Scope of the Role:
Reporting to the Deputy Country Director – Program (DCD-P), the Head of Program, Cox’s Bazar Regional Office, is responsible for overseeing the Rohingya Refugee Response program, ensuring program quality and accountability. The role includes managing the day-to-day operations of the Regional Office and leading Program Coordinators, Sector Leads, and Specialists to implement the Refugee Response strategy. The post holder will also manage Finance, HR, and Program support through matrix management with Department Heads in Dhaka.

The incumbent will ensure women and girls are focus on programming, ensuring strong MEAL system, and project specific MEAL framework are in place with a focus on outcome measurement. Additionally, S/he will oversee resource management and fundraising in coordination with the DCD-P. The role includes training, mentoring, and capacity building for CARE Bangladesh staff based in Cox’s Bazar and partner agencies. In close coordination with finance and supply chain units in Dhaka, financial and administrative efficiency and compliance will also be key, along with managing communication with field teams and providing guidance on program operation.

The post holder will strengthen external relations, where appropriate maintains current inter-agency co-chairing and coordination roles, and engage with Cox’s Bazar-based donors and government. S/he will position CARE as a leader in quality, accountability, and gender equity within the inter-agency coordination system. Additionally, the post holder will oversee program support and ensure full compliance.

This position will manage the Program Support and Finance functions of Cox’s Bazar Regional Office, with matrix management from all units in Dhaka. For security matters, the position will report to the Country Director and work closely with the National Security Manager, DCD-PS, and DCD-P. This is a nationalized position that was previously held by an international staff member.


II. Responsibilities and Tasks:

Responsibility # 1: Program Management

35 %

  • Play leading role in drafting and rolling out CARE Refugee Response strategy
  • Ensure that all sectors/grants/projects are aligned with the agreed strategy and that different sectoral activities are implemented in a coordinated and integrated manner
  • Work hand in hand with CBDO Resource mobilization/program teams to support resource mobilization for delivering program impacts as per response strategy and plans. Ensuring good budgeting and budget tracking processes and inform DCD P on any forthcoming funding opportunities or challenges.
  • Ensure cost proposals are aligned with CARE policies as well as donor requirements and negotiate with donor to provide justifications for CARE costs recoveries
  • Adopt practices, procedures and processes within the Cox B that align with CARE financial, administrative, HR, procurement, Go No Go policies. Lead the program team, ensuring the highest performance standards.
  • Support an environment of learning for program staff. Oversee day-to-day management of the program, including effective program implementation and documentation to progress towards the achievement of outcome and impacts.
  • Support the team to manage partnerships with local and international partners based on partnership principles, ensuring effective capacity-building, cross learning and communication.  
  • Lead contingency planning process for any impending hazard and support Sector Coordinators/Leads/Manager in taking appropriate preparedness measures to mitigate risks to support refugees and host community beneficiaries.
  • Monitor the overall grants expenditure in line with donor requirements and CARE financial procedures.
  • Allocate human, financial and material resources to the program in an adequate manner based on needs. Ensure that resources are compliant with CARE and donor regulations.
  • As assigned by DCD-P, the post holder will lead on representation of CARE with relevant program stakeholders in Cox’s Bazar, ensuring effective exchange of information to enhance coordination and quality of sectoral programming.
  • Ensures that sufficient priority is given to gender mainstreaming and the development of a standalone gender program
  • Keep the DCD-P & DCD-PS advised of changes and threats to the security of CARE staff, assets and operations. Ensure all staff understand individual and collective responsibilities for safety and security. With the support from DCD-P and DCD-PS, liaise with the National Security Manager to ensure compliance with CARE Security Guidelines and their effective application in the local context.

 

Responsibility 2: General Management and Leadership:

30 %

  • Establish and maintain constructive working relationships with other NGO’s, UN agencies, bilateral and multilateral donors, and other principle stakeholders including the government
  • Establish proper program documentation including program files, models, learnings keeping organizational memory useful
  • Recommend changes to the emergency program team composition and functioning with Country Office and partners to maximize emergency program quality and effectiveness.
  • Provide dedicated effort to create the conditions to ensure effective teamwork and morale. Assess need and recommend measures for staff wellbeing.
  • Conduct performance appraisals of emergency program staff, ensure regular feedback and mentoring on individual performance. Ensure program staff is aware of the financial and administrative components of their duties.
  • Support the DCD-P to ensure that the Country Director and other senior Dhaka staff are kept informed about progress in the emergency response implementation and strategies, project plans, progress reports, and other significant developments.
  • Monitor the operational environment with respect to the increased level of threat and advise to DCD-P and other relevant staff Overseeing senior PS functions (Finance, Administration, HR, Fundraising, Logistics, Procurement and other support teams) through matrix management to develop an efficient system, that seeks to improve program effectiveness and overall compliance.
  • Promote a productive work environment and CARE values respectful of the Code of Conduct with zero tolerance for verbal and physical abuse or discrimination against other persons on the grounds of race, color, sex or creed.
  • Promote a culture of respect and adherence to right-based approaches, and being results oriented in planning and implementation.
  • Establish culture and systems for excellent reporting to CARE, donors and government.
  • Establish and monitor good interaction between Cox PS and Dhaka PS teams
  • Promote a solid understanding and application of GEDI and PSHEA principles inside office and with all major stakeholders
  • Ensure comprehensive understanding across teams of statutory regulations, as well as internal standards, and system for promoting and tracking compliance

 

Responsibility # 3:  External Relations, Communication, Coordination and Policy

10 %

  • Oversee the development of systems to effectively manage the complex donor portfolio, meeting statutory requirements, as well as pro-actively engaging, with a view to developing trust
  • Oversee, and also engage directly, in management of sensitive Govt relations
  • Play active role in senior coordination forums at CxB level, as well as strengthening capacity of other staff to engage at technical levels
  • Establish CARE as leader on Quality, Accountability (to Affected People), and Gender
  • Support DCD-P to put strategy in place to ensure well coverage of the achievement by Dhaka Comms, PR and Media team.
  • Ensure appropriate branding of all Cox programs, including staff's ability to represent the agency
  • Maintain CARE's co-chairing and leadership roles in inter-agency coordination both within and outside the camp. Where possible, promote CARE's visibility and encourage its active participation in inter-agency mechanisms.

 

Responsibility # 4: Monitoring, Evaluation and Learning & accountability

10 %

  • Ensure that the response strategy clearly sets up program performance targets (Impact, Outcome and outputs) and indicates adequate monitoring mechanisms (indicators) for those targets that would be reviewed periodically through response reviews and evaluations.
  • Ensure, through MEAL function, a comprehensive MEAL framework is developed and followed for the overall response operation in coordination with IDEAL Team.
  • Ensure the establishment of effective information management systems enabling effective cross sector information sharing/updating/ reporting mechanism in coordination with IDEAL Team.
  • Oversee the preparation of monitoring plans and regularly monitor the field operations to spot-check on the quality of expected outputs/outcome.
  • Oversee the quality of the knowledge output/product/materials and share widely in consultation with DCD-P.
  • Oversee the MEAL function and ensure that the Accountability and Quality assurance systems, including information dissemination and community complaints and feedback mechanisms is in established and strengthened.
  • Support MEAL team to develop strategy for implementing the Accountability and Quality assurance mechanisms with appropriate work plan and roles and responsibilities Work closely with IDEAL Team to ensure MEAL and Program quality drivers are in alignment with CI requirements

 

Responsibility # 5: Team building, staff supervision and capacity building

10 %

  • In liaison with the HR staff, make sure staff have suitable rest, relaxation and that wellbeing is addressed
  • Provide on-the-job training, coaching, mentoring support to national staff to empower and take greater responsibility eventually when expatriate staff will be phasing out.
  • Create cross learning culture among sectors and provide specific capacity building support to sector leads/Managers in humanitarian leadership, quality & accountability in refugee response context
  • Provide dedicated capacity building support to program budget holders to effectively manage budgets and grants so that financial and contractual compliances are adhered to in an efficient manner.
  • Ensure all emergency program personnel understand and carry out their duties in accordance with humanitarian principles, core values, the Code of Conduct and SPHERE standards.

V.         Experience and technical expertise (Required):
  • Minimum of 5 or 7 years development/ humanitarian relief management experience in complex environments
  • High level of all aspects of managerial experience, including managing multi-million dollar budgets
  • Experience in complex decision making and leading a multi-disciplinary, team under difficult circumstances.
  • High level of expertise in representation and negotiation with governments and donors.
  • Strong understanding of the humanitarian emergency operating context, including Sphere, the humanitarian system, donors, security, civil military liaison and program management.
  • Proven experience of successful resource mobilization, coordination, organizational positioning.
  • Strong project cycle management skills: assessments, design, implementation, monitoring, evaluation, and strategic planning skills.
  • Good knowledge of emergency donor policies and procedures
  • Strong commitment to accountability, social justice, promoting gender awareness and equality.
  • Demonstrated administrative, financial, and personnel management capacities.
  • Familiar with humanitarian programming and inter-agency coordination systems.
  • Ability to communicate ideas in a culturally-sensitive manner and conducive to their practical application.
  • Experience in budget development and management.
