies. However, the refugees’ extended presence has strained the community’s already scarce resources. Within the sub-region, the residents of Ukhia and Teknaf have been particularly affected, with 336,000 residents directly impacted by the refugee influx, leading to a deterioration of relations between these host community members and the refugees. The region is highly prone to natural disasters; it experiences regular cyclones, floods, and landslides with triple global average precipitation. Both individual homes and community shelters are weak and in disrepair. Over 40% of households do not meet Sphere standards; they are overcrowded, weak and highly susceptible to damage and destruction by strong winds, rain, and flooding. Land degradation, including the removal of over 700 metric tons of firewood daily from the area, has led to a loss of topsoil, coupled with the heightened risk of flash flooding, has increased the potential resulting destruction. The accumulation of improperly disposed waste and poor pre-existing drainage systems aggravate these risks and increase the likelihood of damage to host communities’ houses. Furthermore, community response plans and structures are ill-equipped to safeguard or offer substantive protection.

CARE Bangladesh is providing life-saving NRM/DRR services and site improvement and shelter infrastructure to forcibly displaced Myanmar nationals in Camp’s, Ukhia sub-district, Cox's Bazar. With support from IOM, CARE Bangladesh has acted as the Site Management Support Agency (SMSA) for Camp 16 since November 2017. Since then CARE has undertaken various Site Management (SM) and Site Development activities in close coordination with the Office of Refugee Relief and Repatriation Commission (RRRC), and in support of the Camp in Charge (CiC), to ensure a safe and dignified life for the people residing in Camp 16. CARE Bangladesh is working to address critical humanitarian gaps and meet urgent needs through coordination and collaboration with different stakeholders, information management, the linking of community members and persons with specific needs to different service providers, camp operations, Disaster Risk Reduction (DRR), and site improvement works.

The Senior Project Officer will be responsible for planning, implementing, and monitoring DRR-related infrastructure interventions and site development activities in different Camp. This includes the construction and improvement of access routes, small bridges, roads, footpaths, stairs, drainage systems, retention walls, and other critical infrastructure. The incumbent will also support WASH and shelter-related interventions, ensuring they meet the needs of the camp population and adhere to agreed-upon standards. Key responsibilities include conducting comprehensive technical assessments of shelter, WASH, and settlement needs; developing site improvement plans; and overseeing the implementation of DRR, shelter, and WASH infrastructure activities both directly and through implementing partners. The Senior Project Officer will ensure that all construction activities meet technical specifications, comply with humanitarian standards (e.g., Sphere), and are carried out with a strong focus on quality control and disaster resilience.

This role requires effective coordination with relevant stakeholders, including community members, partner NGOs, government bodies, Camp-in-Charge (CiC), RRRC, Site Management agencies, and the Camp Coordination sector. The incumbent will be responsible for validating technical drawings, bills of quantities, construction guidelines, and other design documents related to infrastructure works.

Additionally, the Senior Project Officer will ensure that infrastructure activities are participatory and inclusive, engaging affected communities and host populations throughout the project cycle from design to implementation and monitoring. The officer will ensure all approvals are obtained from relevant authorities before commencing construction and that project activities align with both humanitarian priorities and local development regulations.

Responsibility # 1: Project Planning & Implementation
25%
  • Lead the planning and implementation of DRR-related infrastructure and site improvement activities, including construction of access routes, small bridges, stairs, pathways, retention walls, drainage systems, and slope protection measures in different Camp.
  • Design and develop technical plans, drawings, and Bills of Quantities (BoQs) for shelter, WASH, and DRR-related construction in alignment with humanitarian standards (e.g., Sphere) and local regulations (e.g., BNBC).
  • Conduct field-level needs assessments for shelter, WASH, and site development activities in coordination with community members and relevant stakeholders.
  • Ensure that infrastructure interventions are prioritized based on technical feasibility, community needs, disaster vulnerability, and environmental sustainability.
  • Develop and maintain a detailed work plan and implementation schedule to track progress against targets and timelines.
  • Coordinate with logistics, procurement, and finance teams to ensure timely sourcing and delivery of materials and services required for implementation.
  • Ensure proper site supervision and quality assurance during construction phases, maintaining high safety and engineering standards.
  • Incorporate community input into planning processes to ensure ownership, appropriateness, and sustainability of infrastructure improvements.
  • Ensure all necessary approvals and clearances from RRRC, CiC, Site Management, and other regulatory authorities are secured before starting construction activities.

 

Responsibility # 2: Infrastructure & Technical Supervision

30%

  • Oversee and supervise all infrastructure-related construction and rehabilitation works, including DRR structures, shelter upgrades, WASH facilities, access roads, footpaths, bridges, drainage systems, and slope protection measures.
  • Ensure that all infrastructure activities strictly follow approved technical designs, specifications, and standards (including Sphere, BNBC, and donor-specific guidelines).
  • Conduct regular site visits to monitor the progress and quality of construction works implemented by CARE and partner organizations, ensuring compliance with safety protocols, timelines, and workmanship standards.
  • Review and validate architectural and engineering designs, BoQs, and construction materials to ensure technical accuracy and relevance to field conditions.
  • Identify and address technical issues promptly in collaboration with field engineers, contractors, and supervisors, ensuring solutions are practical and cost-effective.
  • Ensure environmental and disaster risk considerations are integrated into all site development and construction work, promoting sustainability and resilience.
  • Monitor the use of construction materials to avoid wastage and ensure proper storage and handling on site.
  • Support procurement teams in the technical review of tenders and vendor selection for infrastructure and engineering services.
  • Provide technical guidance and capacity building to Community Supervisors and skilled/unskilled laborers involved in construction and site improvement works.
  • Document and report any deviations, safety hazards, or quality concerns to the Project Manager and recommend corrective actions.

 

Responsibility # 3:  Environmental & Community Impact Assessment

15%

  • Conduct environmental assessments and risk analyses for all planned infrastructure, WASH, shelter, and DRR interventions to identify potential adverse impacts on the camp environment and surrounding host communities.
  • Ensure that all construction and site development activities are environmentally sustainable, promote soil stabilization, reduce erosion, and minimize deforestation, pollution, and other negative ecological effects.
  • Integrate eco-friendly and climate-resilient design principles in infrastructure planning, such as rainwater harvesting, green slope protection, and improved drainage systems.
  • Carry out community impact assessments to ensure that infrastructure works respond effectively to the needs of affected populations while promoting social cohesion and minimizing potential conflict between refugee and host communities.
  • Ensure meaningful engagement of the community, especially women, youth, persons with disabilities, and other vulnerable groups, in identifying potential risks and designing inclusive, accessible solutions.
  • Collaborate with environmental and protection focal points to ensure construction activities do not compromise the safety, dignity, or rights of community members.
  • Monitor and evaluate the short- and long-term impact of infrastructure projects on community well-being and the environment, and recommend mitigation or enhancement measures where necessary.
  • Ensure that solid waste management, drainage improvements, and erosion control measures are implemented in line with environmental best practices and national/international standards.
  • Prepare and maintain environmental compliance documentation and contribute to donor and internal reporting on environmental safeguards.

 

Responsibility # 4: Stakeholder Coordination & Compliance

20%

  • Coordinate closely with key stakeholders including Camp-in-Charge (CiC), RRRC officials, Site Management agencies, IOM, UN agencies, local government representatives, and sector partners to ensure alignment of infrastructure activities with camp-level priorities and humanitarian standards.
  • Represent CARE Bangladesh in relevant site development, DRR, Shelter, and WASH coordination meetings and technical working groups to share progress, challenges, and best practices.
  • Facilitate technical reviews, joint monitoring visits, and site inspections with government officials and partner agencies to ensure transparency, accountability, and collaboration.
  • Ensure all infrastructure works receive the required approvals and No Objection Certificates (NOCs) from CiC, RRRC, and relevant authorities before implementation begins.
  • Maintain up-to-date records of permits, approvals, and compliance documentation in line with donor and regulatory requirements.
  • Ensure all construction and site development activities comply with CARE’s internal policies, donor regulations, local building codes (e.g., BNBC), Sphere Standards, and environmental and safeguarding standards.
  • Promote clear communication and collaboration between CARE technical teams and external partners to avoid duplication, address gaps, and maintain a coordinated response.
  • Respond promptly to feedback and concerns raised by stakeholders, and work collaboratively to identify and implement corrective actions.

 

Responsibility # 5: Capacity Building & Reporting

5%

  • Build the technical capacity of CARE’s field team, including Community Supervisors, skilled and unskilled laborers, and community volunteers through on-the-job training, mentoring, and formal technical sessions on construction standards, DRR practices, and WASH/shelter-related activities.
  • Facilitate training and orientation for community members and partner organizations on safe shelter construction, basic maintenance techniques, environmental protection, and disaster risk reduction.
  • Develop easy-to-understand technical guidelines, standard operating procedures (SOPs), and IEC materials in coordination with the MEAL and Communications teams.
  • Support knowledge sharing and best practice documentation related to site development, shelter upgrades, and DRR infrastructure.
  • Ensure timely preparation and submission of high-quality weekly, monthly, and donor reports, including narrative summaries, technical updates, challenges, mitigation actions, and photo documentation.
  • Maintain comprehensive records of assessments, technical designs, BoQs, field monitoring tools, training reports, and beneficiary feedback for audit and learning purposes.
  • Contribute to internal reviews, after-action assessments, and learning exercises to strengthen future programming and promote evidence-based decision-making.
  • Ensure data integrity and accuracy in all reports and documentation, working closely with the MEAL and Information Management teams to track progress against project indicators.

The position will be based at the CARE Ukhiya Field Office, with frequent travel to the camps as required.
V. Qualification:
  • 4 years professional experience in the construction of shelter and/or construction of civil engineering works in UN or I/NGO activities, or other similar experience.
  • BSC engineering in Civil or Construction engineering,
  • Significant proven experience managing construction projects.
  • Excellent interpersonal, organizational and leadership skills.
  • Experience working in displacement sites including spontaneous and makeshift settlements is an added advantage.

  • Previous working experience in UN/INGO agencies will be added advantage.
  • Proficiency in Chiitagonian language will be added advantage.
  • Computer skills MS office applications (MS Word, Excel & PowerPoint, Autocad).

Compensation
