I. Job Summary:

CARE Bangladesh works to implement programs with long-term impacts that result in sustainable changes for the extreme poor and marginalized communities.

CARE Bangladesh as an implementing partner of WFP will implement a project titled ‘Green Skills Development in Rohingya Camps’. The project aims to scale up homestead-based gardening in 6000 HHs of several Rohingya Camps in Ukhiya, Cox’s Bazar as nutrition-sensitive programs to promote the consumption of nutrient-dense foods, such as vegetable growing, through sack/vertical gardening methods in community setups. The project will also work on agricultural innovations in the camps.

The Technical Manager of WFP-funded green Skill development in camps will be responsible for the design, implementation, and evaluation of CARE Bangladesh’s green skills programs in Rohingya camps, with the overarching goal of enhancing self-reliance and food security among vulnerable populations, particularly in the five (05) Rohingya Refugee camp of Cox’s Bazar. Key responsibilities include providing technical support for interventions, overseeing measurement, data-driven programming, research, and documentation, and fostering coordination and team building through training, mentoring, and organizational learning. This role includes Food Security and livelihood programming, climate-smart agriculture practices, cash transfer, business models, vocational skills, enterprises, and market system strengthening focusing on both camp and host resilience programming. The Technical Manager will work closely with private sector partners and government departments to ensure sustainable and impactful program outcomes, emphasizing community engagement and economic empowerment for participants. H/She will report to the Head of Office Cox’s Bazar and will also coordinate with the Humanitarian and Climate Action program manager, NRM project manager, Protection coordinator, and Emergency Preparedness and Response teams to ensure integrated programming across the host communities and Rohingya Refugee camp. H/She will maintain direct coordination with WFP regarding the project implementation.


II. Responsibilities and Tasks:   % of Time
Responsibility # 1: Technical Quality: 30%
  • Support the quality operationalization of the CARE’s Livelihood and Skill Development interventions in Cox’s Bazar, ensuring the needs and priorities for programming and standards are in line with the context, needs, and gaps on the ground.
  • Develop innovative livelihood restoration and skill development strategies, emphasizing climate-smart agriculture, green skills, and vocational skills training to restore the livelihoods of the disaster/climatic shocks and stress-affected populations living in the Cox’s Bazar.
  • Design comprehensive skills development programs for women and youth, including business models and training initiatives that align with market demands.
  • Develop program implementation strategy, guidelines, and Standard Operating Procedure (SoP) related to homestead gardening, composting, mushrooms, innovative cultivation methods, business skill and entrepreneurship, vocational training, climate-smart agriculture, and cash transfer.
  • Conduct capacity-building training, and provide day-to-day mentoring support, to staff.
  • Integrate climate-smart agricultural practices into the program design and implementation to enhance resilience and sustainability for the project participants.
  • Engage private sectors in building technical skills, facilitate market actors within the host community to strengthen input and output market systems, ensuring project participants' access to business development services, markets, resources, and services to enhance their income-generating opportunities.
  • Ensure integration and inclusion in program delivery, children and young people of different ages, sexes, Persons with Disability (PWD), and abilities are equally addressed in program implementation.
 
Responsibility # 2: Program Implementation: 30%
  • Work closely with WFP to implement field intervention and achieve project results through providing regular program monitoring and necessary supervision support to the team.
  • Provide technical training, technical support, guidance and mentor the CARE green skill team ensuring they possess the necessary skills and knowledge in areas such as technical skills, home gardening, climate-smart agricultural innovations programming, mushrooms, etc.
  • Facilitate training sessions for the project staff to enhance understanding of green skills, agricultural practices, self-reliance, food security, etc.
  • Assist in developing and implementing climate preparedness activities and adaptation plans to protect and restore livelihoods, aligning with community needs and climate resilience objectives.
  • Ensure confidentiality and that data protection and information-sharing protocols are respected in line with CARE internal standards and WFP standards.
  • Ensure women and girls' rights, CFRM, and the safeguarding policy are understood and followed in program delivery.
 
Responsibility # 3: Documentation, Reporting and Knowledge Management: 20%
  • Regular report preparation in prescribed format and sharing with WFP including sector level.
  • Visit and monitor program performance and provide guidance to the team and support to ensure alignment with CARE’s objectives and quality standards.
  • Coordinate with the MEAL team to ensure field monitoring, study, assessment surveys, post-distribution monitoring, and evaluation of project interventions.
  • Ensure compliance with donor requirements and report on program achievements, challenges, and lessons learned.
 
Responsibility # 4: Communication, Stakeholder Coordination and Participation: 15%
  • Develop and maintain effective collaboration with WFP, other implementing partners, and collaborators related to the project interventions to enhance program reach and impact.
  • Coordinate with the Food Security Sector (FSS) and Livelihood and Skill Development Sector (LSDS) to ensure programming aligns with ISCG and government guidelines.
  • Coordinate with other relevant projects in the target area to align interventions and leverage support, enhancing impact for clients and communities.

V. Qualification:
  • Bachelor’s/Master’s degree in Agricultural Science, Development studies, or Social Science along with a professional background in the livelihood development field. Candidates with Master's degree will get preference.
  • Minimum of 5 years of experience in providing technical support and management of livelihoods programming with national and or international organizations green skills, climate-smart agriculture, market-relevant vocational skill development, youth employment, and market system development in a triple nexus context. 3 years of proven experience in Rohingya Camps.
  • Proficiency in the local language will be a high added value.
  • Sound understanding of the local context and the livelihood needs of vulnerable populations especially in the CXB Context.
  • Experience in dealing with government officials, private sectors, donor agencies, and other NGOs.
  • Demonstrated experience in working with a multicultural team (national and international).
  • Strong facilitation and supervision skills.
  • Good writing and analytical skills, including the ability to communicate technical matters to a range of stakeholders.
  • Competent in Windows, MS Office programs, emails, and relevant databases.
  • Promote teamwork, comfortable in a multi-cultural environment, flexible, and able to handle pressure well.
  • Able to work in stressful and emergencies, good at stress management.
  • Strong communication skills in written and verbal English.

Compensation

Monthly consolidated salary: 1,58,445.00 BDT (Negotiable)
