CARE Bangladesh's Humanitarian and Climate Action Program is committed to provide people affected by disasters and conflicts with life-saving assistance, with a special focus on women and girls, who are disproportionately affected by disasters. Our action also includes preparedness and early action, emergency response and recovery, and resilience and adaptation to climate change and equitable development.
The UK Foreign, Commonwealth and Development Office (FCDO) has selected a CARE Bangladesh led consortium to implement the project titled 'Nature Based Adaptation towards Prosperous and Adept Lives & Livelihoods in Bangladesh (NABAPALLAB) in two Ecologically Critical Areas (ECAs) – the Sundarbans and Hakaluki Haor. The other consortium members are CNRS, Cordaid, C3ER-BRAC University, Dushtha Shasthya Kendra (DSK), Friendship, Humanity & Inclusion (HI), iDE, and Practical Action. It is a key component of the Bangladesh-UK Accord on Climate Change and will deliver the adaptation outcome of the FCDO's flagship Bangladesh Climate and Environment Programme (BCEP). The programme will make a significant contribution in Bangladesh to progress against GoB's policies and priorities e.g., National Adaptation Plan (NAP), Nationally Determined Contribution (NDC), commitments to biodiversity conservation, ongoing 8th Five Year Plan, etc. And it will also contribute to UK's commitment to International Climate Finance (ICF).
Due to environmental sensitivity and high anthropogenic pressures such as overharvesting, overfishing, pollution and illegal logging, the Sundarbans mangrove and the Hakaluki Hoar wetland are at a vulnerable stage with climate change exacerbating the current situation. FCDO's NABAPALLAB aims to engage biodiversity and natural resource-dependent communities to strengthen the climate resilience of the ECAs, conserve biodiversity, and at the same time, diversify and improve people's livelihood through innovative nature-based (NBS) and locally led adaptation solutions. It will increase climate resilience of more than 250,000 vulnerable households and ecosystem-based protection and restoration of 5,000km2 area in, especially in the districts of Bagerhat, Satkhira and Khulna in the Sundarbans ECA, and Maulvibazar and Sylhet in Hakaluki Haor. To achieve FCDO's NABAPALLAB goal, CARE and its partners will work with different ministries specially , Ministry of Environment, Forest and Climate Change (MoEFCC), Department of Forest, Department of Environment (DoE), Ministry of Land, Local Government Engineering Department (LGED), Bangladesh Water Development Board, Department of Public Health Engineering (DPHE) etc. of the Government of Bangladesh (GoB) at the national, regional and local levels, to implement the most appropriate NbS and Locally-led Adaptations (LLA) solutions for the Sundarbans and Hakaluki haor ecosystems.
The Finance and Admin Support Officer is responsible for supporting programs on financial, administrative, and logistics operation in compliance with generally accepted accounting practices and CARE financial, procurement and administrative policies and procedures. S/he will support Senior Finance and Admin Officer, NABAPALLAB in terms of financial reporting, administrative and logistics arrangement at regional/field office and coordinate with all team offices for all sort of mobilization and financial reporting.
S/he will review and coordinate PNGO's expenses, budget and NGOAB reporting related works in coordination with the Senior Finance & Admin Officer. S/He will support in prepare/revise project budget, monitor / review expenses and coordinate with regional offices for financial reporting, compilation and resource mobilization that ultimately will assist to project management team in terms of taking efficient strategic decisions. |

- Support in Project expenditure reporting as per AID with through coordination/collaboration with regional offices and take necessary action by discussing with Sr. Finance and Admin Officer.
- Support/Follow up with finance department, to ensure timely submission of financial report (monthly/quarterly or yearly) as agreed with donor.
- Support in preparing initial budget variance analysis report.
- Assist GAAM/finance department for timely submission of FD-6 budget and FD-4 audit report, annual report to NGO Affairs Bureau (NGOAB) and other NGOB affairs (Local Admin Certificate)/revision of F-6 (if required) with close coordination/collaboration with regional offices and Partners.
- Coordinate with Partners and regional offices to ensure timely submission of financial reports.
- S/he will assist in conducting periodic and annual audits internal/external audits.
- Ensure/Follow up with project teams for timely update of project status report.

Responsibility # 2: Financial Management, Budget, Audit and Cash Management |

- Prepare/review the monthly budget expenditure summary according to the approved budget (DAB) in PeopleSoft.
- Ensure the preparation/ process of daily/monthly payments to the staff/members/vendors such as AR, PR, TER, MER, RR, SOP-2, MSTA, Cash Call, VRF, (as applicable) and bills accurately and on time.
- Arrange and cross-check all bills/vouchers and ensure timely submit to finance department.
- Prepare AJE and Accruals as required.
- Liaison/coordinate with partners across the consortium and regional Offices to ensure timely disbursement of funds from CARE Bangladesh.
- Guide project lead/partners and work with relevant collogues to ensure smooth project close out process including performance assessment/close out checklist adhering the CARE guideline.
- Work with procurement, finance to ensure all supporting documents to complete of timely cash (online or mobile money or cash) and in-kind transfer.
- Liaise with program to arrange payment schedules through the approved mechanism and ensure successful disbursement and pending list.

Responsibility # 3: Procurement and Programme Support |

- Ensure/Follow up timely and quality procurement of assets and materials for this project
- Ensure/Follow up with relevant colleagues for regular maintenance of assets/supplies/stock.
- Prepare and submit PRs as per requirement of the coordination unit/ field office.
- Support budget holders and program management in formulating procurement plan as per approved budget.
- Orientation to project staff from regional offices (if required) on People Soft operation, Reporting, charging mechanism, budget availability, eligibility, and ineligibility as per donor terms, documentation, regular award and sub-award monitoring, etc.
- Handle day-to-day procurement services requirements for the project staff, with special focus on program needs.
- Maintain procurement plan/tracking for all projects under Humanitarian & Climate Action Program.
- Proper documentation and recording of documents and information.
- In coordination with IT, HR, Transport department to ensure support for project staff
- Provide logistics and secretarial support for organizing meeting, training, workshop, event etc.
- Organize venue for meeting, workshop, training under the program
- Assist project lead/partners to close out process for completed project following CARE guideline
- Arrange travel management (air, bus, train, vehicle rental etc.) for project staffs as well as Humanitarian & Climate Action team.
- Ensure proper documentation and preservation of project files and folders.

Responsibility # 4: Administrative and Logistical Support |

- Arrange day to day administrative, logistic support to the programs.
- Ensure excellent logistic support for any type of meeting, workshop and training/event management for all projects under Humanitarian & Climate Action Program.
- In coordination with HR, to assist of hiring, joining, transfer or separation staff.
- Support all field based and CBDO based administrative issues for project staff as when require
- Close coordination with PNGO’s to maintain procurement, financial and administrative procedures in time.
- Maintain program Assets and inventory list.
- Provide administrative and secretarial support for organizing meeting, training, workshop, event etc.
- Support/Follow up to operation team to supervise office helper, drivers in CO and regional offices.
- Follow up and support the timely submission of monthly PAR with appropriate charging for all projects staffs under Humanitarian & Climate Action Program.
- To ensure materials and stationery support for trainings and meetings for the smooth functioning of program activities
- Ensure all office space, facilities and services are maintained to a sufficient standard to allow staff to work efficiently and day to day logistics/administrative support when required that including Hotel/transport arrangement, advance for field visit etc.

- 3 years' practical experience in relevant field.
- Master's degree is preferable specially in Finance /Accounting/Management.
- Proficiency in computer skills including financial software.

Compensation
