I. Job Summary: |

CARE Bangladesh’s Humanitarian and Climate Action Program is committed to provide people affected by disasters and conflicts with life-saving assistance, with a special focus on women and girls, who are disproportionately affected by disasters. Our action also includes preparedness and early action, emergency response and recovery, and resilience and adaptation to climate change and equitable development.
CARE Bangladesh will be implementing the Margaret A. Cargill Philanthropies’ (MACP) “Promoting Disaster Ready Inclusive Preparedness towards Adaptation (PRODRIPTA/প্রদৃপ্ত) – Phase II.” This three-year project aims to foster inclusive community preparedness and resilience through the combination of disaster-ready communities and accountable institutions in the northern char district of Gaibandha and the central coastal district of Patuakhali. The MACP’s PRODRIPTA/প্রদৃপ্ত has a multifaceted approach to make a meaningful, measurable, and sustainable difference in a defined period of time in the twelve (12) selected unions of Gaibandha Sadar, Sundarganj and Saghata upazila of Gaibandha and Rangabali and Kalapara upazila of Patuakhali Districts:
- Address the climatic and systemic barriers faced by the communities
- Introduce and implement structural and non-structural, innovative, and sustainable interventions
- Integrate women and youth as the prime target group and build their capacities to act as change agents
- Support by service providers and foster inclusive community resilience
- Collaboration with community members and GoB agencies, and private sectors
- Create demand in the communities for similar interventions
- Help lead climate adaptation efforts and ensure that the communities are disaster-ready
The MACP’s PRODRIPTA/প্রদৃপ্ত aims to support around 35,775 people directly, where the overall impact group will be 223,518 people i.e. the whole population in the selected unions through structural and non-structural, innovative, and sustainable interventions in collaboration with relevant partners and stakeholders. In achieving its ultimate purpose, the program will undertake activities to enable the communities to adapt to shocks & stresses, make the DRR institutions accountable to local communities and provide financing for community actions, and support communities to sustain adaptive capacity through strengthened, locally led learning, networking and advocacy. In its endeavor to foster community resilience, the project also has a provision of an emergency fund to respond to both anticipated and unanticipated crises so that community’s distress and incurred loss and damages are adequately addressed and the result of the program are sustained.
The Program Manager- PRODRIPTA will be based in Kalapara, Patuakhali (Considering program need base can be changed to Gaibandha) and directly report to Program Coordinator –Humanitarian and Climate Action, overall responsible for managing all field operations, liaising with local partner organizations; coordination and collaboration with local government & stakeholders; budget monitoring and tracking in accordance with approved work plan. S/he will ensure timely and quality implementation of all components through regular monitoring visits and follow-ups including reporting to the MACP and NGOAB as per their requirements. In pursuing her/his role the Program Manager will work closely with the MEL Manager, the other Program Managers, the Technical Coordinators and also with the Finance, Procurement and Government Affairs & Award Management Departments of CARE to ensure proper and timely implementation and delivery of the program activities. |

Responsibility # 1: Project Planning, Implementation & Budget Management |

- Guide in preparing project operations manual including guidelines of each intervention; arrange all staff orientation and training on the same
- Lead climate vulnerability and capacity analysis (CVCA) and community adaptation plans (CAPs) tools and exercise in collaboration with partners and communities—ensure a human centric locally led flexible approach in designing and implementing program interventions
- Ensure compliance of the donor’s grant agreement and managing the sub-grant agreements with partners
- Oversee joint planning, facilitate a project follow-up meeting, and monthly and quarterly review meetings amongst the partners and stakeholders
- Lead coordination meetings at district, upazilla and union level in coordination with the project partners
- Guide implementing partner organisations to establish adequate technical expertise and mechanism to accomplish both structural (innovative solutions) and non-structural (capacity building of community groups and volunteers, financial inclusion)
- Ensure all project activities are done as per work plan and level of aspired quality of the cooperative agreement (CA)/ contract
- Establish and ensure linkage of CPP volunteers with the local DM structure and government service providers
- Monitor overall project implementation and propose preparedness and adaptations needed to achieve objectives, improve integration of approaches among implementing partner organisations, or improve coordination with external stakeholders
- Ensure proper utilization and management of the overall project budget allocated in her/his area (Patuakhali) in coordination with implementing partner organisations
- Initiate financial request to donors and financial transfers to implementing partner organisations in accordance with approved budgets, in close coordination with Finance and GAAM department of CARE Bangladesh
- Ensure adherence of partners to approved budgets, regularly collect and report to the management of implementing partner organisations on overall utilization rates, and prepare proposals (if needed) on budget reallocations for implementing partner organisation(s)
- Ensure abidance by plan and donor financial and procurement procedures with maximum cost effectiveness
- Mitigate financial risks through appropriate management of funds and supervise day-to-day expenses and accounting activities
- Coordinate with finance department/ finance analyst and ensure correct charging of costs within donor-approved budget. Suggest any modifications required to adjust under/ over utilization of budget through regular/monthly review.

Responsibility 2: Monitoring, Evaluation and Learning |

- Make sure, in coordination with the MEL Manager, that the project’s monitoring and evaluation (M&E) framework and an efficient Complaint Feedback and Response Mechanism (CFRM) including a hotline is in place and operational
- Coordinating with MEL Manager and the other Program Manager of PRODRIPTA in developing and implementing the MEL Plan.
- Guide TC- Preparedness and Innovation- PRODRIPTA, for conducting CVCA-CAP and adhering to donor’s and GoB’s environmental and social protection policies/ principles e.g. Environmental mitigation and management plan (EMMP) and Climate Risk Management Plan (CMP) for the Activities and tool development.
- Ensure measures for cross-learning, downward accountability, and monitoring of integration aspects are put in place and utilized, including shared monitoring tools and accountability minimum standards will be developed
- Ensure joint field missions, in coordination with MEL Manager and the other Program Managers, to support and assess the delivery of the aspects of programming
- Ensure that learning workshops are regularly held, at which field staff can share successes and seek to resolve challenges
- Ensure timely delivery of quality reports and learning documents as per the project work plan

Responsibility # 3: Donor and NGOAB Reporting |

- Prepare primary narrative donor reports (e.g. weekly, monthly, bi-monthly, semi-annual, annual), in coordination with the MEL Manager and the other Program Manager, including results frame indicators as per donor’s prescribed template/requirement and approved activity plan as the project continues to achieve targets
- Responsible for producing/overseeing quality consolidated reports including establishing joint reporting tools and mechanisms, in close cooperation with the MEL Manager and the other Program Manager, and relevant focal staff of implementing partner organisation(s)
- Share the donor reports as per reporting calendar with the MEL Manager and KMLC well ahead for review and to submission to donor
- Work with Finance and Government Relations Department for timely submission of annual report, budget/revised budget/ revised FD-6 and report to NGOAB
- Ensure timely collection of Local Admin. Certificate from partner NGO
- Work with finance for timely FD-4 audit report submission to NGOAB, review and ensure sharing with GAAM for timely submission to NGOAB

Responsibility # 4: Communication, Coordination and Representation |

- Ensure support and required approval of local government and administration for project’s interventions, events and acquire certificate for submission to NGOAB
- Make sure that, overall coordination of the Project facilitates programming in the entire project with special focus on the joint areas of operation
- Ensure effective mechanisms for information sharing and cooperation among Implementing partner organisations at country level, including organizing and chairing regular meetings with Project member agencies
- Support effective mechanisms for information sharing and cooperation among Implementing partner organisations at the national and field levels
- Responsible for external representation of the Project at district and upazilla level.
- Represent the Project to key stakeholders (e.g. Government and CSO) and provide them with information about project objectives, risks, constraints and progress
- Regular coordination with other MACP Partner organizations working in the region, local humanitarian/DRR/CCA clusters, and all relevant actors by representing Project and take inputs for improved implementation of the interventions

- Managing the Project Office and Team Members

- Supervise reportees (e.g. TC- Preparedness and Innovation- PRODRIPTA), guide in accomplishing their activities, performance improvement and career development
- Communicating and coordinating with implementing partner organization’s Project Manager and their organization focal persons(s) to provide them technical and management guidance to complete project activities smoothly
- Ensuring overall operations and management of field office, and safety security of the staff considering climatic hazards in coordination with the Finance, Procurement and Government Affairs & Award Management Departments and Regional and Field Office
- Internal coordination with CARE’s regional, field and team offices’ officials to get required admin and logistics supports for the project

Based in CARE Bangladesh Kalapara, Patuakhali Office (Considering program need base can be changed to Gaibandha) with approximately 40% time to travel in local field, and sometimes in the other district of the Project. |
V. Qualification: |
Experience:
- More than 6 to 7 years of project management experience (planning, monitoring, evaluation) in humanitarian and resilience context, including in a leading position, with an overall experience of at least 8 years.
- Experience in community based/ locally led preparedness, DRR and/or adaptation through local institutional strengthening, planning and implementation of WaSH and Agricultural interventions will be prioritized, especially in the northern and southern region of Bangladesh.
- Strong experience in monitoring and evaluation of complex projects.
- Experience in organizational representation, coordination and liaison.
- Experience in narrative and financial reporting on complex projects to international donors.
- Experience in implementing projects within partner networks or consortia; experience in managing such networks / consortia a strong advantage.
- Willingness and ability to travel within project locations in two districts Gaibandha & Patuakhali.
- Excellent conceptual, planning, organizational, and leadership skills.
- Excellent communication, negotiation and problem-solving capacities.
- Fluency in English and Bangla (written and spoken)
- Strong computer literacy
- Ability to manage stress, multi-task and take decisions.
Education:

Post-graduate degree in Disaster Management, Environment/ Climate Change, Development Studies, Civil Engineering, Agriculture, Statistics, International Relations, Economics, Sociology, Geography and Environment etc.
Training:
-
Cash-based Programming, DRR/ CCA planning and implementation, Shelter, WaSH in Emergencies, Food Security and Livelihood, Emergency Market Assessment, Humanitarian Accountability Partnership, SPHERE etc.

Compensation
