CARE Bangladesh works to implement programs with long-term impacts that result in sustainable changes for the extreme poor and marginalized communities.
Since August 2017, the influx of Rohingya refugees into Cox's Bazar has required an emergency response aligned with CARE's humanitarian mandate to support crisis-affected populations. CARE is addressing the crisis across sectors, including Protection , Health , WASH, and SMSD. The AHP Consortium, comprising three INGOs and four NNGOs, aims to enhance the response for both Rohingya and host communities. As the lead agency, CARE oversees program planning, field execution, quality control, monitoring, and strategiccoordination with consortium partnersCARE is recruiting a Team Leader for a DFAT-funded, multi-year project to lead and ensure effective coordination, management, and quality implementation of emergency operations in Cox's Bazar.
Cox's Bazar, one of Bangladesh's poorest districts, faces severe challenges due to frequent natural disasters. cyclones, floods, and landslides increase local vulnerability. The situation worsened in 2017 when over 902,984 refugees (201,150 households) from Myanmar settled in Ukhia and Teknaf. The host community initially showed great generosity, sharing resources with the refugees. However, the prolonged refugee presence has strained already scarce resources, impacting both communities' well-being and livelihoods and leading to deteriorating relations and heightened vulnerability.
The region faces severe disaster risks, with precipitation three times the global average, increasing the likelihood of flash flooding. Over 40% of homes fail to meet Sphere standards, leaving them vulnerable to damage from strong winds, rain, and floods. Land degradation, including the daily removal of over 700 metric tons of firewood, causes significant topsoil loss, while inadequate waste disposal and drainage systems heighten the risks to homes and communities. Local response plans are also insufficient to provide protection. In response, CARE Bangladesh is delivering disaster risk reduction (DRR) services and improving infrastructure for displaced Myanmar nationals in Ukhia, Cox's Bazar, working closely with the Office of Refugee Relief and Repatriation Commission (RRRC) and the Camp in Charge (CiC). With extensive experience in site management and development, CARE aims to ensure a safe and dignified life for both refugees and host communities in this challenging environment.
Therefore, Resilience Officer - DRR will lead disaster readiness, emergency preparedness, and community resilience-building activities under the supervision of the project manager. He/she will supervise all disaster risk reduction (DRR) and resilience-related activities under the project, including conducting risk assessments, developing and implementing disaster preparedness plans, and organizing training sessions and awareness-raising events. He/she will also be responsible for proper documentation, reporting and for, upholding CARE Bangladesh's values and ensuring programming and organizational principles. |
II. Responsibilities and Tasks:
Responsibility #1: Design and Implementation |

- Demonstrate expertise in disaster risk reduction principles, practices, and methodologies, including vulnerability and risk assessments, to inform effective disaster preparedness plans and implementation of early warning systems.
- Develop a comprehensive Plan of Action (PoA) for disaster preparedness, risk reduction, and management activities, integrating the Cyclone Preparedness Program (CPP), Climate Change Adaptation (CCA), and Disability-Inclusive Disaster Risk Reduction (DiDRR) initiatives.
- Plan, schedule, and conduct Enhanced Vulnerability and Capacity Assessments (EVCA) to assess community risk and vulnerabilities comprehensively.
- Assist in the development and implementation of disaster preparedness plans, response strategies, and early warning systems, ensuring effective preparedness and response measures.
- Prepare training modules and Information, Education, and Communication (IEC) materials for conducting training sessions and awareness-raising events on Disaster Risk Management (DRM).
- Organize and lead training sessions and awareness-raising events in Disaster Risk Management (DRM) for the community, empowering them to respond effectively during disasters.
- Conduct mock drills and simulations to evaluate the community's readiness and response capabilities, identifying areas for improvement.
- Lead community-led drainage cleaning and reforestation activities as vital disaster risk reduction strategies to enhance resilience.
- Collaborate closely with local authorities, stakeholders, and relevant agencies/committees to integrate disaster risk reduction efforts into broader development plans.
- Identify high-risk areas susceptible to disasters and prioritize risk reduction measures to target interventions effectively.
- Manage and maintain a comprehensive database of project activities, ensuring accurate and organized records.
- Prepare monthly plans, project implementation plans, and event budgets, aligning them with the project budget to ensure efficient resource allocation.
- Conduct regular field visits, especially to remote areas, to monitor and ensure the quality implementation of disaster risk reduction interventions through coordination, collaboration, and integration.

- Track the progress of project activities and prepare comprehensive monthly, quarterly, and annual reports.
- Document the progress of project activities, outputs, and the immediate impact of interventions, providing a clear understanding of the project's outcomes.
- Develop tools for both quantitative and qualitative data collection, enabling systematic and accurate monitoring of project indicators.
- Regularly collect the required data using the developed tools, ensuring timely and reliable information for analysis.
- Analyze data to identify trends and patterns, and to assess the effectiveness of project interventions.
- Report on the findings of data analysis to project stakeholders and make recommendations for improvement

- Develop and maintain weekly and monthly work plans for DRR and resilience initiatives.

- Conduct Environmental Stress Screening (ESS), Environmental Impact Assessment (EIA), and Health Impact Assessment (HIA).

IV. Working Condition: |
The position will be based in Ukhiya, Cox's Bazar district. The incumbent will be required to be present in Ukhiya during working hours, with regular field visits to the community to ensure hands-on involvement and oversight of disaster risk reduction and resilience initiatives. The incumbent will also be required to visit CARE's Cox's Bazar Regional Office as needed in consultation with the Project Manager to discuss project design, budget planning, and other strategic matters |
V. Qualification: |

The candidate must have a minimum graduation in Disaster Management, Geography and Environment, Environmental Science, Social Science, Geology, Environmental Studies, Climate Change, or any other discipline.

A minimum of 2-3 years of experience in disaster risk reduction or related field.

Experience in implementing Climate Change Adaptation, Mitigation, Disaster Risk Reduction (DRR), and Disaster Risk Management (DRM) programs.

Experience or knowledge in project management methodologies and practices for effective planning, implementation, and monitoring of disaster risk reduction initiatives.

Proficiency in data analysis tools and Geographic Information System (GIS) software to conduct more in-depth risk assessments and identification of vulnerable areas.

Familiarity with humanitarian principles and standards to ensure disaster response efforts are conducted ethically and with a focus on protecting the rights and dignity of affected communities.

Experience in working with donor-funded projects to deal with project reporting and compliance requirements.

Strong communication skills in both verbal and written English and Bangla.

Proficiency in the Chittagonian language is an added advantage.

Compensation
