CARE Bangladesh works to implement programs with long-term impacts that result in sustainable changes for the extreme poor and marginalized communities.
CARE Bangladesh is the lead partner on the USAID-funded BIJOYEE project, a 5-year integrated youth development activity. The project, through a consortium of nine partners, aims to increase the meaningful participation of Bangladeshi youth within their communities and in the economy. It aims to empower youth particularly young women and socially marginalized young people, by equipping them with market-oriented soft and life skills, resources and social capital for green and gainful employment and greater social and environmental impact. The key interventions of the Bijoyee Project are strengthening the youth ecosystem, organizational development support to national and grassroots youth organizations, incubation and start-up support to young entrepreneurs, and youth inclusive policies and planning.
Bijoyee will replicate proven best practices to scale up innovative and inclusive interventions that will empower people with disabilities, socially marginalized groups, the indigenous population, and the SOGI population. i Digital and traditional platforms to empower youth will be implemented in 18 districts of Bangladesh through Bijoyee’s consortium partners. The Bijoyee Activity is being implemented in urban and peri-urban areas across five (05) hubs, encompassing eighteen (18) districts. The Department of Youth Development (DYD) and other government and private sector organizations are strategic partners.
CARE is seeking qualified candidates for the position of Job Placement Manager, who will form part of the Bijoyee Program Management Unit (PMU) based in the CARE Bangladesh Country Office (CBDO) in Dhaka. The Job Placement Manager will report to the Bijoyee Youth Skills Specialist and will provide strategic leadership to enhance youth employability and workforce integration. This role will center on establishing robust employer networks, tailoring job placement strategies to meet industry demands, and promoting inclusivity by addressing barriers faced by marginalized youth, including women, persons with disabilities, and socially excluded groups. The Job Placement Manager will support to supervise Bijoyee’s team of Job Placement Officers stationed across the project’s five hubs. Through advocacy, capacity building, and innovative engagement, the manager will ensure alignment with the Bijoyee Activity’s overarching goal of empowering youth for employment and civic participation. |

Responsibility #1: Facilitate Youth Job Placement |

- Act as the primary bridge between the trained youth and potential employers to ensure successful placements in suitable roles.
- Analyze the skill sets of trained youth and match them with job opportunities based on employer requirements and industry trends.
- Use profiling data to match youth with jobs that align with their skills, aspirations, and career goals, ensuring optimal placements.
- Monitor youth performance post-placement to identify trends and insights that can inform future training and placement strategies.
- Collaborate with the Private Sector Engagement Specialist to identify high-demand sectors, and ensure youth training programs are aligned with those needs and the right-fit is ensured
- Develop and implement job placement strategies to increase employment opportunities for youth, emphasizing long-term sustainability and career growth.
- Create and maintain a database of employers, job opportunities, and placed candidates for tracking and continuous improvement.

- Regularly monitor job placements to ensure fair representation of diverse youth profiles and recommend strategies to bridge gaps where necessary.

V. Qualification: |

Master’s degree in Business Administration, Human Resources or a related field.

Minimum of 5 years of experience in job placement, employer engagement, or workforce development, preferably within donor-funded projects.

Strong network within the private sector and proven ability to engage with employers across industries.

Excellent communication, negotiation, and interpersonal skills to foster relationships with diverse stakeholders.

Demonstrated ability to analyze labor market trends and integrate findings into strategic planning.

Experience in implementing a project’s vision, aligning key stakeholders with that vision and ensuring that vision is translated into achievable strategies.

Experience in managing required programmatic reporting.
