Scope of the Role:
The Senior Government Liaison Officer will represent the Organization in an administrative and liaison capacity towards Government authorities including CICs, RRRC, DC, UNO's and other relevant government focal points. The Sr. Officer will ensure timely and effective processing of necessary permissions/authorizations for CARE operations and will develop and maintain strong working relationships with the relevant bodies at Upazila and District levels. She/he will ensure the Organization's positive relations with local community representatives and local authorities, by clearly communicating the mission of the Organization and building strong links with relevant stakeholders.

S/he will assist project colleagues to develop and compile FDS - Foreign Donation forms (FD-6, FD-2, FD-7) and FC-1 (Foreign Contribution Form) for all new and revised projects, and submit to the GAAM department in a timely manner for review and submission to the NGOAB. S/he will also assist in preparing and submitting responses against queries from the NGO Bureau and Local Government Institutions on FD-6, FD-7, and FD-4 (Audit), in collaboration with sector focal points and finance teams.

The Senior Government Liaison Officer will assist relevant project staff in preparing Annual Progress Reports as per the NGO Bureau's prescribed format and ensure timely submission to the GAAM department at the Dhaka office. S/he will also ensure submission of applications to local Government offices and timely collection of the Local Administration Certificate for onward submission to the GAAM Department.

In addition, the Senior Government Liaison Officer will support in coordinating field visits of government officials and facilitate smooth communication during donor, media, or embassy missions in the field. S/he will keep track of changes in government policies and regulations related to NGO operations and inform relevant departments accordingly. The Officer will ensure that the organization maintains compliance with national laws and NGOAB directives, and will support internal and external audits or reviews as needed.

S/he will contribute to local and national-level advocacy efforts by providing technical input, supporting evidence generation, and coordinating with key stakeholders. The Officer will play a key role in representing CARE's policy positions and priorities in government forums and coordination meetings.


II. Responsibilities and Tasks:

Responsibility # 1: Coordination & Networking

20%

  • Arrange appointments and meetings with government officials like RRRC, DC, UNO, Upazila officers, CICs, and Union Parishad members.
  • Take permission from CICs for camp activities and get official approval for distributing relief materials.
  • Write and submit letters in Bangla and English to government offices about project plans, visits, and updates.
  • Inform government offices when CARE staff, donors, or other officials plan to visit camps.
  • Attend regular meetings with the DC, RRRC, UNO, and other NGOs to discuss ongoing activities.
  • Keep in regular contact with CARE's GAAM team and project leads in Cox’s Bazar to ensure smooth coordination.
  • Monitor new government rules or circulars and build strong working relationships with key local officials.

 

Responsibility # 2: FD-7 & FD-4 Documents preparation, submission and documentation

35%

  • Assist in developing FD-7, FD-6 & FD-4.
  • Assist to prepare and review annual and project completion reports, and submit them to the DC Office and GAAM for onward submission to the NGOAB.
  • Submit different reports to government security agencies in Cox's Bazar as required.
  • Submit monthly reports to the DC and UNO offices as per their prescribed format.
  • Submit revised copies of FD documents to DC, RRRC, and UNO offices as needed.
  • 6. Share all submitted documents and communications with the CBDO GAAM team for records.
  • Prepare and submit audit responses and project queries from NGOAB and LGI, in collaboration with sector focal points and finance team.

 

Responsibility # 3:  Liaison and Networking with Govt. Offices at Upazila, District, RRRC Office & Camp areas

  • Ensure compliance with NGO permits/authorizations, reporting requirements, and all other organizational obligations to District and Upazila-level government authorities related to CARE’s activities in Bangladesh.
  • Liaise with Upazila and CIC officials to share timely updates on permissions, operational challenges, and CARE’s ongoing interventions.
  • Ensure CARE’s representation with key government and civil society stakeholders involved in the Rohingya response, maintaining constructive dialogue to foster understanding of CARE’s work for both refugees and host communities.
  • Maintain CARE’s acceptance, visibility, and strong working relationships at the District and Upazila levels, in collaboration with program teams engaging local authorities in the camps and host communities.
  • Proactively inform the Line Manager of any changes in government policy or new requirements related to NGO operations or the refugee response; regularly brief Cox’s Bazar management on government expectations or emerging issues.
  • Attend Cox’s Bazar-level coordination meetings as requested by management and share key updates with relevant teams.
  • Maintain a clear and up-to-date record of all key meetings, approvals, and communications with government counterparts.
  • Support program and advocacy teams with relevant insights and context for policy messaging, position papers, and other external communication materials to align with local government perspectives.

 

Responsibility # 4: Documentation, Updating Information and Sharing with Senior Management

  • Track the approval status of CARE’s projects with the NGO Affairs Bureau (NGOAB) and share regular updates.
  • Ensure that all memos and documents received from Government offices and the NGOAB are properly documented, stored securely, and easily accessible.
  • Maintain organized, project-wise files (both physical and digital) and keep them regularly updated.
  • Share the status of NGO Bureau approvals, audit reports (FD-4), and local administration certificate submissions with Senior Management on a regular basis.
  • Ensure timely and clear communication of key updates and risks to relevant departments for better strategic planning.
  • Maintain a digital document management system with backups to ensure information security and easy retrieval.

 

Responsibility # 5: Other Duties

  • Attend different types of National Day observation, Local Govt. events, Camp level events,
  • Prepare presentations for govt. officials at District and Upazilas Level
  • Attending GO / NGO Meetings.
  • Assist line manager at Cox’s Bazar, as and when required

V.         Qualification:
  • Master’s degree in Social Sciences, Public Administration, Development Studies, Political Science, or a related field; or equivalent combination of education and work experience.
  • Strong understanding of government structures and administrative processes at national, district, and sub-district levels.
  • Additional training or certification in humanitarian affairs, disaster management, project management, or public policy.
  • Familiarity with legal and regulatory frameworks governing NGOs in Bangladesh.
  • Experience: 7-10+ years in government liaison, ideally in humanitarian/development sectors.
  • Proven experience with RRRC, DC, UNO, and CIC (district/Upazila levels).
  • Experience preparing/submitting FD-6, FD-7, FD-2, FD-4, and FC-1 forms.
  • Excellent interpersonal, negotiation, and verbal/written skills (English & Bangla).
  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Ability to draft formal documents/reports in Bangla.
  • Strong documentation and analytical reporting skills.
  • Sound understanding of humanitarian principles, accountability, and safeguarding.
  • Experience working with INGOs, UN agencies, or in complex humanitarian contexts, including the Rohingya refugee response.
  • Prior involvement in high-level coordination meetings or negotiations with government stakeholders.
  • Bangla typing skills and familiarity with Bangla software (e.g., Bijoy, Avro).
  • Understanding of district-level coordination structures in Cox’s Bazar and surrounding areas.
  • Ability to adapt to dynamic and high-pressure environments with shifting priorities.

Compensation
Monthly consolidated salary: 1,03,429.00 BDT (Negotiable)
