I. Job Summary:

The Senior Manager-MEAL is responsible for ensuring an efficient and effective MEAL system for the Myanmar Refugees Response Program. S/he is expected to take the lead on MEAL system implementation, evaluations, MEAL budgeting, recruitment as well as support proposal writing and log frame development for the Refugees Response Program. S/he is accountable for managing hard and soft data of projects with accuracy and presenting it in a timely manner to donors and other stakeholders as necessary. S/he is also responsible for producing high-quality, reliable, and efficient information systems tailored to the needs of different levels of management and operational staff as well as to the donor and the GoB. S/he will be expected to mentor and/or build the capacity of MEAL staff of different projects. S/he will work closely with the Impact Design, Analytics and Learning (IDEAL) team and the sector leads of Cox's Bazar. This position will be based at the CARE Cox's Bazar field office and report to the Head of Cox's Bazar Regional office.

II. Responsibilities and Tasks:   % of Time
Responsibility # 1: Development and Implementation of the MEAL system:
40%
  • Design/ improve Comprehensive MEAL framework for the Refugees Response Program in consultation with Senior MEAL officers and Sector Leads and roll out the plan in the projects.
  • Work with the proposal development team to ensure quality of the logframe and adequate resource allocation for MEAL at projects.
  • Manage section of the project budgets allocated for MEAL in each project
  • Provide technical support on Digital Data Collection for Post-Distribution Monitoring (PDMs), surveys, assessments, etc.
  • Support with PNGOs and CARE projects staff for developing post-activity effectiveness monitoring and outputs, which provide information for management decisions.
  • Support projects' and PNGO staff in designing and implementing the project-level MEAL project planning and indicator tracking for each project (IPTT).
  • Support the IDEAL team of CARE Bangladesh in rolling out centralized MIS (CARE Track).

 

Responsibility # 2: Timely reporting to CARE International, CARE Members, donors and other stakeholders:
15%
  • Liaise with project teams to develop tools and processes for establishing effective information sharing/updating/reporting mechanisms.
  • Ensure that the projects collect and organize all necessary information to produce substantial evidence against the indicators as was set in the proposal and log frame.
  • Develop dashboards, infographics, maps, and databases to provide the basis of planning and strategy.
  • Monitor info by self and through sector colleagues, collate, compile and update the dashboard to present updated needs, gaps, constraints, challenges, resources, etc.
  • CARE Bangladesh has a centralized MIS, which is online, and this position requires reporting program data to that centralized MIS (CARE Track) timely where s/he needs to coordinate with the MIS focal of CARE Bangladesh (IDEAL team).
  • Ensure that all the projects of Cox's Bazar reports CI's Global online Reporting platform (PIIRS) timely and accurately. Besides, s/he should report other organizational reporting like COMFORT, Program Quality, Evaluation report Response, etc., with the coordination of IDEAL team.

 

Responsibility # 3: Implement suitable Accountability mechanism:
15%
  • Support the Senior Accountability Officer to ensure Information Sharing, Consultation and Participation, Feedback, Complaint and Response mechanisms are functioning across the organization and partners.
  • Contribute to accountability coordination with the Quality and Accountability coordinator by engaging with all relevant stakeholders, NGOs and UN agencies to ensure a coordinated and consistent approach to accountability.

 

Responsibility # 4: Compliance of different rules and regulations:
10%
  • Ensure MEAL compliance to CI and CARE Bangladesh requirements.
  • Follow carefully all CI and CARE Bangladesh requirements in the implementation of the MEAL system.
  • Regularly monitor implementation of the MEAL system to ensure all compliance issues are being maintained.
  • Ensure that all the project archives projects' key documents to CARE Bangladesh's centralized repository.
  • Conduct timely Data Quality Assessment (DQA) of the CXB projects following CI's DQA guideline and/or donor instruction where CARE Bangladesh's IDEAL team will assist in designing and conducting DQA.
  • Participate at the periodic coordination meeting/consultation with CARE Bangladesh IDEAL team and MEAL Taskforce.

 

Responsibility # 5: Knowledge Management and developing Learning materials:
10%
  • Work closely with the Communication Coordinator and the IDEAL team to identify initiatives of interest and provide information around these areas to produce quality case studies, web updates, etc.
  • Mechanisms are in place in the emergency response to record knowledge and experience and make it accessible throughout the organization.
  • Ensure that all the project archives projects key documents to CARE Bangladesh's centralized repository.
  • He/she should ensure a culture and platform for sharing learning, knowledge, and case stories of Cox's Bazar projects through period events, archive those in a systematic repository, and use those for any further resource mobilization process and external communication.

 

Responsibility # 6: Others:
5%
  • Capacity building of volunteers, PNGO staff and key project staff around MEAL.
  • Participate in kick-off meetings for funding proposal development and other internal and external meetings, training and workshops, as the TL Refugee Response Program agreed.
  • Participate in intensive field visits using Post Activity Effectiveness Monitoring and other MEAL initiatives to monitor progress.
  • Any other reasonable duty as may be assigned that is consistent with the nature of the job and level of responsibility.
  • MEAL staff management.

IV. Working Conditions:  
Based in CARE Bangladesh Cox's Bazar Regional Office with field visits as needed.
V. Qualification:
  • At least 8 years of experience in the relevant field focused on humanitarian activities, preferably in emergencies and nexus projects.
  • Masters in Social Sciences, Statistics, Economics or equivalent with qualifications and practical experience in a relevant field.
  • Strong communication skills in both verbal and written in English and Bangla.
  • Strong commitment to accountability, social justice, promoting gender awareness and equality
  • Ability to work effectively in a culturally diverse organization
  • Ability and willingness to work in stressful situations and travel frequently to provide adequate support
  • Proven record of successfully coordinating complex relations, including matrix relations of several posts that do not directly report to the candidate
  • Strong analytical and conceptual skills
  • Proven skill in SPSS, KoBo and Advance Excel is essential
  • Proven skill in using the Kobo toolbox for data collection and management
  • Computer skills in MS Office, Power-bi, ArcGIS Pro
  • The incumbents should have experience working with humanitarian and nexus contexts. Proven skills in SPSS, MS Office, and Kobo toolbox to develop & manage a survey form and knowledge of advanced Excel is essential and also expert in preparing a dynamic map using GIS.

Compensation

Monthly consolidated salary: 1,85,082.00 BDT (Negotiable)
