I. Job Summary:

CARE Bangladesh works to implement programs with long-term impacts that result in sustainable changes for the extreme poor and marginalized communities.

There is continuous new influx of refugees resulting in increase in population at multiple sites, which is overloading existing WASH facilities due to heavy use. Settlements are expanding quickly, with many more people still searching for space to make temporary shelters. There are acute humanitarian needs in the new settlements especially for emergency/lifesaving WASH support. The shortage of WASH facilities has also raised the risk of AWD outbreak.

CARE Bangladesh is implementing the ‘Provision of life-saving WASH services to the Rohingyas refugee population in the Camp-15 under Ukhia sub-district, Cox's Bazar district’ with a project funded by UNICEF. The location of the project is Ukhia Upazila under Cox’s Bazar district.

The Field Assistant  will support the implementation, monitoring, and maintenance of water, sanitation, and hygiene (WASH) activities at the field level. The role involves assessing the functionality of WASH facilities, ensuring repairs and maintenance, mobilizing volunteers, coordinating with stakeholders, and maintaining records. The Field Assistant will play a crucial role in ensuring service quality, community engagement, and safeguarding implementation according to the project's Environmental and Social Management Plan (ESMP) and other relevant guidelines.


II. Responsibilities and Tasks:   % of Time
Responsibility # 1: Field-Level Monitoring & Implementation: 35%
  • Regularly visit WASH activities and ensure compliance with ESMP and project modalities.
  • Assess the functionality of sanitation and water service structures, identifying repair needs.
  • Monitor repair work, ensuring proper use of materials and timely completion of tasks.
 
Responsibility # 2: Volunteer management & Community Engagement: 20%
  • Collect and verify volunteer attendance and payment sheets for payroll processing.
  • Mobilize volunteers efficiently and ensure proper distribution of repair, safety, and hygiene items.
  • Incorporate community feedback to improve service quality and address concerns.
 
Responsibility # 3: Data Collection and Reporting: 15%
  • Incorporating community’s feedback to improve service quality.
  • Prepare monthly work plans, performance reports, daily and weekly reports, and any other reports as the program demands.
  • Ensure repairing, monitoring, and any other input in KoBo data collection software.
  • Maintain dislodge & house-to-house waste management, dislodging, repairing, PRU, WN log books, and keep them up-to-date every day.
  • Maintain stock register and release slip of field warehouses.
 
Responsibility # 4: WASH Facility Repair Maintenance: 15%
  • Conduct daily monitoring of functional and non-functional tube wells and sanitation facilities.
  • Maintain records in KoBo software, including stock registers, repair logs, and FRC level monitoring.
  • Ensure proper upkeep of drainage,FSTP,SWM, pump houses, and other WASH infrastructure.
 
Responsibility # 5: WASH Facility Repair Maintenance: 10%
  • Work closely with the SMS, CiC office, hygiene promotion team, and water supply team.
  • Assist the Assistant Engineer - Sanitation in planning, budgeting, and implementing project activities.
  • Engage with community leaders to address conflicts and promote WaSH best practices.
 
Responsibility # 6: OTHER RESPONSIBILITIES AS ASSIGNED 5%

Based in CARE Bangladesh Ukhiya Fied Office with frequently field visits.

V. Qualification:
  • Diploma in Civil Engineering, Flexible for Experienced Candidate.
  • Minimum 2 years of experience in WASH infrastructure maintenance, project implementation, and community-based water and sanitation programs.
  • Certifications in WASH, disaster risk reduction, or humanitarian response.
  • Experience working with NGOs, UN agencies, or government WaSH programs in humanitarian or refugee settings.
  • Able to speak & understand Chittagonian Language.
  • Minimum of 1 year experience in camp work.
  • Hands-on experience in tube well repair, drainage system maintenance, and water quality monitoring.
  • Advanced proficiency in KoBo Toolbox, MS office, or other digital data collection tools.
  • Strong problem-solving skills with the ability to develop and execute effective operational plans.
  • Experience in training and capacity-building for volunteers and community members.
  • Ability to work under pressure, manage multiple tasks, and adapt to changing field condition

Compensation

Monthly consolidated salary: 52,930.00 BDT (Negotiable)
