Position Title: Team Lead
Project: Empowering Survivors of Sexual Exploitation, Abuse and Sexual Harassment (ES-SEAH)

Duration: Contract duration will be 5 years.

CARE Bangladesh is seeking a qualified Team Lead/COP for an anticipated project for the multi-year Foreign, Commonwealth & Development Office (FCDO)-funded Empowering Survivors of Sexual Exploitation, Abuse, and Harassment (ES-SEAH) project. The initiative aims to enhance the reporting of SEAH incidents committed by aid workers while strengthening survivor-centred responses. This programme will support Women’s Rights Organizations (WROs) in providing case management services, engaging agencies to ensure accountability, and developing survivor-centred responses. Additionally, participatory action research will identify effective reporting mechanisms and community-based SEAH prevention strategies. The project will be tested across humanitarian, development, and peacekeeping contexts to refine SEAH response approaches and contribute to global safeguarding efforts. |

Responsibility # 1: Technical Leadership & Programme Management |

- Lead strategic planning, ensuring programme outcomes aligned with safeguarding priorities and sector standards.
- Guide the implementation of SEAH prevention and response activities, ensuring a survivor-centered approach.
- Provide oversight of the programe’s performance, managing key performance indicators (KPIs) and ensuring compliance with FCDO contractual requirements.
- Develop and ensure quality assurance of programme work plans, monitoring and evaluation frameworks, and technical reports.
- Oversee risk management, duty of care, and compliance with safeguarding and security

Responsibility # 2: Stakeholder & Consortium Engagement |

- Serve as the primary liaison with CARE International UK, government institutions, and sectoral partners.
- Lead advocacy efforts for SEAH prevention, particularly engaging WROs and local agencies.
- Manage relationships with consortium partners, ensuring alignment of objectives and effective collaboration.
- Facilitate knowledge-sharing and best practice exchange with other FCDO programs to strengthen safeguarding responses.

- Oversee program budget, ensuring financial accountability and adherence to donor regulations.
- Supervise the development and submission of high-quality technical deliverables and progress reports.
- Ensure efficient fund management and resource allocation in compliance with CARE and FCDO financial guidelines.

- Provide technical guidance to country-level Safeguarding Technical Coordinators and WROs to strengthen SEAH case management.
- Lead participatory action research initiatives to improve SEAH reporting mechanisms and prevention strategies.
- Support continuous learning and adaptation to refine safeguarding interventions.

Responsibility #. 5: Timely reporting and compliance of Government, Donor and CARE requirement |

- Prepare different kinds of reports on monthly and quarterly basis and also compile different biannual/annual reports and extending technical support to others as and when needed in the project, while helping team leade with technical and financial reporting
- Liaise with team to ensure that deliverables are completed in a timely manner and provide technical assistance and follow up to various partners involved in packaged activity implementation
- Provide technical support to develop different knowledge products; stories of change, project and advocacy briefs and assessment report, ensuring climate, disaster, resilience components are well reflected
- Provide logistic support to proper implementation of the deliverables including events, meeting, training, workshop, strategic consultation in both up ward and downward team members at all levels
- Maintain electronic filing system including technical documents and correspondence, compiles

V. Qualification: |

At least 12 years of relevant experience.
-
Masters or Bachelor’s degrees in related fields are desirable, however, not mandatory.
Alternatively, senior level experience as multi-country consortium lead on a program is essential.
Project Management (PM) Certification preferred, but not required.

Proven experience as a Team Leade or Chief of Party managing complex, multi-stakeholder donor-funded programs (preferably FCDO-funded).

Comprehensive technical knowledge of safeguarding in humanitarian and development contexts, industry standards and best practices, and funder requirements.

Comprehensive technical knowledge of safeguarding, SEAH reporting mechanisms and case management procedures.

Comprehensive technical knowledge on what works for a survivor-centred approach.

Excellent oral and written communication skills. Excellent organizational and analytical skills.

Demonstrated project and technical leadership, including working with academic/research institutions.

Ability to motivate, influence and work well with others to achieve project goals.
